“We are facing education crisis…when pandemic hit, we poured funds so we could leave situation as quickly as possible…if we don’t pour resources towards learning recovery, our rise from being inundated in this education crisis will be excruciatingly slow,” Sen. Sherwin Gatchalian said if government were as serious in dealing with current education crisis as it was in dealing with COVID-19 pandemic, millions of children would have been helped in improving their learning proficiencies.
Gatchalian called for support in pouring financial resources into education sector.
Speaking during Department of Education’s Program for International Student Assessment (PISA) forum, senator said there is need for government to bankroll sector’s learning recovery efforts amid worsening literacy and numeracy rates among schoolchildren.

He noted because of MSU bombing, it is clear that there is need to enhance intelligence capability because “we don’t have enough capability to know everything that’s going around us, but this can be supported by cooperation of people especially because supposedly security is everyone’s concern.”
State security forces have intensified manhunt operations against two suspected members of Dawlah Islamiya-Maute terrorist group tagged in bomb attack at MSU.
Philippine National Police public information officer Col. Jean Fajardo said police units are working with AFP to apprehend Kadapi Mimbesa alias Engineer and Arsani Membisa, also known through his aliases Khatab, Hatab and Lapitos.
“We are closely coordinating with AFP for immediate arrest of these two identified personalities,” she said.
Police are preparing criminal complaints against suspects, who were identified through statements of witnesses and CCTV footage. Mimbesa and Membisa were spotted entering campus gym where mass was being held, and left shortly after improvised explosive device went off.
Days after bombing, MSU has decided to resume face-to-face classes on Dec. 11 with students being welcomed on campus amid tight security measures and heightened police and military presence.

Meanwhile, Philippine Coast Guard (PCG) said ramming by Chinese flagged vessel of stationary Filipino fishing boat off Occidental Mindoro had nothing to do with country’s maritime dispute with Beijing.
M/V Tai Hang 8, which reportedly hit F/B Ruel J in apparent hit-and-run incident last Dec. 5, traversed route usually taken by huge maritime vessels, according to PCG spokesman Rear Adm. Armand Balilo.
“Route taken by this vessel is route regularly traversed by ships sailing to and from Indonesia, and this incident had nothing to do with West Philippine Sea issue,” Balilo said.
He said allusion referring to ship hitting stationary vessel was an “ordinary maritime incident.”
But PCG commandant Adm. Ronnie Gil Gavan, according to Balilo, has ordered PCG to coordinate with China’s Maritime Safety Administration as well as with Indonesian authorities, where M/V Tai Hang 8 was heading, as part of investigation on the incident.

‘Teachers’ plight neglected led to poor PISA performance’

“PISA result for 2022 does not come as surprise…similar to 2018, Philippines continues to lag behind in terms of student academic achievement in areas of science, mathematics and reading,” Teachers’ Dignity Coalition (TDC) said in press statement government’s years of neglect of pressing problems in education sector, including welfare of teachers, led to Filipino students’ poor performance in latest Program for International Student Assessment (PISA).
“This can be attributed to lack of substantive measures taken to address fundamental challenges in education sector, in addition to pandemic-related factors,” it added.
Based on 2022 PISA results announced by Organization for Economic Cooperation and Development (OECD) , Philippines is still in the bottom ten, specifically at 76th out of 81 countries in terms of reading comprehension, mathematics and science.
PISA, developed by OECD, measures 15-year-olds’ ability to use their reading, mathematics and science knowledge and skills to meet real-life challenges.
Philippines first participated in assessment in 2018 where it ranked last of 79 countries.
While Philippines moved up in rank, indicators of 2022 test showed minimal improvement in students’ performance.
Based on OECD’s report, mean scores of countries participated in 2022 PISA were 472 for mathematics, 476 for reading and 485 for science.
Philippines scored about 120 points less than average scores: 355 for math, 347 for reading and 373 for science.
OECD said this meant that every 20 points lacking from average represent one year of annual pace of learning of 15-year-olds in countries that participate in PISA.
Department of Education (DepEd), at press conference day after release of PISA report, admitted assessment results indicate Filipino students are five to six years behind in learning competencies
“Although DepEd admitted this ‘uncomfortable truth,’ it is important to note that this admission alone will not be sufficient to resolve issue… government needs to acknowledge it has failed, and that failure can be attributed to the fact that it did not recognize basic problems of education system and neglected dignity of its teachers,” TDC said.
TDC said students’ poor performance, especially in reading comprehension, science and mathematics, has been problem even before pandemic, but government did not address issue nor initiate measures that would improve quality of education in the country.
“It is important to keep in mind that problems existed long before pandemic… failure of DepEd and entire government to address fundamental concerns is apparent in following areas: insufficient learning materials and school facilities; overcrowded classrooms that are not favorable for learning; congested curriculum and socio-economic challenges to learners hailing from poor families,” TDC said.
Group also slammed government’s supposed continued neglect of condition of teachers.
“In addition, poor treatment of teachers, especially in terms of welfare, is perhaps one of most pressing concerns…teachers in the Philippines are among lowest paid in the world… and teaching profession is far from attractive to the best available talents, violation of constitutional mandate, education sector is confronted with these basic problems, each requires outright and basic solution: government sincerity and political will,” TDC said.
Meanwhile, Professional Regulation Commission has announced 23,782 elementary teachers and 53,995 secondary teachers passed Licensure Examination for Professional Teachers given in September of this year. For elementary level, Dulce Angeline Hernandez Arellano and Chelsea Lipana Tiaga, both from University of Santo Tomas (UST), topped exams with score of 94.40 percent.
Joshua Custodio Marimuthu of Laguna University placed second with rating of 94.20 percent, while Marichu Famat Abregana from Cebu Technological University, Alma Manlangit Brioso of Bicol University and Theresa Marie Enarle Cena of Silliman University came in at third place with 94 percent. For secondary level, Trilbe Lizann Espina Vasquez of University of the Philippines (UP) Cebu got highest rating of 94.80 percent.
Jaynel Evangelista Barzo of University of Southern Mindanao was in second place with rating of 94.40 percent. In third place was Matthew Kyle Yee Oronce of UP Diliman with rating of 94.20 percent.

Xerxes Trinidad declared one of alleged perpetrators of Mindanao State University (MSU) bombing has been captured by authorities.
Jafar Gamo Sultan, also goes by names Jaf and Kurot, is tagged as one of the accomplices in terrorist attack killed four people and injured some 50 others during Catholic mass on Dec. 3,2023.
Trinidad said combined troops of Task Force Marawi and Marawi City Police arrested Sultan.
Suspect was apprehended in operation in Barangay Dulay Proper in Marawi, is said to be companion of certain Omar, person identified by witnesses to have placed improvised explosive device at Dimaporo Gymnasium in MSU.
Trinidad said soldiers and police seized two motorcycles during capture of Sultan, possible link to Dawlah Islamiyah-Maute Group is being verified.
AFP earlier assured public military and police have launched extensive manhunt for perpetrators of MSU bombing.
Senior police and Army officials said it was with help of members of Islamic religious communities in Lanao del Sur and Marawi that allowed authorities to trace exact location of Sultan in Barangay Dulay, Marawi City.
One of the suspects in bombing of MSU was former student of the university.
Kadapi Mimbesa alias Engineer was enrolled in MSU in 1993 for Bachelor of Science in Agricultural Engineering but stopped his studies, MSU secretary Shidik Abantas said.
“We ran through our database and then we found his name…we are confirming he is our former student,” Abantas said.
Bangsamoro Autonomous Region police director Brig. Gen. Allan Nobleza said Mimbesa and his unidentified companions are no longer in Marawi.
“They were not able to stay there permanently, they have no lodging there,” Nobleza said.
In wake of bombing, MSU has beefed up security in the campus to prevent another attack. Seven checkpoints were set up in MSU, with security officers roaming around campus.
Vice President and Education Secretary Sara Duterte-Carpio called on the public to remain vigilant against possible succeeding attacks by terrorist elements.
“Office of the Vice President and entire government continue to work hard in maintaining peace and ensuring safety and security of the public,” Duterte said in her Facebook account.
“Nonetheless, I urged everyone to remain cautious and vigilant in order for us to thwart any possible succeeding attacks against our civilians, in challenging times such as this, we need your support and unity toward strong and caring country…let us remain united and continue praying for each other for us to surpass challenges we are currently facing and will be facing in the future,” she added.
Meanwhile the Vice President extended her condolences to families of those who were killed during MSU bombing.
“I want to express my heartfelt condolences to the families of the victims…we know the pain and fear that this gruesome incident left to public…as I have said in previous statement, I strongly condemn this bombing incident and people or group behind this,” Duterte said.
In a separate statement, the Office of the Vice President (OVP) said its satellite offices in Davao have sent bereavement wreaths to wakes of four victims, identified as Janin Arenas of Balabagan, Lanao del Sur; June Rey Barbante of Iligan City; Riza Daniel of Tangub City and Evangeline Aromin of Bansalan, Davao del Sur.
OVP has also coordinated with Office of the Chief Minister-BARMM, Ministry of Health (MOH) and with Amai Pakpak Medical Center (APMC) in Marawi City to extend assistance to injured victims.
OVP also participated in Rapid Damage Assessment and Needs Analysis led by Office of Civil Defense-BARMM.
Police and all law enforcement agencies must follow evidence and respect rights of people who are presumed innocent until proven guilty, Sen. Aquilino Pimentel III said after authorities announced arrest of one of the alleged bombers.
Pimentel “encourages Philippine National Police and law enforcement agencies and entire government to conduct swift but thorough investigation on recent Marawi-MSU bombing.”
“Follow evidence and charge those where evidence leads, always remembering that these people are presumed innocent until proven guilty and their rights should be respected all the time,” senator noted.
Senate President Juan Miguel Zubiri said officials of the country’s security agencies assured senators Philippines is in safe hands in aftermath of MSU bombing.
Zubiri echoed pronouncement of AFP and PNP that persons of interest in connection with bomb attack are now subject of massive manhunt.
“After security briefing, it was shown Philippines is in safe hands, according to AFP and PNP,” said Zubiri after briefing made by Defense Secretary Gilbert Teodoro, AFP chief Gen. Romeo Brawner Jr. and PNP chief Benjamin Acorda Jr.
Zubiri called for executive briefing by agencies after improvised explosive device ripped through MSU gym during mass. Islamic State group has claimed responsibility for the blast.
For her part, Sen. Imee Marcos lauded authorities for arrest of Sultan.
“We applaud our law enforcers’ arrest of one of MSU bombing suspects, and urge them to persist until they find masterminds of this hideous crime,” Senator Marcos said.
President’s sister also urged authorities not to let politicians take advantage of situation. She did not elaborate.
“Acknowledging historic injustice against Muslim Filipinos, let us work together for lasting peace and genuine development in Mindanao and forswear not to allow corrupt officials to exploit this tragedy, as they have exploited such tragedies in the past, for their own personal gain,” she said.
“Yes there was decrease in retail prices as farmgate level also went down,” United Broiler Raisers Association and Philippine Egg Board (PEB) chair Gregorio San Diego said slight drop in retail price of eggs was recorded amid increase in demand during holiday season, according to data from Department of Agriculture (DA).
Based on DA’s monitoring of Metro Manila markets, retail price of medium-sized eggs ranged between P7.50 and P8.50 per piece, compared to previous P7.50 to P8.80 per piece on Dec. 1, or a P0.30 decrease.
San Diego confirmed that there was decline in cost of eggs as farmgate prices also went down.
He attributed downward trend in retail prices of eggs to low demand.

SMNI hosts hunger strike to protest House detention

“I am joining Ka Eric in hunger strike to protest travesty , direct offshoot of infiltration of CPP-NPA-NDF inside Congress and to also hold those in power accountable to Filipino people,” SMNI anchor Lorraine Badoy said in statement posted on Facebook by SMNI’s lawyer Mark Tolentino anchors Badoy and Jeffrey Celiz announced they have initiated hunger strike to protest their current detention at House of Representatives.
Both Badoy and Celiz remain under medical supervision, according to House Secretary Reginald Velasco.
House legislative franchises panel cited two SMNI anchors in contempt during hearing into possible franchise violations by television network, which has been accused of airing disinformation against House Speaker Ferdinand Martin Romualdez.
Lawmakers moved to cite Celiz in contempt after he refused to disclose identity of his source on Romualdez’ supposed P1.8 billion travel expenses allegation that he and Badoy relayed on their show “Laban Kasama Ang Bayan” on SMNI.
Meanwhile, Badoy was cited in contempt for flip-flopping on information she provided panel regarding network’s advertisements.
After apologizing for making allegation against Romualdez, Celiz has asked to take back his apology from record because he supposedly issued it without legal counsel.
Badoy and Celiz may spend holidays in detention as House is set to go on break from December 16 to January 21, leaving lower chamber just three days to approve committee report on their inquiry into SMNI. Without adoption of committee report, Badoy and Celiz cannot be released.

TAPE to still use ‘EB’ for noontime show?

“Mga Kapuso, mahaba pa po ang laban… ibig sabihin, legally, wala pang final. Okay,” controvercial Paolo Contis, one of TAPE’s “Eat Bulaga” hosts, during December 6 episode of show signif ies Television and Production Exponents Inc. (TAPE) will continue using “Eat Bulaga” name as company appeals decision of Intellectual Property Office (IPO) canceling its trademark registration.
Last December 5, IPO released decision said former hosts Tito Sotto, Vic Sotto and Joey de Leon collectively known as TVJ have “absolute and exclusive right to register” “Eat Bulaga” or “EB” trademark after it found that they presented sufficient evidence t they originally coined term.
In same decision, IPO said TAPE failed to sufficiently explain its claim of ownership of “Eat Bulaga” name.
TVJ welcomed IPO’s decision and in media conference at TV5 Media Center where trio now hosts “E.A.T.” following their departure from TAPE earlier this year called on TAPE to stop using “Eat Bulaga” name out of respect for the law.
Atty. Enrique “Buko” dela Cruz from DivinaLaw, TVJ’s legal representative, explained trio could have used “Eat Bulaga” name even before IPO’s decision came out but opted not to avoid any trouble and respect legal process.
In statement sent to media, GMA-7 TAPE airs “Eat Bulaga” on blocktime agreement, TAPE’s legal counsel Atty. Maggie Garduque said they respect the law and “will follow procedure.”
“As confirmed by statement released by IPO, TAPE has period of 15 days to appeal decision of adjudication officer to Director of BLA-IPO…then, appealed decisions may still be appealed to Director General of IPO within 30 days,” statement added.
In response to TVJ asking TAPE to stop using “Eat Bulaga” name out of respect, TAPE noted appeal will be “considered moot and academic if it heeds to plea of TVJ” and hopes trio will not use “Eat Bulaga” name pending appeals until decision is truly final.
TVJ continues to use “E.A.T.” for their show, though during theme song’s chorus, they now belt out “E.A.T. … Bulaga!”
Tito Sotto, Vic Sotto and Joey de Leon are relieved with IPO decision, finding them originators of “Eat Bulaga” name.
Tito began media conference held at TV5 Media Center where TVJ hosts noontime show “E.A.T.” after departing TAPE earlier this year attended by several outlets, by reading statement following decision.
Tito Sen noted IPO and Bureau of Legal Affairs, in deciding TVJ were originators of “Eat Bulaga,” canceled trademark registration of TAPE.
IPO ruled TVJ have “absolute and exclusive right to register” “Eat Bulaga” trademark after it found that they presented sufficient evidence they originally coined term, while TAPE failed to sufficiently explain its claim of ownership of “Eat Bulaga” name.
“TAPE Inc. should not be allowed to profit from business reputation built by TVJ… general public even said ‘TVJ is Eat Bulaga, Eat Bulaga is TVJ’,” says Tito Sotto.
“It was Joey who coined and created name in 1979 in my kitchen in White Plains… TAPE did not even refute or contradict our narration of the origin. In fact, they corroborated our claims when they said Romy Jalosjos ,owner of TAPE only chose ‘Eat Bulaga’ among suggested list given to him,” Tito continued.
Tito also noted IPO recognized Joey’s creative efforts in conceptualizing “Eat Bulaga,” and that “it is not application or registration confers right of registration.”
“It is only us and no one else who have all the right to register these subject marks. ..TAPE should not be allowed to profit from business reputation built by TVJ,” Tito stated. “For how many decades, TVJ garnered goodwill over ‘Eat Bulaga’ brand .
Joey joked he heard about decision same time magnitude 5.9 earthquake struck Occidental Mindoro and was felt in parts of Luzon.
“O nga pala, sa mga nagtatanong ano ‘tong ‘ICON,'” Joey quipped, pointing at his cap. “Ibig sabihin niyan ‘I Created Our Name.’ Pasikat lang!”

Vic was shooting sitcom for GMA-7 when news broke and was surprised to receive several congratulatory messages, “‘Di naman ako grumaduate, puro congratulations!”
“Medyo naguluhan isip ko kasi ‘yung mag-ina ko nakasakay sa ferris wheel,” Vic said. “Si Pauleen and Tali nasa ferris wheel nu’ng lumilindol! Akala ni Pauleen luma na ‘yung ferris wheel!”
