Monsoon to downpour

By J.Lo

“Based on latest data, we did not monitor any low-pressure area or typhoon inside and outside Philippine area of responsibility….at least for this week,  chance of  cyclone is very nil,” Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA)  weather specialist Obet Badrina said  southwest monsoon will bring rains to the country.

Western Visayas and Southern Luzon will continue experiencing rains brought by  monsoon, he noted.

“Because of  southwest monsoon, there is  big possibility of rains, particularly in Palawan, Western Visayas, including Panay Island and Guimaras,” he stressed.

Most areas nationwide will experience hot and humid weather and thunderstorms might occur, particularly in Calabarzon, Bataan, Zambales and Metro Manila.

Southwest  monsoon is expected to intensify later this week, he said.

“There is  big chance of rains in  western section of Visayas and Mindanao, particularly Zamboanga Peninsula,” Badrina noted.

Meanwhile, farmlands and fisheries affected by El Niño will be rehabilitated this month as  Philippines takes advantage of  so-called “neutral phase” or before  state weather bureau declares  start of La Niña.

Presidential Communications Assistant Secretary Joey Villarama, spokeman of  government’s El Niño task force, said  country is now in El Niño southern oscillation neutral phase and based on data of  weather bureau, there is 69 percent chance  climate pattern would shift to La Niña by July, August or September.

Impact   of  shift may be felt by October, November, December and  first half of 2025, he stressed.

“So, even if we are in  neutral phase and PAGASA has not declared  start of La Niña, it is still important for us to recover from El Niño,We are now in  rehabilitation stage… government needs to help our farmers  farm lands were hit by  drought,  affected fisherfolk, so they can recove,” Villarama said in  public briefing aired  over state-run People’s Television.

.

Villarama noted that President Ferdinand Marcos Jr. has been visiting El Niño-hit provinces to provide assistance to  affected sectors…each validated beneficiary is given financial aid worth P10,000 while each province receives at least P10 million.

NAIA 3 visitors warned of warmer temps

By J.Lo

“While mitigating measures will be in place during this 12-hour window, public is hereby advised to expect elevated temperature inside NAIA Terminal 3 during  installation,”  airport management in  Facebook post showed airline passengers and visitors can expect warmer temperatures at  Ninoy Aquino International Airport (NAIA) Terminal 3 as it is set to upgrade its cooling system .

Manila International Airport Authority said  NAIA Terminal 3’s centralized cooling system will be shut down as it will undergo  upgrade from 9 in the evening on July 16 (Tuesday) to 9 in the morming on July 17 (Wednesday).

Only  fans and blowers of  air conditioning units will operate to enable air circulation in various areas as six new cooling towers will be installed during this period.

MIAA said around 27,000 arriving and departing passengers on 117 flights may experience discomfort due to reduced air circulation during  12-hour installation.

It also appealed for understanding from  public as  upgrade takes place.

“MIAA seeks everyone’s understanding as we strive to deliver on our promise of  much-improved travel experience for all,” dtressed  NAIA management.

MIAA also placed its medical team on high alert to respond to any medical emergency during cooling system maintenance.

CHR probes death of cadet  ‘thumbs up’ to group chat

By J.Lo

“Commission has zero tolerance for such actions…such practices not only jeopardize  physical well-being of  student but also violate their dignity and rights,” Commission on Human Rights (CHR) Chairman Richard Palpal-latoc said in  statement CHR has launched  investigation into  death of  maritime academy cadet who was reportedly forced to perform physical exercises as punishment.

Second-year merchant marine cadet Vince Andrew Delos Reyes, 19, died in hospital after  upperclassman, identified only as “Nathaniel,” ordered him to do  strenuous exercises on July 8,  initial investigation by Calamba City police found.  Alleged  punishment was for  thumbs-up Delos Reyes accidentally sent to  group chat of  corps of cadets.

Delos Reyes was reportedly asked to perform 100 repetitions of squat thrusts, followed by 100 repetitions of pumping.  Student  collapsed while carrying out  star jump exercise,. Cadet    was rushed to  hospital but declared dead on arrival.

Calamba-based NYK-TDG Maritime Academy, where Delos Reyes was  cadet, has yet to release  statement about  incident. Officials of  training school reported  incident to  police the following day, July 9.

CHR’s regional office in Region IV has opened  motu proprio investigation, or  probe launched of its own accord, into  incident,  commission said.

Human  rights body  denounces any form of violence against students and described  incident as  “blatant violation of  student’s fundamental right to life and safety.”

“Severe physical punishments have no place in any educational institution,”  CHR chairperson said.

Upperclassman  involved in the incident has been placed under  custody of the Calamba City Police Station and is facing charges of reckless imprudence resulting in homicide.

Commission on Higher Education (CHED) last year acknowledged  its “hands are tied” when it comes to enforcing blanket ban on hazing in all higher education institutions as it does not have  “quasi-judicial powers” needed to impose sanctions on schools with fraternities, CHED Director Frederick Farolan said.

Noting that schools have right to exercise their academic freedom, Farolan said during  March 7 Senate committee hearing  best the commission can do is monitor cases.

Anti-Hazing Act was revised in 2018 to outright ban hazing and impose stiffer penalties on persons involved in carrying out violent initiation rites. The 1995 version of  law was amended after  death of University of Santo Tomas law freshman Horacio Castillo III from  hazing rites of fraternity Aegis Juris.

But despite amended Anti-Hazing Act,  police still recorded “14 or 18” alleged violations of law since 2018, many of which were dismissed, according to Police Brig. Gen. Jose Melencio Nartatez during  hearing.

Castro,  Ocampo guilty of ‘endangering minors’ –court

By J.Lo

“Acts of  accused clearly show that they failed to take necessary precaution to safeguard safety and well-being of  children when they transported  Lumad learners from Sitio Dulyan to Tagum City,”  court in Davao del Norte has found Rep. France Castro (ACT Teachers party-list) and former Rep. Satur Ocampo (Bayan Muna party-list) guilty of endangering minors in 2018, sentencing them to up to six years in prison.

In  26-page decision promulgated on Monday,  Tagum City Regional Trial Court’s Brand 2 convicted Castro, Ocampo and 11 others for violation of Section 10a of Republic Act 7610 or  Special Protection of Children Against Abuse, Exploitation and Discrimination Act.

Castro and Ocampo were sentenced to four to six years and ordered to pay P10,000 as civil indemnity and P10,000 as moral damages to each of 14 minors involved.  Amount  would also grow with  interest rate of 6% per annum until full payment.

Castro and Ocampo’s co-accused are Ma. Eugenia Victoria Nolasco, Jesus Madamo, Meriro Poquita, Maricel Andagkit, Marcial Rendon, Marianie Aga, Jenevive Paraba, Nerhaya Talledo, Ma. Concepcion Ibarra, Nerfa Awing, Wingwing Daunsay

Other  respondents, namely Edgar Ugal, Ryan Magpayo, Eller Ordeniza and Jurie Jaime, were acquitted.

Decision  can still be appealed through  motion for reconsideration in the same court.

Case stemmed from  accused’s participation in  November 2018 mission, they argued, aimed to rescue to Lumad schools and teachers from  food blockade and forcible closure of school by  paramilitary group in Talaingod, Davao del Norte.

In its ruling, however,  court said Castro, Ocampo and their co-accused endangered children by taking them on  “dark and unsecured road” where they walked for hours, risking potential harm from either government troops or communist New People’s Army guerrillas operating in the area.

It also found no valid justification for the group to take  minor students out of  Sitio Dulyan campus. “Upon review of  records, it is worthy to stress tribal leaders of  communities only demanded  teachers to leave  school as their services are no longer needed,” the decision read.

In 2018, Save Our Schools,  network of child-focused organizations, rejected  military’s claims against Lumad schools as recruitment grounds for communist rebels. It argued  teachers and students were fleeing harassment at Sitio Dulyan in Talaingod from  paramilitary group “at the instigation of  56th Infantry Battalion” of  Armed Forces of the Philippines.

Castro and Ocampo, members of progressive, left-leaning party-list bloc called Makabayan at  House of Representatives, called  decision “unacceptable and unjust.”

“This wrongful conviction speaks of continuing persecution of those who are helping and advocating for  rights of Lumad children and  persistent attacks on Lumad schools and communities, persons who are actually responsible for  forcible closure of  schools as well as  threats and harassment have never been investigated… clear miscarriage of justice, and we will strongly question this decision in all venues possible,” their joint statement read.

Makabayan, ‘genuine opposition’ in 2025 polls

By Nidz Godino

“Philippines is now at crossroads…are we going to go the way of misfortune or we’ll tread the right way towards  new society?” Makabayan has offered itself to be “genuine opposition” in next year’s midterm polls, saying  country’s two leading political leaders now are only after their personal interests.

In statement posted on X, Makabayan noted that Marcos and Duterte do not really care about  welfare of Filipinos.

It stressed factions of the leading political figures do nothing but bicker, “unmindful of  sufferings of  ordinary people.”

Makabayan underscored it is about time for the country to go towards  new direction and it is willing to lead the way.

To spearhead these changes, Makabayan  would be fielding 12 candidates for senators in next year’s elections.

These candidates, it claimed, do not come from affluent and political families.

“They are not into corruption and defenders of the few…we are proud that they come from  sectors of workers, farmers, women, youth, fishermen, indigenous communities and other sectors which have long lost their voice in Congress,” Makabayan said.

Ivana Alawi’s mger explains exit fr ‘Batang Quiapo’

By Cynthia Montojo

“From the very start na ininquire si Ivana Alawi ng ‘Batang Quiapo,’ three months lang dapat talaga ang kaniyang pag-iistay sa nasabing teleserye…three months ang kanilang napag-kasunduan at um-okay si Ivana,” Ivana Alawi’s manager, Perry Lansigan defense of his ward who was rumored to have  “attitude problem” on the set of  Coco Martin starrer “Batang Quiapo.”

Ivana  is co-managed by Lansigan’s PPL Entertainment and Star Magic, ABS-CBN’s talent arm.

Lansigan denied  alleged attitude problem of his content creator-turned-actress ward,  circulated on social media. Allegedly from  unnamed or unverified personal assistant of the actress, rumors said she was often unavailable to tape for the show or it was difficult to request for  extension for taping hours.

Actress  also allegedly does not mingle or socialize with  people on the set of the show.

The talent manager disclosed  Ivana had prior commitments before she joined  show in August 2023. Ivana joined  show when Coco’s previous leading lady, Lovi Poe, was busy preparing for her wedding with British producer Monty Blencowe.

Ivana was cast as Bubbles,  female inmate from  correctional facility that is adjacent to  prison where Coco’s Tanggol is detained.

“Pero dahil nag-click ang tambalan ni Bubbles at ni Tanggol, na-extend nang na-extend at nadagdagan pa ng maraming taping, hanggang sa hindi na po kinaya ng schedule bilang meron din pong mga prior commitment si Ivana na na-oohan ng kanyang management…may mga shoots, vlogs and etc. Hindi na talaga kakayanin ni Ivana ” Lansigan said.

Talent  manager stressed  Ivana’s camp adjusted to the schedule as part of her responsibility as  cast member of the show. In fact, they notify the show and its production whenever Ivana had to attend to her prior commitments a month or three weeks in advance.

Lansigan also said  coordination with regard to Ivana only happens between his management, Star Magic, ABS-CBN executive Cory Vidanes and show director Coco.

P29/kilo rice for 4Ps beneficiaries by Aug

By Nidz Godino

“This week we’re already up to 13 Kadiwa outlets…by August 1, hopefully we will have 23 stores plus three provincial areas…we will have one in Cebu, maybe Maguindanao…then as we go along, we will widen  coverage and may even try to lessen  price of  P29 rice in Kadiwa stores nationwide, hopefully by the first quarter of next year,” Agriculture Secretary Francisco Tiu Laurel Jr. said  P29 per kilo rice will be available in 23 Kadiwa outlets by Aug. 1, including in three provincial areas outside Luzon.

Department of Agriculture (DA) increased  Kadiwa stores selling P29 per kilo rice to 13 outlets, from  original 10 centers, starting last Friday during its second week of implementation.

Laurel said  P29 per kilo rice will continue to be sourced from  aging stocks of  National Food Authority (NFA).

The 13 Kadiwa outlets sell P29 per kilo rice every Friday, Saturday and Sunday to vulnerable households include members of  Pantawid Pamilyang Pilipino Program (4Ps), solo parents, senior citizens and persons with disabilities.

According to  DA,  rice produced under  National Irrigation Administration’s contract-growing arrangement with rice farmers will eventually supplement supply from NFA to sustain  P29 rice program.

Tiu Laurel said  P29 rice program aims to provide for around 6.9 million vulnerable households, equal to around 34 million Filipinos.

The 13 Kadiwa stores include  ones at Bureau of Plant Industry compound in Manila; Bureau of Animal Industry and National Irrigation Administration in Quezon City; Food Terminal Inc. in Taguig; Philippine Fiber Industry Development Authority in Las Piñas; Barangay 167 in Caloocan; Brgy. Fortune and BFCT in Marikina; Nangka, Marikina; Disiplina Village in Valenzuela, Malabon Navotas; and Minuyan proper in San Jose del Monte, Bulacan.

Agriculture Assistant Secretary and spokesman Arnel de Mesa has maintained sale of P29 per kilo rice is not  political move, ahead of  State of the Nation Address of President Ferdinand Marcos Jr.on July 22.

Farmers’ group Philippine Chamber of Agriculture and Food Inc. president Danilo Fausto has said  DA is giving false hope to the poor by selling rice at P29 per kilo in Kadiwa outlets.

Fausto stressed  move is not sustainable since  DA’s subsidy is pegged at P20 per kilo or at P220 million per day.

De Mesa added  Rice-for-All will be available to Kadiwa stores where general consumers can buy well-milled rice between P45 and P48 per kilo, lower than prevailing market prices.

Guo’s former accountant nabbed

By J.Lo

Court of Appeals  froze suspended Bamban, Tarlac Mayor Alice Guo’s assets after granting  petition from  Anti-Money Laundering Council.

As  result, Guo cannot access her money or other assets while  order is in effect.  Freeze  order is effective immediately and lasts for 20 days, unless  court decides to extend it.

As these developed authorities have taken into custody suspended Guo’s former accountant following  Senate’s arrest order against the mayor and several others.

Senate’s Office of Sergeant-At-Arms (OSAA) announced their team apprehended Nancy Gamo, accountant of Guo and her family, around 1 in the afternoon.

However, they were unable to locate suspended mayor at her address in Bamban and the other locations indicated in  upper chamber’s arrest order.

Meanwhile, Gamo underwent  medical checkup after being brought to  Senate.

She was in good medical condition, according to  OSAA.

Gamo will remain in Senate’s custody until  inquiry into  raided Philippine Overseas Gaming Operator (POGO) hub in Bamban resumes.

On July 13,  Senate ordered arrest of Guo and her family after being cited in contempt due to their non-appearance to  investigations on alleged criminal activities involving  POGOs in the mayor’s locality.

Guo has missed two Senate hearings, citing her worsening mental health, but did not provide  medical certificate to support her claim.

The suspended mayor is allegedly associated with two POGO hubs: Zun Yuan Technology,  raided in Bamban, Tarlac last March, and its predecessor, Hongsheng Gaming Technology.

Due to  suspended mayor’s alleged connections to  POGO hubs, she faces  non-bailable offense of qualified trafficking before  Department of Justice.

Office of the Solicitor General has also filed  petition before  Tarlac court to cancel Guo’s certificate of live birth, potentially aiding in  possible quo warranto case against her.
