Key witness vs Quiboloy to be kept under WPP

“There really is need to enroll her because she is the key witness in this case… and she said it herself that life threats are being made against her,” the Department of Justice (DOJ) Undersecretary Nicholas Felix Ty said at press conference key witness in child abuse case against preacher Apollo Quiboloy will be placed under Witness Protection Program (WPP) due to perceived threats to her life.
Ty said DOJ is processing enrollment of the key witness in WPP.
“It should be just right to place her under WPP,” he added.
Davao City court earlier issued arrest warrant against Quiboloy for child and sexual abuse charges.
Second warrant was recently issued against preacher by Pasig City court for non-bailable offense of qualified human trafficking.
According to Ty, DOJ has asked Supreme Court to transfer venue of cases filed in Davao City to Pasig City court.
Lawyers of Quiboloy camp are set to file motion for reconsideration in relation to arrest warrant ordered by Pasig court for non-bailable offense of qualified human trafficking.
“I might file an Omnibus Motion for Reconsideration from Order denying Motion to Suspend Proceeding with Motion to Withhold Implementation of Warrant of Arrest,” Israelito Torreon, Quiboloy’s legal counsel, told media in text message.
Torreon said they would file motion on Monday.
He added that he would have filed motion on Friday, but deferred it because he had to secure opinions and comments from his co-counsels.
Aside from arrest warrant issued by Pasig court, Quiboloy also has standing warrants for child and sexual abuse charges from Davao court.
Quiboloy also has arrest warrant from Senate for his refusal to attend its committee hearings.
Quiboloy earlier claimed he will surrender only if government agrees to his conditions that will ensure he will not be handed over to Americans.
Quiboloy insists American government is out to kill him.
His friend, former president Rodrigo Duterte, said Quiboloy is just hiding in his mountainside compound in Tamayong, Davao City.
Quiboloy’s lawyer, however, would not confirm this, saying that Duterte was merely joking.
“Based on our conversation with representative from the DepEd Department of Education, it is within authority of mayor and Division of City Schools to determine school time,” Metro Manila Council (MMC). president Francis Zamora said during media briefing at Metropolitan Manila Development Authority (MMDA),April 12.
Local chief executives and local education supervisors have authority to modify school hours due to prevailing extreme heat, according to MMC.

Zamora, also , mayor of San Juan city, said classes will be held from 6 to 11 in the morning. and from 2 in the afternoon to 7 in the evening in his city to prevent students from exposure to extreme heat from 11 in the morning to 2 in the afternoon.
Pamantasan ng Lungsod ng Maynila announced starting April 15, “faculty members are given discretion to shift to online synchronous mode of learning, depending on requirements of subject course.”
San Sebastian College-Recoletos in Manila will hold online classes on April 15, while office work would be suspended.
Meanwhile, Civil Service Commission (CSC) has urged other government agencies based in Metro Manila to follow MMC in adopting flexible work schedules for employees as temporary solution to traffic congestion in metro.

Peter Higgs, atheist physicist who predicted ‘God particle’ 94

KNOWN for his “God particle,” Nobel laureate Peter Higgs gave his name to one of the great scientific discoveries of the last century, earning place alongside Albert Einstein and Max Planck in physics textbooks.
Through ground-breaking theoretical work, Higgs, died in Edinburgh, United Kingdom, aged 94, helped explain how Universe has mass, resolving one of the greatest puzzles in physics.
His 1964 theory of mass-giving particle, became known as Higgs boson or “God particle,” earned him and Belgian physicist Francois Englert 2013 Nobel Prize for Physics.
But when announcement for which he had been waiting for half century came, unassuming physicist was nowhere to be found, having slipped out his back door into pub, according to the 2022 biography “Elusive.”
Higgs later admitted that sudden fame was ” bit of nuisance.”
Announcing his death , University of Edinburgh, he had taught and researched in various capacities since 1950s hailed him “great teacher and mentor” and inspired “generations of young scientists.”
The Higgs boson confers mass on some of fundamental particles that make up matter.
Without it, theorists explain, we and all other connected atoms in the universe would not exist.
Shy and unassuming, Higgs had seen light almost half century before particle’s existence was confirmed by European Organization for Nuclear Research (CERN) in Geneva in July 2012 in the Large Hadron Collider.
He realized in eureka moment as young lecturer in 1946 there could be field of novel particles that confers mass.
“He said: ‘Oh sh*t, I know how to do that!'” former colleague and friend Alan Walker said of breakthrough as recounted to him by Higgs.
Higgs published paper on his theory in 1964, becoming flag bearer of premise to which several scientists had contributed over the years, including Englert, but which, at outset, found few backers.
Particularly sceptical was CERN, which embarked on years-long, multi-billion-dollar quest to find needle-in-a-haystack particle, culminating in its own eureka moment on July 4, 2012.
Higgs was present in Geneva to hear CERN announce that it had found particle “consistent” with elusive boson.
“It’s very nice to be right sometimes. It has certainly been long wait,” he declared.
He and Englert won slew of awards for their work, including prestigious Wolf Prize in 2004.
But Higgs revealed he had turned down knighthood, saying he felt British honors system was “used for political purposes.”
Higgs was born in Newcastle upon Tyne, in northeastern England, on May 29, 1929, to Scottish mother and English father who worked as sound engineer at BBC.
He studied at King’s College in London, gaining PhD in 1954, and went on to lecture at Edinburgh University.
Balding and ruddy-cheeked, he retired in 1996 and continued to live quietly in Scottish capital, where he was emeritus professor of theoretical physics.
Modest man, published only around dozen scientific papers over his career, he cringed every time term “Higgs boson” was used in his presence.
But as life-long atheist, he disliked “God particle” even more.
“He is very mild-mannered and very gentle man, but he actually does get little tenacious if you say something wrong that has to do with physics,” his former colleague and friend Walker once said.
Others credited with contributing to Higgs theory include Americans Gerald Guralnik, Carl Hagen, and Briton Tom Kibble, who jointly did separate paper on mechanism in the same year as Higgs.
Higgs married American linguist Jody Williamson, with whom he had two children. The pair later separated but remained close until her death in 2008 of leukemia.
He campaigned against nuclear weapons, joining call in 2015 for Britain to abandon its Trident nuclear deterrent.

3 Ph HEI make global rankings based on subjects

Based on “QS World University Rankings by Subject 2024” University of the Philippines, De La Salle University (DLSU) and Ateneo de Manila University (ADMU) were among more than thousand higher educational institutions (HEIs) around the globe excelled in key subjects.
Three HEIs in the country made it to global rankings of think tank Quacquarelli Symonds (QS).
According to QS, this year’s edition of its World University Rankings by Subject features 55 individual subjects across five broad subject areas.
Total of 1,559 HEIs have been ranked across these 55 subjects, with 14 HEIs appearing in world rankings for first time, while 64 that made it this year were not included in 2023.
In terms of broad subject areas, ADMU ranked 325th while UP ranked 351st and DLSU 401st to 450th for Arts and Humanities.
UP was the only Philippine university that made it to the world rankings for Engineering and Technology at 501st-550th spot as well as for Life Sciences and Medicine at 401st – 459th.
For Social Sciences and Management, UP ranked 276th while ADMU and DLSU both ranked 401st – 450th.
No university in the Philippines made it in the world rankings for Natural Sciences subjects.
Harvard University topped global rankings in four out of five broad subject areas, specifically Arts and Humanities, Life Sciences and Medicine, Natural Sciences and Social Sciences and Management.
Massachusetts Institute of Technology, meanwhile, topped Engineering and Technology field.
QS said Music is sole new individual subject added to this year’s rankings, while data science and artificial intelligence ranking has been expanded with 51 new institutions included this year.

Ph, US, Jpn hit sea, economic coercion

“We express our serious concerns about People’s Republic of China ,PRC’s dangerous and aggressive behavior in South China Sea,” in joint statement, President Ferdinand Marcos Jr, US President Joseph Biden and Japanese Prime Minister Fumio Kishida chided China for its “militarization” of reclaimed features, unlawful maritime claims, “dangerous” and “coercive” use of coast guard, maritime militia ships and efforts to prevent other countries from exploiting their offshore resources.
Leaders said in seven-page joint vision statement Philippines, Japan and US displayed solidarity against China’s “aggressive,” “dangerous” and “destabilizing” behavior in South China Sea following historic trilateral summit seen as start of deeper cooperation among three Indo-Pacific maritime countries.
They called on China to abide by 2016 arbitral ruling upholding Philippines’ sovereign rights over its exclusive economic zone (EEZ), describing it as final and legally binding.
“We steadfastly oppose dangerous and coercive use of coast guard and maritime militia vessels in South China Sea, as well as efforts to disrupt other countries’ offshore resource exploitation…we reiterate serious concern over PRC’s repeated obstruction of Philippine vessels’ exercise of high seas freedom of navigation and disruption of supply lines to Second Thomas Shoal, constitute dangerous and destabilizing conduct.”
Three leaders reaffirmed their commitment to freedom of navigation and overflight and highlighted importance of respecting sovereign rights of states within their EEZ consistent with international law.
They also announced plans to hold joint drills in Indo-Pacific as part of their efforts to promote maritime security.
“Following first-ever joint exercise between our coast guards in 2023, US looks forward to welcoming Philippine and Japan Coast Guard members onto US Coast Guard vessel during patrol in Indo-Pacific this year,” their joint statement read.
“Within the next year, our coast guards also plan to conduct at-sea trilateral exercise and other maritime activities in Indo-Pacific to improve interoperability and advance maritime security and safety.”
Three countries and Australia held joint drills within Philippines’ EEZ this week. China, whose maritime claim covers practically entire strategic waterway, responded by holding its own maritime exercise.
Marcos, Kishida and Biden also expressed support for Philippine Coast Guard’s capacity-building through Tokyo’s recent provision of 12 coast guard vessels and plan to provide five more ships to Manila.
They also announced establishment of trilateral maritime dialogue to strengthen coordination and collective responses and promote maritime cooperation.
Leaders expressed concern over illegal, unreported and unregulated fishing and backed ability of Filipino and Japanese fisherfolk to pursue their traditional livelihoods.
Trilateral summit also saw US reaffirming its “ironclad” alliance commitments to Philippines and Japan, both embroiled in maritime or territorial dispute with China.
Biden reiterated that any attack on Philippines’ aircraft, vessels or military would trigger Mutual Defense Treaty, 1951 deal allows Manila and Washington to jointly develop their capabilities to respond to external armed aggression.
“I want to be clear,US… defense commitments to Japan and Philippines are ironclad…as I’ve said before, any attack on Philippine aircraft, vessels or armed forces in South China Sea would invoke our mutual defense treaty, when we stand as one, we’re able to forge better future for all…and that’s what this new trilateral is all about in my view…building better future for people crossing Pacific, and quite frankly beyond around the world,” Biden said during summit.
Marcos described Philippines, Japan and US as “friends” and “partners” bound by shared vision and pursuit of peaceful, stable and prosperous Indo-Pacific.
“It is partnership, borne not out of convenience nor of expediency, but as natural progression of deepening relations and robust cooperation amongst our three nations, linked by profound respect for democracy, good governance and rule of law,” he said.
According to Marcos, first ever trilateral summit was culmination of several preparatory engagements between three countries’ officials and conduct of maritime exercises and joint development cooperation. “But this meeting can be just beginning,” he said.
“Facing complex challenges of our time requires concerted efforts on everyone’s part, dedication to common purpose and unwavering commitment to rules-based international order… today’s summit is opportunity to define future we want, and how we intend to achieve it, together.”
Philippines will not be violating international law if it decides to put up structures in Ayungin Shoal, well-within country’s EEZ, Filipino analyst said.
Jeffrey Ordaniel, associate professor of International Security Studies at Tokyo International University, said Marcos administration is right in reinforcing rules-based international order in West Philippine Sea.
“Second Thomas Shoal is located within our 200-nautical mile EEZ, meaning we have exclusive rights to exploit and explore from resources and also exclusive right to build artificial structures,” Ordaniel told Bagong Pilipinas Ngayon public briefing.
“So, if Philippines decides to reinforce that vessel and maybe build structure on top of it, that’s within our rights under international law,” he said, referring to BRP Sierra Madre grounded at Ayungin Shoal since 1999 and serves as Navy outpost.
Without specifically mentioning China and WPS, newly designated Japanese Ambassador Kazuya Endo has assured National Security Adviser Eduardo Año of Japan’s continued partnership with Philippines.
In their recent meeting, Endo will work toward realization of peaceful and stable region.
He said he will do so “not only through Japan-Philippines cooperation but also through trilateral cooperation with US,” referring to Japan-US-Philippines Trilateral Summit Meeting.
Año, in response, warmly welcomed Endo and expressed his desire to share wisdom and closely cooperate with each other in increasingly important field of security.

Although Duterte said leader is just hiding in Tamayong, he also pointed out that it will be difficult to pinpoint his exact location.
“Let me educate all of you. Tamayong is very large and inside it, there are many houses. Just make sure that he is in one of those houses because it should be different search warrant for each house, go around the area, chase him there, by the time you finish you will be very tired and you would have become member of Kingdom of Jesus Christ,” Duterte said.
Duterte, administrator of properties of Quiboloy’s church, is in constant communication with his friend.
He, however, said they do not discuss Quiboloy’s case whenever they talk.
Duterte said his friend has two options. He can go to court to fix his case or stay put in Tamayong if he thinks he cannot get fair deal with this administration.

Pope Francis will visit Indonesia, Papua New Guinea, East Timor and Singapore in September, ambitious trip that could test the 87-year-old’s increasingly fragile health.
Running from September 2 to 13, trip covering around 30,000 kilometers (18,600 miles) in total is the longest for the Argentine since he became head of worldwide Catholic Church in 2013.
Visit has been on cards for months, but pontiff’s health issues had raised questions on whether it would go ahead.
Francis pulled out of key Easter event at last minute at the end of March, and has asked aides to read several of his speeches in recent weeks due bout of bronchitis.
Pontiff, who uses wheelchair, has suffered increasing health problems in recent years, from knee pain to surgery for hernia and on his colon.
He is known for his work ethic he never takes holidays but has been forced to make concessions to his age and health, including cancelling trip to UN climate talks in Dubai last year.
Involving more than 30 hours of flight, eight-hour time difference and series of meetings and masses, September trip will represent major physical challenge.
Francis had been due to visit Papua New Guinea, East Timor and Indonesia in September 2020 but the trip was cancelled because of coronavirus pandemic.
Government in Indonesia, has world’s largest Muslim population, had already announced pope’s visit last month, describing it as “special gift” for the country’s Catholics.
Its foreign ministry said visit was important “for all religious communities”.
“Visit is also expected to strengthen message of tolerance, unity and world peace.”
