P20/kilo rice, not yet possible

โP20 per kilo was an aspirationโฆ problem is we are now atย ย 15-year high in world market pricesโฆ previously at $230 per ton in Vietnam, today itโs $700 per tonโฆtoday, it is not possible,โ Agriculture Secretary Francisco Tiu Laurel Jr. said, citing challengesย ย include climate change, El Niรฑo and geopolitical tensions overseas.
Achieving โaspirationโ for rice at P20 per kilo is not possible at this time, but government will work on bringing down prices to affordable levels for consumers, newly installed. Laurel said.
At briefing, Laurel said lowering retail price of rice to level promised by President Ferdinand Marcos Jr. during election campaign is challenging, given uncertainties in world market.
โProblem around the world is so complicatedโฆ climate change, El Niรฑo is now here and it will continue until middle of next yearโฆanything can happenโฆwe donโt know when there will be another war in other places, and we donโt know if ship will get stuck in Suez Canal,โ Laurel said.
Department chief did not discount fact that lowering prices is still possible with modernization of agriculture. โIt is possible to lower priceโฆbut we need to have our silos, we have to have buffer stockโฆand we have to change some laws, I believe,โ Laurel said.
At congressional budget hearing last August, DA officials admitted P20-per-kilo rice promise is not achievable in next two years. They cited inadequate irrigation projects, conversion of rice lands into subdivisions and not enough market roads and equipment as challenges to meet aspirational target.
Laurel has also refuted criticisms his appointment will benefit his businesses and was a โpaybackโ for his significant contribution to FMJ campaign.
โDefinitely thereโs no payback… as I said, this is sacrificeโฆ for the country,โ newly appointed agriculture chief said at press briefing.
Moreover, Laurel said his appointment would not cause any conflict of interest as he has divested from Frabelle Fishing Corp.
โBasically, Iโve already divested… I have no more interests in all companies I used to ownโฆ DA is full-time job. I have no time to do anything else,โ he said.
Protests greeted first day in office of Laurel after members of fishersโ group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) picketed outside Department of Agriculture main office in Quezon City.
โThis protest is our way to formally welcome new DA secretaryโฆwe want to show our sentiments where we believe that we cannot expect from Secretary Francisco Laurel if our basis is his background as big businessman involved in fishery sector,โ Pamalakaya vice chair Ronnel Arambulo said.
โThis has conflict of interest because of his businessโฆ will just use his position at Department of Agriculture to advance interest of his business,โ Arambulo said.
According to Arambulo, fishers and farmers will not benefit from appointment of Laurel.
Pamalakaya is willing to meet with Laurel in case he initiates consultation with stakeholders.
Group also emphasized need to remain โextra vigilantโ with appointment of Laurel due to his โextensive experience in fishing industry and commercial ventures.โ
โThere will always be catch when business tycoon is appointed in government position,โ Arambulo said.
He added small fisherfolk across country are well-acquainted with Laurelโs company, Frabelle, which was โpreviously associated with destructive trawling methods, depleting fish stocks and damaging coral reefs within municipal waters.โ
โWe will definitely keep an eye on Agriculture Secretary Tiu-Laurel Jr., and will not allow him to use his crucial post to advance business agenda, instead of needed public service,โ Arambulo said.
For their part, an autonomous region in south gave newly appointed agriculture secretary vote of confidence, certain he will complement efforts to empower agriculture and fishery sectors in Bangsamoro provinces.
Two members of 80-seat Bangsamoro regional parliament, lawyer Hadji Nabil Tan and physician-ophthalmologist Kadil Sinolinding Jr., said they are certain Laurel will be efficient conduit of Malacaรฑang to fishery and agriculture sectors in Bangsamoro Autonomous Region in Muslim Mindanao.
Basilan Gov. Jim Salliman and his counterpart in Lanao del Sur, Mamintal Adiong Jr., also welcomed appointment of Laurel.
Cotabato Gov. Emmylou Mendoza is happy with appointment of Laurel as full-fledged agriculture secretary.

4 angles in broadcasterโs slay

โAlthoughย ย CCTV footage has captured their images, their identities have not yet been positively confirmed,โ Misamis Occidental Provincial Police Office spokesperson Lt. Alma Pescador, clarified investigators are exploring multiple angles to determineย ย motive behind Misamis Occidental radioman Juan โJohnny Walkerโ Jumalon attack.
Philippine National Police (PNP) is looking into at least four angles in killing Jumalonwith motives other than those work-related โ including land dispute and recent elections being looked into.
PNP released new closed-circuit television footage and computerized sketch of one of suspects in broadcasterโs slay right in his radio booth.
Pescador said two suspects have been identified.
Pescador emphasized details cannot presently be disclosed to avoid preempting investigation.
When questioned about whether attack might be job-related, police officer who interrupted interview with Pescador on-air replied information is not yet being revealed to protect investigationโs integrity.
Cop added that two witnesses working student and spinner , were present during attack.
Presidential Task Force on Media Safety (PTFOMS) executive director Paul Gutierrez said Jumalonโs media colleagues believed it unlikely that crime was related to his work as broadcaster.
โMedia colleagues I mentioned are members of Mindanao Independent Press Councilโฆ ones who described style of Jumalonโฆ while we do not discount possibility that it was work-related, they were ones who said angle was farfetchedโฆ so our initial probe fear it was work-related may not be conclusionโฆ we are giving our investigators all freedom to further dig into this issue so we will know all angles,โ Gutierrez said .
He added authorities are also looking into possibility that crime may be motivated by personal reasons or related to recently concluded barangay and Sangguniang Kabataan elections.
โAnother angle being considered is an issue involving property in that areaโฆ discussion between victim and his rival seemed to have reached court,โ Gutierrez said.
According to two witnesses, suspects gained access to Jumalonโs residence, also serves as base for 94.7 Calamba Gold FM that Jumalon owns and operates, on pretense of making on-air announcement for lost wallet and some keys.
After gate was opened, suspects forcibly entered and held one of them at gunpoint. Other entered station and shot 57-year-old Jumalon.
According to Calamba police report to Brig. Gen. Ricardo Layug Jr., regional director of Police Regional Office 10 based in Cagayan de Oro City, Jumalon died instantly from two gunshots to the face.

PNP chief Gen. Benjamin Acorda Jr. said SITG is under supervision of PNP Regional Directorโs officeโฆโWe have cartographic sketch and we were able to review all CCTVs in the area and we got escape vehicles used,โ Acorda told reporters at Camp Bagong Diwa.He emphasized timeline for investigation would depend on uncovering truth rather than on meeting deadlines.
โWe expedite things but creating timeline is difficult because we might be forcing policemen to create any drawing or scenario. What we want is truth only,โ he explained.
Acorda also ordered Criminal Investigation and Detection Group to do its own probe.
National Bureau of Investigation (NBI), according to Department of Justice spokesman Mico Clavano, is also doing separate probe into shooting.
โ NBI is on case alreadyโฆ bureau received information on the case very early and are proactively working on leads to find murderer,โ Clavano said in message to reporters, adding agency is coordinating with PTFOMS for information sharing.
Also doing its own probe is Commission on Human Rights, with its CHR Region 10 office launching quick response operation to look into attack.

Guadiz has been reinstated barely month after he was suspended by President Ferdinand Marcos Jr. due to corruption allegations that were later withdrawn.
Transport Secretary Jaime Bautista signed special order reinstating Guadiz on Nov. 3.
Special order also repealed appointment of Mercy Paras Leynes as officer-in-charge of LTFRB.
โThere stands no reason to place Chairman Guadiz under preventive suspension unless supervening event maintaining same accusations against him are put forth before OP ,Office of the President,โ Office of the Executive Secretary said in statement.This development comes as Jeff Tumbado, former head executive assistant of Guadiz, signed affidavit of recantation just two days after claiming that his former boss was involved in multi-million-peso anomalies involving franchises and different transactions within LTFRB.
Tumbado had also alleged corruption could have reached Department of Transportation and Malacaรฑang.
Tumbado claimed on Oct. 9t he acted as conduit and that some government officials were being paid P5 million in exchange for approval of franchises or securing routes and special permits.
In an affidavit signed on Oct. 11, Tumbado said his claims were โborne out of impulse, irrational thinking, misjudgment and poor decision making.โ
Norwegian cruise ship send-off rites in Puerto Princesa

โBon Voyage MV Norwegian Jewel! Thank you for visiting Puerto Princesa! See you again!โ Puerto Princesa City governmentย ย tourism office posted passengers of Norwegian cruise ship MV Norwegian Jewel experienced Filipino hospitality during their stop in Puerto Princesa, Palawan.

Puerto Princesa City welcomed estimated 3,000 passengers and crew with dance and music performance as they disembarked from cruise ship.

Tourists and crew members were welcomed by Puerto Princesa Mayor Lucilo Bayron, Department of Tourism (Mindoro Occidental, Mindoro Oriental, Marinduque, Romblon and Palawan) MIMAROPA headed by Regional Director Roberto Allabado III and Philippine Ports Authority Port Manager Elizalde Ulson.
Traditional performances were led by Banwa Dance and Arts, Puerto Princesa City Choir, City Band and Tribu Tandikan.
Norwegian Cruise Line MV Norwegian Jewel arrived in Puerto Princesa day after visiting Boracay island. It is first fleet of cruise company to visit Asia after more than three years.
It is second cruise ship to arrive in November, with MS Silver Whisper also arriving days prior. It brought in 382 tourists and crew of around 300, also welcomed by Puerto Princesa City government.
Earlier, it was reported MV Norwegian Jewel was supposed to arrive in Puerto Princesa in December. Four more cruise ships are expected to dock in Puerto Princesa.
Apart from welcome ceremony, city government also held send-off event for passengers of MV Norwegian Jewel with streamers indicating โBon Voyageโ and showcase of other cultural performances.
Arrival of cruise ships in Philippine tourist destinations is welcome development, according to Department of Tourism.

โWeโre trying to build up our capacityย ย our capabilities in terms of our coast guardโฆof courseย ย search and rescue is alwaysย ย primary consideration,โย President Ferdinand Marcos Jr.ย told Indian Ambassador Shambhu Kumaran, Philippines is in talks with India forย ย supply of seven helicopters that will be used for rescue and humanitarian efforts of Philippine Coast Guard (PCG).
According to Presidential Communications Office, FMJ discussed Indiaโs offer with Kumaran during their meeting at Malacaรฑang.
FMJ said new helicopters would be big help to Philippine governmentโs efforts to build up countryโs capabilities in terms of rescue and humanitarian efforts.
โAs you heard news, there is continuing problem really that we have to deal with and we have to increase our capabilities,โ FMJ added.
For his part, Kumaran said there are ongoing talks between Indian government, PCG and its mother agency, Department of Transportation (DOTr), for supply of seven helicopters for agencyโs maritime search and rescue operations and humanitarian services.
โDiscussion is going on very wellโฆ Coast Guard is very interested theyโve flown helicopter โฆ I would request your consideration because that would be very positive program,โ Kumaran told FMJ.
Helicopters would be provided to PCG are built for Indiaโs Navy and Coast Guard that can be used for more active security operations can carry more people and load, according to Kumaran.
โSo, these seven helicopters are really optimal solution, given changing requirements for Philippine Coast Guard to play more active role and its security,โ Kumaran said.
