UN General Assembly demands Gaza truce

“It is imperative that any military action consider  impact on civilians and strives to minimize, if not eliminate, collateral damage,” Philippine Permanent Representative to the UN Antonio Lagdameo said UN General Assembly overwhelmingly passed  non-binding resolution  demanding  ceasefire in Gaza  taking  lead from  paralyzed Security Council and piling pressure on Israel and Washington.

Body  includes all 193 UN member-nations, voted 153 in favor of  resolution – exceeding  140 or so countries that have routinely backed resolutions condemning Russia for its invasion of Ukraine.

Ten countries including  United States and Israel voted against it, while 23 abstained.

After abstaining in October, the Philippines voted in favor of the UN resolution.

Philippine Permanent Representative to  UN Lagdameo expressed hopes for peaceful resolution of  conflict.

“While we condemn  Oct. 7 terrorist attacks perpetuated by Hamas,  Philippines emphasizes adherence to International Humanitarian Law, especially  principles of proportionality and distinction in response to security threats,” he said during  10th Emergency Special Session of  UN General Assembly.

Palestinian envoy to UN, Riyad Mansour,  vote marked “ historic day in terms of  powerful message sent from  General Assembly.”

Vote  came after Security Council responsible for global peace and security has repeatedly failed to make such  call.

US, Israel’s most powerful ally and one of only five permanent members of  Security Council, wielded its veto to halt  latest draft text calling for  truce.

Council took more than a month after  start of war between Israel and Hamas militants to speak out and it did so with weak voice, calling in mid-November after four rejected texts for humanitarian “pauses” in conflict.

“These tragic attempts are  despicable sign of double standards,” Egypt’s ambassador to  UN Osama Mahmoud Abdelkhalek Mahmoud said of Washington’s efforts to provide Israel diplomatic cover ahead of  vote in  General Assembly.

UN Secretary-General Antonio Guterres has warned of  looming “complete breakdown of public order” in besieged Gaza Strip.

Many countries and human rights organizations condemned  Security Council failure, and Guterres  described  Council’s authority and credibility as “undermined.”

“We agree  humanitarian situation in Gaza is dire,” said Washington’s ambassador to  UN Linda Thomas-Greenfield.

“It’s diplomacy  United States is engaging in on  ground  made  week-long humanitarian pause possible,” she said, referring to  only lull in  fighting so far,  took place last month.

Thomas-Greenfield urged countries to back  amendment to  resolution that would have condemned Hamas, but that was voted down.

She also called on Israel “to avoid mass displacement of civilians in  south of Gaza,” but said Israel was pursuing “legitimate military objectives.”

Ahead of  vote, Israel’s representative to  UN Gilad Erdan decried  he said was  “hypocritical resolution.”

“Not only does it fail to condemn Hamas for its crimes against humanity  it doesn’t mention Hamas at all,” he said.

Israeli air and land attacks continue to pummel Gaza, more than two months after  bloody and unprecedented attack perpetrated by Hamas fighters on Israeli soil on Oct. 7.

Some 1,200 Israelis were killed in initial attack, while  Hamas-run health ministry in Gaza says more than 18,400 Palestinians have died in Israel’s bombardment since.

Arab countries had called for new special session of  General Assembly, seeking to build pressure just after visit to Rafah border point by more than  dozen Security Council ambassadors.

Ttext that was passed earlier largely reproduced  resolution blocked in  Council  by  US.

Expressing concern at  “catastrophic humanitarian situation in  Gaza Strip,” it “demands  immediate humanitarian ceasefire” and calls for  protection of civilians, humanitarian access and “immediate and unconditional” release of all hostages.

Ahead of  vote,  prime ministers of Australia, Canada and New Zealand , close allies of Israel as well as  US  said in  joint statement that “we are alarmed at  diminishing safe space for civilians in Gaza.”

“Price of defeating Hamas cannot be continuous suffering of all Palestinian civilians,” they said.

Philippines abstained from  earlier UN resolution  also called for  ceasefire as it “does not mention nor condemn  terrorist attack of Oct. 7 by Hamas leading to deaths of innocent civilians, including women and children, as well as some Filipinos.”

Hamas attack on Oct. 7 is an escalation of years of conflict between Israeli and Palestinian forces, with Israeli settler violence displacing hundreds of Palestinians in  occupied West Bank since 2022 and tensions flaring around  Al-Aqsa Mosque,  flashpoint Jerusalem holy site.

Donations , progressive group Bagong Alyansang Makabayan (Bayan) said while they welcomed Philippines’ vote for immediate ceasefire, government must work to assist Filipino-Palestinian families living in the country after they were evacuated from  Gaza Strip.

Without  durable ceasefire, Bayan president Renato Reyes said trefugees have no chance of returning to Gaza.

Bayan has been assisting over 50 refugees currently staying at  University of the Philippines (UP) Diliman campus in Quezon City and in  provinces.

UP Office of  Student Regent (OSR) gained  approval of  UP Chancellor to shelter  refugees until Dec. 21.

In-kind and monetary donations are being sought for refugees, including halal food, hygiene kits, infant diapers, baby formula, blankets, towels, clothes, appliances and cooking utensils.

Donations may be coursed through  OSR or  Philippines-Palestine Friendship Association.

House questions SMNI’s China TV ties

“This is very dangerous if  franchise holder has  cooperation or collaboration with  Chinese government state-owned China media network, which we all know that  information China has been releasing especially on WPS are pure lies,” Navotas City Rep. Toby Tiangco said  House panel questioned  partnership of broadcasting company Sonshine Media Network International (SMNI) with state-run Chinese Global TV Network (CGTN), citing  dispute over West Philippine Sea (WPS).

Tiangco raised this during  continuation of  hearing of  House committee on legislative franchises on alleged involvement of SMNI in spreading disinformation.

 “What is  effect of this… on those given  franchise by Congress?” Tiangco noted.

SMNI legal counsel Mark Tolentino clarified agreement is only for  SMNI Foundation and Chinese embassy “with respect to  basketball court in Davao City and Leyte.”

Tolentino added  with regard to  partnership between SMNI and CGTN, “there is no written agreement yet” as it is still in  process of negotiation.

Christina San Pedro, of SMNI Operation, said  agreement only covers sharing of video footage between  two networks. San Pedro claimed CGTN could not dictate on SMNI about news content  latter would air.

House committee on legislative franchises has adopted  House Resolution 1499, urging  National Telecommunications Commission (NTC) to suspend  operation of SMNI for “gross violation” of its legislative franchise.

In hearing on  probe related to SMNI’s alleged franchise violations, Pwersa ng Bayaning Atleta (PBA) Rep. Margarita Nograles, author of  resolution, urged Securities and Exchange Commission to terminate SMNI’s SEC registration “due to fraud, which is  violation of  Revised Corporation Code.”

Voting anonymously with  abstention by Kabataan party-list Rep. Raoul Manuel, HR 1499 was adopted for plenary approval.

During  hearing, Nograles said SMNI committed gross violations of its franchise including irresponsible and reckless practice of broadcasting fake and baseless stories, and unlawful corporate practices.

Other  violations of SMNI,  resolution said, are its deliberate dissemination of false information; transferring its controlling interest without prior approval of Congress and for not reporting to Congress within 60 days after transfer; and failure to comply with  mandated 30 percent dispersal of ownership to  public, among others.

Families  of SMNI anchors Lorraine Badoy and Jeffrey Celiz are asking Supreme Court (SC) to order their release from detention after being cited in contempt by House of Representatives.

Walter Pertosa, Badoy’s husband, and Rogilda Canilao Celiz,  wife of Celiz, represented by former presidential spokesperson Harry Roque, filed  petition for certiorari and issuance of  writ of habeas corpus before  SC on Dec. 11.

Among  respondents are  House committee on legislative franchises and House Sergeant-of-Arms Napoleon Taas.

In their 34-page petition, they argued House committee on legislative franchise committed grave abuse of discretion in exercising their contempt powers, adding that detention of Badoy and Celiz “constitutes  unlawful punishment for exercise of their right to freedom of expression and of press.”

“Respondent Committee used its contempt powers in  extraordinary and improper manner to punish  petitioners for exercising their right to freedom of speech,” petition read.

Contempt  charges stemmed from Badoy’s and Celiz’s alleged disrespectful conduct and refusal to answer questions during Dec. 5 inquiry by  House panel.

Panel chair and Parañaque Rep. Gus Tambunting said Celiz had identified to him  source of the story when the congressman visited Celiz in his detention facility at  House of Representatives.

“I asked if he was willing to divulge  person to me, because they did not want to say it in  executive session, and name was given…there’s  source,” Tambunting said.

He said Celiz’s source is  man, and contrary to earlier reports,  source is not from  Senate.

Lookout  bulletin to prevent Quiboloy ‘escape’urged

“I urge  Department of Justice to issue  immigration lookout bulletin order,  they can do motu proprio, to prevent Quiboloy from leaving the country,” Sen. Risa Hontiveros said in  press conference  called on Department of Justice (DOJ) to issue  immigration lookout bulletin for controversial preacher Apollo Quiboloy amid  pending Senate probe into child abuse allegations against him and his religious group.

After filing  Senate resolution calling to investigate Quiboloy and  Kingdom of Jesus Christ, Sen. Risa Hontiveros said  justice department must prevent him from leaving  country and “escaping accountability.”

Hontiveros  added  Quiboloy’s alleged crimes are “global in breadth” because of his wanted status in  United States.

DOJ and  National Bureau of Investigation (NBI) should also “work with their counterparts in  US … to make sure Quiboloy does not escape  hand of justice if  allegations against him are true,” Hontiveros said.

Without elaborating, Hontiveros stressed  there are already pending charges of rape, child abuse and trafficking lodged against Quiboloy with  DOJ  currently for appeal. These were filed December 2019,  senator said.

Hontiveros said  findings from  possible Senate investigation into Quiboloy could determine whether  accusations of “victim-survivors’” can be used as evidence for  formal complaint against him.

“If it is proven from our hearing and from  findings and recommendations of committee report that he really committed  offenses against  victim-survivors off  top of my head…  if he can testify during our hearing, that will serve as part of  foundation to prosecute him,”  senator said.

Hontiveros added  Senate committee cannot force witnesses to attend hearing but senators retain  power to compel resource speakers like Quiboloy to show up.

While  senator is keeping  eye on Quiboloy’s pending case abroad, she said domestic investigation remains  priority for now.

“Let’s take care of  one here in our backyard first…and because overall, if  process of truth and justice is progressing here in the Philippines, it will probably also help  process in other countries,” Hontiveros added. 

Quiboloy, who was indicted by  California court in 2021 for allegedly conspiring to engage in sex trafficking, has  active arrest warrant in  US issued Nov. 10, 2021, according to  US Federal Bureau of Investigation’s website.

US Department of Treasury in 2022 blocked Quiboloy’s assets over what it described as “serious human rights abuses” committed by the preacher.

“For more than  decade, Apollo Carreon Quiboloy engaged in serious human rights abuse, including  pattern of systemic and pervasive rape of girls as young as 11 years old, as well as other physical abuse,”  US Treasury said.

China water cannon on Ph humanitarian ships

“China Coast Guard ,CCG  ships utilized water cannons to obstruct and prevent BFAR, Bureau of Fisheries and Aquatic Resources vessels from approaching Filipino fishing vessels eagerly awaiting oil subsidy and grocery packs,” National Task Force-West Philippine Sea (NTF-WPS).said Chinese vessels have once again harassed Filipino boats and ships on  humanitarian mission at Bajo de Masinloc, also known as Panatag or Scarborough Shoal, in West Philippine Sea.

Task force referred to three BFAR vessels – Datu Sanday, Datu Bankaw and Datu Tamblot  on  “regular humanitarian and support mission of providing oil subsidy and grocery packs to over 30 Filipino fishing vessels near Bajo de Masinloc in West Philippine Sea”.

BFAR ships approached “1.4 to 1.9 nautical miles” from Bajo de Masinloc when CCG fired their water cannons,  used “at least eight times,” according to  NTF-WPS.

Impact  of  water cannons used by  CCG caused “significant damage” to Datu Tamblot’s communication and navigation equipment after it was “directly and deliberately targeted.”

Aside from CCG vessels, NTF-WPS said those from  Chinese maritime militia “engaged in dangerous maneuvers and deployed what is understood to be  long-range acoustic device against  BFAR vessels, causing severe temporary discomfort and incapacitation to some Filipino crew.”

Chinese maritime authorities also sent rigid hull inflatable boats “to disperse and drive away Filipino fishing vessels eagerly awaiting distribution of fuel subsidy and food supplies from  BFAR ships,”  task force added.

Filipino fishermen present at Bajo de Masinloc also filmed “small boat” from CCG “illegally installed floating barrier at southeast entrance.”

In videos posted on X by Philippine Coast Guard Commodore Jay Tarriela, two CCG patrol vessels fired water cannons directly at the boat believed to be Datu Tamblot. Water  cannon was dismounted later on, but it continued spewing water.

NTF-WPS asserted Bajo de Masinloc is “high-tide feature with territorial sea per 2016 arbitral award” and “forms integral part of Philippine national territory under Constitution.”

According to 2016 ruling, Philippines also declared “Filipinos have traditional fishing rights in  waters of Bajo de Masinloc protected by international law.”

“China’s illegal exercise of maritime law enforcement powers, interference with Philippine vessels, harassment and intimidation of Filipino fisherfolk or any other activity  infringes upon Philippines’ sovereignty and jurisdiction in Bajo de Masinloc are violations of international law, particularly UNCLOS ,United Nations Convention on the Law of the Sea and Arbitral Award,” NTF-WPS maintained.

Panatag Shoal is located within Philippines’ 200-nautical mile exclusive economic zone (EEZ). Beijing seized it in 2012 and forced fishermen from Philippines to travel further for smaller catches.

China claims almost entire South China Sea, conduit for more than $3 trillion of annual ship-borne commerce, including parts claimed by  Philippines, Vietnam, Indonesia, Malaysia and Brunei. Permanent Court of Arbitration in 2016 said China’s claims have no legal basis.

Task force warned CCG and Chinese maritime militia vessels to “leave Bajo de Masinloc immediately” and at the same time “demanded  Chinese government take immediate action to halt these aggressive activities and uphold principles of international law, and desist from actions would infringe on Philippine sovereignty and endanger lives and livelihood of Filipino fishermen who have traditionally fished in the area.”

China  earlier  took “control measures” against three Philippine fishing vessels in South China Sea that had intruded into waters near Panatag Shoal, state media reported.

Posting on X (formerly Twitter), United States Ambassador MaryKay Carlson, “ condemn PRC ,People’s Republic of China’s aggressive, illegal actions against BFAR vessels lawfully operating in  Philippines’ exclusive economic zone.”

She added  China’s aggressive action in Philippine waters “violates international law and endangers lives and livelihoods.”

“We stand with our Philippine friends, partner, allies, in support of  free and open Indo-Pacific,” Carlson added.

For his part, Japanese Ambassador Koshikawa Kazuhiko expressed “serious concern about dangerous actions by CCG vessels against Philippine vessels, endanger lives and livelihoods and pose  threat to peace and stability in South China Sea.”

“We reiterate importance of upholding international law, particularly UNCLOS, and 2016 Arbitral Award,” Kazuhiko posted on X, referring not only to  international law of the sea, but  Permanent Court of Arbitration ruling that affirmed Philippines’ sovereign waters and invalidated China’s nine-dash line.

European Union Ambassador Luc Véron also reiterated  EU’s support to  Philippines, adding  UNCLOS laid down “dispute settlement mechanisms  contribute to maintaining and advancing  rule of law.”

“ 2016 UNCLOS Tribunal Award is legally binding and useful for peacefully resolving disputes. …water cannons aren’t,” Véron posted on X.

In separate statement, Sen. Francis Tolentino  “strongly condemns China’s use of water cannons against civilian research vessels near Bajo de Masinloc within Philippines’ EEZ, undermining peace and stability in the region.”

Tolentino appealed for China to stop its harassment of Filipino vessels in spirit of Christmas, especially with  civilian convoy on its way to general vicinity of Ayungin Shoal to bring Christmas food packs.

“As a flotilla of civilian Filipino vessels prepare to deliver Christmas gifts within Philippine EEZ, we hope  international community will remain united against harassment, and  festive spirit of generosity and goodwill will not be overshadowed by forces of intimidation,” he said.

“Chinese Coast Guard should not spoil our Christmas with unwarranted aggression,” Tolentino added.

Aboard M/V Kapitan  Felix Oca hours after arriving from Manila, this ship left San Fernando Port in El Nido, Palawan after midnight last night to lead convoy of some 30 fishing vessels in what could be  most challenging part of their voyage to Ayungin Shoal and two remote island communities in  West Philippine Sea to deliver Christmas goodies under shadow of Chinese coast guard and militia.

Fishing  boats, adorned with Christmas lights, trailed Felix Oca as they navigated in darkness through treacherous waters of  West Philippine Sea  escorted by three Philippine Coast Guard ships toward Ayungin Shoal, their first destination.

Fishing  boats would break from group at first light, based on plans, with Felix Oca, supply boat M/L Chowee and  PCG vessel left to complete  journey.

Christmas convoy, organized by  Atin Ito Coalition, is expected to reach Ayungin Shoal at 8 a.m..

Organizers of convoy had been prevailed upon not to visit military outpost on BRP Sierra Madre in vicinity. Instead, it would just sail around shoal.

Atin Ito Coalition had originally intended to bring food and other Christmas gifts to soldiers stationed on  old warship but abandoned  plan on advice from  National Security Council and Armed Forces of the Philippines.

From Ayungin, convoy would proceed to Lawak Island where volunteers would unload donations for residents and later to Patag Island. Journey  back to San Fernando Port is scheduled to begin at 4 p.m.  convoy  is expected to reach El Nido Tuesday.

Harassment from Chinese coast guard and militia vessels loomed large in  Ayungin Shoal leg of voyage. In October, Chinese attempted at least three times to stop Philippines vessels from delivering supplies to Sierra Madre, firing water cannon and making dangerous maneuvers.

International  community condemned Chinese provocations.

Atin Ito Coalition said its Christmas convoy aims to bring cheer to soldiers and residents of some islands in  West Philippine Sea while also upholding Philippine sovereignty and rights inside  country’s 200-nautical mile exclusive economic zone.

Sen. Francis Tolentino, meanwhile, has asked for prayers for  safety and success of caravan.

Tolentino talked to Atin Ito co-convenor Edicio dela Torre and PCG spokesman Rear Admiral Armand Balilo about  preparations to secure  convoy.

 “Let us include in our prayers the safety of our kababayan for their trip,” Tolentino said .

“We need to pray for good weather, and for our frontliners who are there,” added Dela Torre.

“I hope China does not spoil our Christmas,” Tolentino said.

NTF-WPS demanded China remove its vessels from Bajo de Masinloc (Panatag Shoal) where they had interrupted  humanitarian mission of BFAR for Filipino fishermen.

“We firmly insist these Chinese vessels leave Bajo de Masinloc immediately,”  NTF-WPS said, as it condemned attempts by Chinese coast guard and militia to stop  using water cannons  BFAR from distributing grocery packs and oil subsidy to over 30 fisherfolk near Bajo de Masinloc.

 Water  cannon blast “left significant damage” to communications and navigation equipment of BFAR vessel Datu Tamblot. Two other BFAR vessels involved in incident were Datu Sanday and Datu Bankaw.

Mission continued as of press time despite Chinese harassment.

 “To prevent  distribution of humanitarian support is not only illegal but also inhumane,”  task force said.

Meanwhile, geopolitical analyst is urging  government to continue working with like-minded states in addressing concerns in West Philippine Sea in 2024.

Stratbase ADR Institute president Dindo Manhit made  statement during forum entitled, “Fostering Cooperation in the Indo-Pacific Towards 2024,” organized by Stratbase ADR Institute on Nov. 28.

Manhit  saw like-minded states repeatedly express their support for Philippines’ arbitral victory.

“International community is an advocate of promoting peace and stability in the region… our united front allows us to remain firm against aggressive and coercive acts disrupting our peace, as we close 2023,  Philippines should be in  better position to confront  risks in West Philippine Sea by building on its capabilities and ironing out interoperability with like-minded states…in  same manner, it should continue to involve public and expose  coercive tactics employed by aggressive states,” Manhit said.

He also warned of  emergence of new security challenges in 2024.

“Cybersecurity will be at  center of foreign relations and military strategies in  coming months… gaining more traction as more people experience cyber risks in their daily use of internet…as we confront existing and evolving risks, national interest must remain paramount in our policy implementation, as our Institute continuously advocates, our interconnected and interdependent futures hinge on fostering collaborative efforts and sustainable partnerships among nations while ensuring  our shared goals align with  evolving needs of  Philippine society…let us continue to do so in coming years,” he explained.

Moya Collett, Australian deputy head of mission to the Philippines, said these are consequential times for Indo-Pacific region.

She identified recent significant developments in Philippine-Australia relations, most notably elevation of two countries’ bilateral partnership to strategic partnership during visit of Australian Prime Minister Anthony Albanese to Manila in September this year.

“Key focus is maritime cooperation,” said Collett, adding Australia is also maritime country depends on region governed by accepted rules and norms.

“We want peaceful South China Sea where laws are respected and waterways are open for trade,” she said. “Adherence to  United Nations Convention on the Law of the Sea is vital to the region.”

South Korean Ambassador Lee Sang Hwa also emphasized  importance of  stable maritime architecture for both Philippines and South Korea.

“Cementing rules-based order in this region is key to taking leap forward for both Korea and Philippines… Philippines seeks to become upper middle-income country soon and Korea aspires to be included in G7+ group, securing  stable and thriving maritime architecture has become vital for both countries, our shared destiny is intrinsically linked to our ability to harness potential benefits of seas and to overcome its challenges…. geostrategic center of gravity shift to Indo-Pacific, we firmly believe that free and open Indo-Pacific is  key to thriving, connected and stable regional environment,”  Korean ambassador said.

PCG commandant Adm. Ronnie Gil Gavan said  maritime cooperation among countries is not limited to capacity and equipment, and that  country can only win if it is supported by  strong industrial base.

“Any armed service is function of  economy,” he said.

PCG is open to partnerships with anyone as it pursues its mission to help achieve peace based on rules, Gavan said, adding  they are reaching out to friends and partners to develop local shipbuilding industry.

“We can only win if we are supported by strong industrial base,” Gavan added.

He enumerated  PCG’s three main pursuits: maritime domain awareness and response including law enforcement, coastal state administration and international cooperation and engagement.

‘CCG ship moved to ram Christmas convoy boat’

“Ito ay panalo para sa patuloy na pagtindig sa kung ano ang atin,” Akbayan,  co-convenor of Atin Ito, said in  Facebook post   threat of being rammed by Chinese ships  prompted  lead vessel in  “Christmas convoy” to change course without completing its voyage to remote island communities in  West Philippine Sea to deliver goodies and essential items.

But as  T/S Kapitan Felix Oca turned back to El Nido, at least one vessel in the convoy managed to slip past Chinese coast guard and militia vessels to reach Lawak Island , one of the convoy’s destinations  to unload supplies and Christmas gifts for residents of  tiny island community.

Atin Ito,  coalition dedicated to  cause of fisherfolk frontliners in  West Philippine Sea, said  M/V Chowee arrived on the island at around 5 in the morning.

Volunteers ,  on board  vessel, were successful in their mission despite reported harassment from Chinese ships.

Akbayan  shared photographs showing volunteers dropping donations and supplies with  assistance of frontliners stationed on the island,  China calls Nanshan.

Convoy  cut short its journey  due to “dangerous maneuvers” made by several Chinese vessels targeting one of its ships, Akbayan president Rafaela David said.

She said two Chinese vessels, one from Beijing’s Coast Guard and other  cargo ship, followed Felix Oca  at around 3:40 in the afternoon while it was on its way to Lawak Island from Kayumanggi Bank.

“If it were only up to us and  Philippine Coast Guard, we would like to proceed with  Christmas convoy. ..however, we recognize and respect  expertise and experience of the captain,” David said in  statement.

She said danger faced by  mission became more imminent with recent water cannon attacks by  Chinese against government supply missions to Bajo de Masinloc and Ayungin Shoal.

“As China intensifies its aggression within our territory, we should also scale up our unity,” she asserted.

She declared  first even civilian-led supply mission  success despite China’s harassment.

Only Filipinos have “legitimate right” to operate anywhere in  West Philippine Sea, President Ferdinand Marcos Jr.has asserted, stressing that the country would remain steadfast in  defense of its sovereignty amid China’s continued “dangerous actions against our citizens.”

In  strongly worded statement posted on his social media accounts, FMJ denounced  latest “aggression and provocations” by  Chinese coast guard and maritime militia against Philippine vessels in  West Philippine Sea.

“No one but  Philippines has  legitimate right or legal basis to operate anywhere in  West Philippine Sea… illegal presence in our waters and dangerous actions against our citizens is  outright and blatant violation of international law and  rules-based international order,  aggression and provocations perpetrated by  China Coast Guard and their Chinese Maritime Militia against our vessels and personnel over  have only further steeled our determination to defend and protect our nation’s sovereignty, sovereign rights, and jurisdiction in  West Philippine Sea,” FMJ said.

Armed Forces of the Philippines chief Gen. Romeo Brawner Jr. was on board one of the vessels, wooden hulled Unnaiza Mae 1  bumped by  Chinese coast guard ship, as it made its way to  Sierra Madre.

Another resupply vessel, M/L Kalayaan, sustained engine damage and had to be towed back to port. PCG’s BRP Cabra sustained damage to its mast due to  water cannon blast.

“I have been in constant communication with our national security and defense leadership, and have directed our uniformed services to conduct their missions with  utmost regard for  safety of our personnel, yet proceed with mission-oriented mindset, to our gallant service members, be assured of our utmost gratitude and fullest support…we remain undeterred, let me reiterate what is settled and widely recognized: Ayungin Shoal is within our Exclusive Economic Zone, any foreign claim of sovereignty over it is baseless and absolutely contrary to international law… Bajo de Masinloc is sovereign Philippine territory and integral part of our archipelago, ” Marcos said.

Ayungin Shoal is located about 105 nautical miles from Palawan. China is also claiming  shoal, it calls Ren’ ai Jiao.

Located 124 nautical miles from Zambales, Bajo de Masinloc also known as Panatag Shoal (Scarborough Shoal) is  traditional fishing area for Filipino fishermen.

Department of Foreign Affairs (DFA) summoned Chinese Ambassador Huang Xilian and filed  diplomatic protest over incidents.

DFA said this was  fourth time this year water cannons had been used against Philippine vessels.

“More alarmingly, this is  third incident where dangerous maneuvers by Chinese vessels have resulted in  collision since  22 October 2023 RORE ,regular rotation and resupply mission,” DFA said in  statement.

National Task Force for  West Philippine Sea (NTF-WPS) spokesman Jonathan Malaya said they are preparing to present to President Marcos  new national strategy to address China’s escalating maritime aggression.

“We have to make some adjustments given recent developments and we hope to be able to present this to the President very soon, “So, if the question is, will there be adjustments in our movements, yes, as soon as the President approves the National Strategy because the President himself is concerned,” Malaya said  at  briefing at Malacañang.

Brawner said China was escalating its aggression in  contested waters but said it would not deter Filipino forces from defending  Philippines’ territorial interests in  busy waterway.

He said  swarm of Chinese ships was much bigger than in previous months.

“It’s pure aggression, I witnessed how many times  big Chinese coast guard and militia ships cut our path…they water-cannoned us, then bumped us…it’s angering, this really needs  diplomatic solution at higher level,” he said, but added that Philippine “armed forces will continue our mission because it is lawful and it’s our obligation to bring supplies to our troops in  frontlines, and it’s our obligation to protect our fishermen,” Brawner said of China’s high-seas maneuvers.

Although now crumbling with rust and holes,  slightly listing Sierra Madre remains  actively commissioned Philippine Navy ship, meaning any assault on it would be considered  act of war. It has become  fragile symbol of  territorial claims of  Philippines in  strategic waterway,  China claims virtually in its entirety. Brawner shared with troops on Sierra Madre  traditional rice lunch eaten by hand.

PCG spokesman Commodore Jay Tarriela called  Chinese coast guard’s actions “barbaric” at  news conference and said  PCG would not use its water cannons against China’s ships.

He rejected Beijing’s claim that  Philippines’ operations in  Ayungin Shoal and Bajo de Masinloc were meant to escalate tension in  West Philippine Sea.

“These operations were not intended to provoke any conflict but rather were routine in nature, with  humanitarian component aimed at supporting  livelihood of our fishermen and  well-being of our soldiers, to clarify,  recent incidents in Bajo de Masinloc and Ayungin Shoal should not be seen as  escalation of tension caused by our provocation It is evident that they carry out these illegal actions because they believe they can, taking advantage of  perceived vulnerability of countries like  Philippines to assert their dominance, said PCG official on X referring to China’s provocative actions.

Defending its actions, Chinese coast guard said it had “implemented controls in accordance with laws and regulations.” Statement gave no details about  measures taken but said Philippines’ action “seriously infringed on China’s sovereignty.

It also said  Philippine vessel ignored warnings and, in violation of international navigation regulations, made  sharp turn in  “unprofessional and dangerous manner” and intentionally collided with Chinese coast guard ship, causing “scratching.”

“Responsibility lies entirely with  Philippine side,”  China Coast Guard said.

US State Department said  actions by China’s ship “were dangerous and unlawful” and undermined regional stability. It renewed vow  it would defend Philippine forces if they face armed attack.

China has rejected all international condemnation and attempts at legal intervention, including  2016 ruling by UN-backed arbitration tribunal  invalidated China’s claims, leaving them without any legal basis. China says it has  legal right to “defend its sovereignty” in keeping with its expansive claim to  South China Sea.

“China’s actions on December 9,  dousing of Philippine vessels using water cannons are serious actions aimed at preventing Philippine authorities from undertaking legitimate activities around  area, these actions violate Philippines’ sovereignty and jurisdiction and are  threat to peace, good order, and security,”  DFA said.

DFA reiterated  resupply mission to the Sierra Madre on Ayungin Shoal on Sunday is a “legitimate exercise of the Philippines given that the feature is part of our exclusive economic zone and continental shelf.”

“The Philippines has sovereign rights and jurisdiction over it, DFA will not tire of conveying these positions on Bajo de Masinloc and on Ayungin Shoal to  Chinese side, inspired by our steadfast uniformed personnel on BRP Sierra Madre and  services  are committed to their support and sustenance,” DFA said.

DFA also  was “regrettable” that  Ayungin Shoal harassment by Chinese happened on  41st anniversary of UNCLOS or United Nations Convention on the Law of the Sea.

“We will continue to call on China to be  responsible member of  international community and abide by its commitments, desist from undertaking actions  violate Philippine sovereignty, sovereign rights, and jurisdiction in  West Philippine Sea, and undermine  mutual trust and confidence that should underpin bilateral relations,”  DFA said.

Senate President Juan Miguel Zubiri said  Chinese ambassador should be sent away, while Sen. Ronald dela Rosa said PCG vessels should have their own powerful water cannons so they can fight back when attacked again by  Chinese with water cannons.

US has called out China for interfering in lawful Philippine maritime operations and urged it to stop its “dangerous and destabilizing conduct” in  South China Sea.

“Obstructing supply lines to this longstanding outpost and interfering with lawful Philippines maritime operations undermines regional stability,” State Department spokesperson Matthew Miller said in  statement.

“By impeding  safe operations of Philippine vessels carrying provisions to Filipino service members stationed at Second Thomas Shoal, PRC interfered in lawful Philippine maritime operations and in Philippine vessels’ exercise of high seas freedom of navigation,” Miller said. 

Atin Ito group said it was “erring on side of caution” in consultation with  Philippine Coast Guard and had decided to return to El Nido in Palawan “after  constant shadowing of four Chinese vessels.”

Chinese vessels included two Navy ships, one coast guard and one cargo ship, the group said in  statement. 

Fishermen in 40 wooden outrigger boats who had joined the convoy would also return to shore, said Emman Hizon of Atin Ito.

“Even going back to El Nido, they are still being shadowed by two Chinese Navy and one Chinese Coast Guard.”

Philippine Coast Guard escorted  convoy as it travelled through  hotly contested Spratly Islands in South China Sea, which China claims almost entirely.

Philippines has outposts on nine reefs and islands in Spratlys. It was not immediately clear how far  convoy got before turning back.

Atin Ito Coalition said previously convoy aimed to highlight  living and working conditions of Filipino fishermen and personnel, and to defend  country’s maritime territorial rights.

Rafaela David, a member of the Atin Ito Coalition that organized the convoy, said earlier the Chinese actions had endangered “the safety of our civilian supply mission.”

“It also runs counter to  principles of human rights that  international community upholds, and our rightful claims to  West Philippine Sea,” said David, who is also president of  left-wing political party Akbayan.

People  in  convoy included fisherfolk, students and youth leaders.
