145 party-list grp approved for 2025 mid-term polls

“Out of these new applicants, 120 were dismissed while 80 are still set for hearing,” Commission on Elections (COMELEC).Chairman George Erwin Garcia said in a message around 200 party-list groups have applied for registration with  poll body.

Once registered, publication of  “Manifestation of Intent to Participate” by these party-list groups in two national broadsheets is required for them to be able to join next year’s elections.

Garcia said  once published and no petition is filed to block  application, party-list group becomes qualified to join 2025 elections.

Only organized groups duly registered with  Comelec and have filed Manifestation of Intent to Participate may join  party-list elections next year.

 In an order, Garcia said “petitioner needs to submit four copies of Proof of Publication with  Office of the Clerk of Commission located at  Palacio del Gobernador Bldg., Intramuros, Manila within 15 days from receipt of  Order.”

Comelec said if there are those opposed to the group seeking to run in  2025 elections, they may  file  petition before the COMELEC within ten days from the date of publication.

Poll  body said  as of last count, there were 145 applicants that were approved as party-list groups to be joining  elections May next year.

One of the recent party-list groups  expressed intention to participate in  2025 elections is  newly formed “Pilipinas Babangon Muli “or PBBM with headquarters at Hacienda Villas, Taal, Batangas, led by  certain Jose Panganiban Jr. It said that it has 140 chapters nationwide.

TA reveals why she turned down ‘Rambo 2’ with Sylvester Stallone

“I just came from  jungles of Amazon… I wouldn’t mind  jungles of  Philippines but Mexico?” Actress Tetchie Agbayani told talent agent J.J. Harris, turning  role down, Julia Nickson nabbed  part instead.

Tetchie  looked back at her career, shooting and trying out for international films, including “Rambo: First Blood Part II,”  she turned down despite completing  test screening with Sylvester Stallone.

Tetchie recalled moving to Los Angeles after appearing on  German edition of Playboy in 1982, which made her first and only Filipina to date to have done so, and working on  few Filipino movies.

After attempts to study in University of California, Los Angeles and find non-showbiz jobs,  friend suggested  Tetchie  to try acting. This led her to meet talent agent J.J. Harris, who at the time handled Kevin Costner, Kurt Russell and Michael J. Fox.

Harris helped Tetchie get into  films “The Emerald Forest,” “Gymkata” and “The Money Pit,” the latter as  stepmother to Tom Hanks’ character despite having no scenes with him.

After some time, Harris contacted Tetchie about auditioning for “Rambo: First Blood Part II” because it was reportedly going to shoot in the Philippines.

Role  for Vietnamese intelligence agent Co Phuong Bao went down between Tetchie and Singaporean-American actress Julia Nickson, and the two agreed whoever got the part will treat the other to expensive dinner.

Tetchie went to  screen test with Stallone. Harris called Tetchie to inform her she had landed the role; however,  shoot was going to be in Mexico and not Philippines because of logistical issues. “Rambo 2” was released in 1985. Early  1980s were marked by high tension during Ferdinand Marcos Sr.’s final years as president. 

Tetchie also shared her audition with Stallone went well, finding the action star polite but not as tall, “simple lang siya… pangkaraniwan lang, hindi siya ma-ere.”

Many years later when Tetchie was at the airport heading back to the Philippines, she crossed paths with Nickson, whom Agbayani pointed out was married to “Starsky & Hutch” star David Soul for six years.

“Sabi ko sa kanya, ‘look, let’s do this…let’s not have dinner…let’s just keep this nice story between us going… that you’ll forever owe me  dinner,'” Tetchie recalled telling Nickson, happy the latter got  “Rambo” sequel role.

“Wala naman akong ilusyon na I wanna make it big in Hollywood, ang sakin ay everything is an adventure,let’s see what unfolds… more to life than just acting, even up to now,” Tetchie stressed.

Tetchie also pointed out that accepting  “Rambo” sequel might have not allowed her to come back to the Philippines, finish her collegiate studies, or have  family.

“To me, life is  learning experience, life is there to live and make  most of, and certainly not just all about being an actress,” Tetchie ended.

Floating solar project should consult Laguna de Bay fishers first

“Napag-alaman namin sa lokal na pamahalaang hindi lamang mahaharangan ng mga floating solar panel ang daanan ng mga bangka, kundi sasaklawin ng proyekto maging ang mga daungan…walang alternatibong nabanggit para sa mga apektadong mangingisda ng Lawa ng Laguna,” PAMALAKAYA-Bay president Alejandro Alcones said more than 800 fisherfolk expressed their concern over  potential loss of their livelihood due to  construction of  2,000-hectare floating solar project in Laguna de Bay, according to  chapter of fishers’ group, PAMALAKAYA-Bay.

PAMALAKAYA-Bay said small fisherfolk have raised their fears of  solar project blocking their fishing boats and destroying their docks.

“Nakadidismayang hindi na nga kami nakonsulta bago planuhin ang proyektong sasaklaw sa aming pangisdaan, hindi pa isinama sa plano kung paano ang kabuhayan ng daan-daang maliliit na mangingisda sa bayan ng Bay,” he stressed. 

According to PAMALAKAYA-Bay, solar project  already auctioned by  Laguna Lake Development Authority (LLDA), will cover some areas in the province of Laguna, namely Calamba, Cabuyao, and Santa Rosa. It will also cover  towns of Bay and Victoria in Laguna.

PAMALAKAYA also said  project will negatively impact livelihood of at least 8,500 registered fisherfolk and over 2,000 individuals involved in aquaculture in Laguna province.

PAMALAKAYA-Bay stated  it will engage with relevant government agencies, including  LLDA and  Department of Environment and Natural Resources, to present its stance against  “profit-driven and destructive” project.

NSA welcomes G7 hit maritime aggression

“Resolute stance of G7 nations against  dangerous use of coast guard and maritime militia in  South China Sea, particularly  obstruction of high seas freedom of navigation, is  significant affirmation of  principles of international law and  rules-based international order,” National Security Adviser Eduardo Año said in  statement by supporting  Philippines against China’s harassment at sea and flouting of international law,  world’s seven richest and most influential countries comprising  Group of Seven (G7) have made  “significant affirmation” of  importance of rules-based order.

On the last day of its summit in Italy,  G7 voiced its support for  Philippine position on West Philippine Sea issue and reaffirmed its disapproval of China’s sweeping claims as well as its militarization in  South China Sea and East China Sea. It’s in East China Sea where  Shikoku group of islets being contested by Japan and China is located.

G7 is composed of Canada, France, Germany, Italy, Japan,  United Kingdom and  United States.

“We appreciate  G7’s explicit condemnation of  increasing use of dangerous maneuvers and water cannons against Philippine vessels. This acknowledgment underscores  international community’s recognition of  threats faced by our nation and reaffirms  importance of upholding  rule of law in maritime disputes, we stand with  G7 in opposing China’s militarization, coercive actions, and intimidation activities in the region,  G7’s reiteration of  significance of  2016 Arbitral Award is  vital reminder that this ruling is legally binding…it serves as  crucial basis for  peaceful resolution of disputes,” Año said  referring to  ruling issued by Permanent Court of Arbitration based in The Hague.  Ruling,  stemmed from  case filed in 2013 by  Aquino administration, invalidated Beijing’s nine-dash line claim and reaffirmed  Philippines’ maritime entitlements.

“We look forward to continued collaboration with  G7 and  international community in general in upholding maritime law and ensuring  South China Sea remains  zone of peace, freedom, and cooperation,” Año maintained.

He cited  possibility that  government has been infiltrated by people on Beijing’s payroll or by Filipinos willing to betray their country and undermine its sovereignty to repay favors from China.

Investigations conducted by both  Senate and House of Representatives “have made clear that due to  lackadaisical, if not criminal, conduct of many government personnel, it is now impossible for foreigners with malicious intent to acquire documentation allowing them not only entry but residence in the Philippines, perhaps even to pass themselves off as natural-born Filipino citizens and thus qualify for public office,” Roman Catholic Prelate Socrates Villegas said.

The Pangasinan prelate also called on legislators to be resolute in their investigations and forthright in reporting to people  extent of infiltration into  country’s national and local institutions by Chinese agents and lackeys.

He also asked prosecutors and judges to prosecute and punish those who have made  mockery of  legal and administrative processes that allowed foreigners to harm  country’s security and interests.

He also praised  men and women in uniform who patrol  Philippine waters, providing escort to fishermen and defending  country’s territory. He expressed hope they are receiving sufficient support from  government.

“Take courage…defend our seas and our people…be heroes we need now,” he stressed, addressing military and civilian personnel involved in patrolling and defending  country’s territorial waters who bear  brunt of Chinese harassment…I call on every Filipino, particularly those in  Archdiocese off Lingayen-Dagupan to stand proud and tall and not to cower in fear lest our sacred rights are trampled on,” Villegas also said.

Villegas has also voiced opposition to Philippine offshore gaming operator, saying monetary gains from POGOs “are overshadowed completely by  threat they carry with them.”

Recent raids on some POGO establishments had exposed  “evil” offshoots of POGO such as human trafficking, torture and money laundering. He said POGO businesses should not receive legal protection anymore and, instead, be outlawed.

Villegas also said  apart from political, military and security issues, China’s transgression also affects moral and social issues as Filipino fishermen are being deprived of the resources God has made available to everyone. He said Filipinos have  right to defend nature against destructive forces particularly greed and arrogance.

Lingayen-Dagupan Archbishop is also inviting  fanatics to take part in  Rosary Campaign from June 27 until Solemnity of the Assumption on Aug. 15.

To be home any time, 21 Pinoys rescued fr Houthi-hit ship

Expected to arrive this afternoon in Manila twenty-one of 22 Filipino seafarers rescued from  Houthi attack in  Red Sea.

Malacanang said  last of MV Tutor’s Filipino crew is missing and is believed  trapped in  engine room. Search operations are underway.

Houthi rebels attacked  Greek-owned and Liberia-flagged freighter on June 12,  third attack on  ship manned by Filipino seafarers since last year.

Houthis have used drones and missiles to assault ships in  Red Sea, Bab al-Mandab Strait and  Gulf of Aden since November, saying they are acting in solidarity with Palestinians in  Gaza war.

President Ferdinand Marcos Jr.on June 14 ordered concerned government agencies to bring seafarers to safety.

Combined international forces rescued  crew Friday night and  US Navy brought them to Bahrain, according to Department of Migrant Workers.

Philippine Ambassador to Bahrain Anne Jalando-on Louis received  rescued seafarers on June 15,  Presidential Communications Office said, citing  DMW.

They arrived at  Port of Manama, Bahrain at around 5:30 in the afternoon, Migrant Workers Secretary Hans Leo Cacdac has said.

DMW labor attaché Hector Cruz is expected to accompany rescued workers on the flight home.

Overseas Workers Welfare Administration chief Arnell Ignacio has coordinated with  local manning agency to ensure financial aid and other assistance to  rescued seafarers.

Department of Foreign Affairs has condemned  incident and urged UN member states to protect seafarers’ rights.

US-led airstrike campaign targeted  Houthis since January, with  series of strikes last May 30, killing at least 16 people and wounding 42 others.

UN to extend boundary in WPS

“Seabed and  subsoil extending from our archipelago up maximum extent allowed by UNCLOS hold significant potential resources that will benefit our nation and our people for generations to come…today we secure our future by making  manifestation of our exclusive right to explore and exploit natural resources in our ECS entitlement,” Department of Foreign Affairs (DFA) Assistant Secretary for Maritime and Ocean Affairs Marshall Louis Alferez said  Philippines has officially submitted information to  United Nations claiming and declaring  country’s entitlement to  extended continental shelf (ECS) in  West Philippine Sea (WPS).

Through  Philippine Mission to  UN in New York, information was submitted before  UN Commission on Limits of  Continental Shelf (CLCS) to register  country’s entitlement to  ECS in  West Palawan Region.

DFA explained  that under Article 76 of  UN Convention on the Law of the Sea (UNCLOS),  coastal state such ase Philippines is entitled to establish  outer limits of its continental shelf.

This comprises seabed and subsoil of  submarine areas extending beyond 200 nautical miles but not to exceed 350 NM from  baselines from which  breadth of  territorial sea is measured.

National Mapping and Resource Information Agency (NAMRIA) led  Extended Continental Shelf Technical Working Group (ECS-TWG) worked on  submission for over 15 years.

Submission  is  declaration not only of  Philippines’ maritime entitlements under UNCLOS but also of  country’s commitment to  responsible application of its processes, according to Alferez.

He underscored significance of  submission in securing  Philippines’ sovereign rights and maritime jurisdictions in WPS, noting  2016 Award on South China Sea Arbitration confirmed  Philippines’ maritime entitlements and rejected those exceeded geographic and substantive limits under UNCLOS.

He stressed  Philippine submission does not prejudice discussions with relevant coastal states that may have legitimate ECS claims measured from their respective lawful baselines under UNCLOS.

“What is important is  Philippines puts on record maximum extent of our entitlement,” Alferez clarified.

DFA said this is second time  Philippines has made  submission on  ECS entitlement. In April 2009,  Philippines made  partial submission on Philippine Rise, which  CLCS validated in 2012, resulting in  additional 135,506 square kilometers of seabed area for the Philippines.

In that submission,  Philippines stated that it reserved right to make submissions in other areas in the future.

21 Pinoys extracted fr Houthi-hit ship Tutor

“They were boarded onto  security forces ship and taken to safer port,” Department of Migrant Workers (DMW) Secretary Hans Leo Cacdac said at  news forum in Quezon City twenty-one of 22 Filipino seafarers on  ship attacked by Houthi rebels while traversing  Red Sea on Wednesday were rescued on Friday night.

Remaining  seafarer, meanwhile, is believed to be in  vessel’s engine room. Cacdac  was assured by  rescue teams they will not stop until  missing seafarer is located.

Cacdac said combined international forces extracted  Filipinos from  M/V Tutor,  immobilized but stable at sea.

Seafarers  did not sustain injuries and were in good physical condition, Cacdac stressed.

He said  rescue operation started at around 10:30 in the evening and was over in 30 minutes.

Cacdac was mum on details on current whereabouts of seafarers, but said they are all safe. There is no specific timetable, but he said they are hoping to bring all of them back home soon.

President Ferdinand Marcos Jr.had earlier directed  DMW and other concerned agencies to monitor situation of seafarers.

“It just boils down to finding our seafarer who is still onboard,” Cacdac said.

Attack  near  Yemeni port of Hodeidah on Wednesday was  third Houthi rebel attack on  ship manned by Filipino seafarers since last year, with two Filipino sailors dying and 17 still held by militants, government data showed.

Iran-aligned Houthis claimed responsibility for  missile strike on Tutor and another vessel, Verbena, in  Gulf of Aden, over the past days.

Attacks  damaged two other ships in the last week, “marking  significant increase in effectiveness,” British security firm Ambrey said.

Houthis have used drones and missiles to assault ships in Red Sea,  Bab al-Mandab Strait and Gulf of Aden since November, saying they are acting in solidarity with Palestinians in  Gaza war. They have sunk one ship, seized another vessel and killed three seafarers in separate attacks.

“This situation cannot go on,” International Maritime Organization secretary-general Arsenio Dominguez said in  statement.

Houthis’ air and sea campaign has disrupted global shipping, causing delays and costs to cascade through supply chains. At least 65 countries and major energy and shipping companies  including Shell, BP, Maersk and Cosco have been affected, according to  report by  US Defense Intelligence Agency.
