DepEd  gets tough vs bullying

“Each school is required to have  anti-bullying policy, but  law did not say how strict they have to be,” Education Secretary Sonny Angara said, referring to  Anti-Bullying Act of 2013 alarmed by studies showing  Philippines as  “bullying capital” of the world and that Filipino youth are among  loneliest.

Issue  on bullying was tackled during President Ferdinand Marcos Jr.’s meeting with  education sector at Malacañang.

Angara said Marcos cited  Singapore study showed  Filipino youth are among world’s loneliest.

The President was apparently referring to  recent Meta-Gallup report  showed country’s Generation Z – born between 1997 and 2012  are  world’s second loneliest and  most lonesome in Southeast Asia.

Gen Z is also  first generation to have fully grown up in the world of smartphones and social media, according to  report.

He was one of the authors of the law.

Education  chief noted  very few schools have  anti-bullying policy.

“So, on the part of  DepEd ,Department of Education, we will really track or monitor  compliance with  law,” he said.

He stressed that there was  time when cases of bullying rose to 20,000.

Second Congressional Commission on Education II executive director Karol Mark Yee,  joined Angara at briefing, said bullying also affects students’ academic performance.

Philippines was also ranked in  Program for International Student Assessment (PISA) as  bullying capital of the world, according to Yee.

“One doing this job based on  Anti-Bullying Act, as implemented, is  guidance counsellor…but  vacancies in  DepEd is almost 5,000 plantilla positions,” he noted.

He said  position requires  master’s degree, but no schools are currently offering such  degree in the country.

“To fill all  vacancies, it will take us 14 years by  current setup,” he added.

Yee said studies showed  those who were bullied received poor grades in math, science and reading.

“Filipino students feel  they don’t belong and they are  loneliest…  study made  imprint on Marcos that we really need to address this,” he added.

To address bullying, Marcos directed  DepEd to make sure students have “someone to turn to” when they have problems.

As to cyber-bullying, Angara said  agency is also continuing its policy on use of cellphones inside  classrooms.

“And part of the teacher’s duty is to explain to students  proper use of technology and cellphones  meaning, it includes learning to deal critically with news; not everything you read is true,” he added.

Marcos  approved  creation of  Cabinet cluster tasked to draft  10-year plan to urgently address “deep-seated problems” in the country’s education sector.

At the same meeting, Angara said  cluster would be composed of  DepEd, Commissioner on Higher Education and  Technical Education and Skills Development Authority.

He added  Department of Labor and Employment and  Department of Budget and Management would also be part of group.

“In principle, the President approves  Cabinet education cluster, and he’d like us to fast-track some of  actions because he sees  urgency and it’s  very deep-seated problem,” Angara said.

Yee presented proposal to create  cluster.

During  meeting, Marcos directed  agencies to device  coherent and system-wide national integrated education and workforce development strategy that starts from early childhood education to basic education, senior high school up to tertiary level.

He also tasked  cluster to ensure  education issues are tackled as “whole system rather than in multi-agency silos.”

Yee, joined Angara at press briefing, said government agencies doing their respective jobs without coordinating with other concerned offices contributed to “failed system of Philippine education.”

Among  issues  cluster aims to address are  5.5-year learning gap in the country,  subject-mentor mismatch and  lack of guidance counselors in schools.

The 2022 PISA showed  Filipino students are five to six years behind in learning competencies.

Yee said data also showed  50 percent of  country’s science teachers did not finish  course related to  subject they are teaching.

“How will you teach something you did not know yourself?” he asked.

Yee said Cabinet cluster seeks to formulate  10-year integrated national education and workforce development plan and to make sure  targets and budgets are aligned to support  plan every year.

Meanwhile,  Commission on Audit (COA) will determine whether  2024 national budget was mishandled, according to Angara.

The education chief made remark at same meeting, when asked to comment on his predecessor Vice President Sara Duterte-Carpio’’s claim.

“We will see that in  COA reports. It’s COA who really knows if there was mishandling, when we face Congress, usually  questions asked in  House,  Senate, are about COA reports… reports that will indicate if there has been any mishandling or not,” Angara said.

Duterte has cited  “mishandling” of  2024 national budget, including that of DepEd, as among her “long list of reasons” for resigning from  Marcos Cabinet.

Angara emphasized  education sector is one Marcos’ top priorities.

“I really see  efforts of the President for  education sector…he was fast in deciding on this Cabinet cluster, and there’s urgency and he has very specific recommendations,on the part of administration, I think they have no shortcomings, especially when it comes to education. ..although reforms need to be fast, I think this is what the President is telling us,” Angara said.

Earlier, Budget Secretary Amenah Pangandaman said  government increased  DepEd’s appropriation for this year to P715 billion to support  agency’s MATATAG program.

Completion  of Bulacan airport devt by end-2028

“Per approved DOTr ,Department of Transportation timeline, airport development will be completed by  end of 2028,” diversified conglomerate San Miguel Corp. (SMC) targets to finish airport development works at its P740-billion international gateway project in Bulacan by end-2028.

In  recent analysts briefing, SMC said  progress on New Manila International Airport (NMIA)’s land development and ground improvement works are ongoing with an overall progress of 84.6 percent.

SMC was previously targeting to start airport development works at  NMIA project next year, but SMC president and CEO Ramon Ang earlier said  they would do it by 2026 instead to prioritize  modernization of the Ninoy Aquino International Airport (NAIA).

NMIA is poised to be  world-class airport that will be developed in phases, with an initial capacity of 35 million passengers annually and  target of 100 million passengers per year once completed.

The 2,500-hectare project features at least four parallel runways,  world-class terminal and  modern and interlinked infrastructure network that includes expressways and railways.

SMC, however, is also spearheading  consortium that won  contract to modernize NAIA,  country’s main international gateway.

New NAIA Infrastructure Corp. headed by SMC has bared plans to put up  new terminal near Terminals 1 and 2 to boost capacity of  airport in handling flights and passengers.

Concessionaire  is tasked to handle NAIA for  minimum of 15 years, extendable by 10 years.

DOTr, the Manila International Airport Authority and the New NAIA Infra signed  concession agreement for  NAIA rehabilitation project last March 18.

SMC expects to enhance operational efficiencies, reduce costs and optimize flight schedules given potential synergies in its massive airport projects.

For  MRT-7, another major infrastructure project being undertaken by  conglomerate, SMC said  study is ongoing on realignment of  highway component.

NAIA fee hike inked before turnover

“People have yet to experience  improvement in NAIA, but they are already asked to pay unconscionable airport fees increase,” consumer group BK3 secretary general Patrick Climaco said government plans to issue  new matrix of service fees at  Ninoy Aquino International Airport (NAIA) before  gateway is turned over to private control on Sept. 14.

Transportation Undersecretary Timothy John Batan told reporters that NAIA will be handed over to  New NAIA Infrastructure Corp. (NNIC), led by San Miguel Corp. (SMC), as scheduled.

Before this, Batan said  government would approve  revised menu of airport fees to inform stakeholders in advance of  price changes in NAIA.

Transportation Secretary Jaime Bautista earlier said NAIA charges would start increasing by  end of 2024 as part of  P170.6 billion concession  government awarded to NNIC. In particular, airlines will take first hit in  series of rate adjustments at gateway.

Based on initial discussions, landing and take-off fees will be increased this year, while passenger service charges (PSC) will be hiked in 2025. As expected, this proposal is rejected by consumer groups, of which the latest to join the clamor is Bantay Konsyumer, Kalsada, Kuryente (BK3).

Under  proposed adjustment,  PSC will be raised to P950 for international passengers, from P550 currently, while it will be bloated to P390 for domestic travelers, from P200 at present.

Bautista said these price hikes would cover investments to be made by NNIC, which, under the leadership of SMC, managed to win contract to rehabilitate NAIA.

Once  airport is turned over, NNIC will get  minimum of 15 years to upgrade airport and double its passenger capacity to more than 60 million per annum.

However, consumer groups like BL3 want NNIC to prove its worth first as a concessionaire. In statement, Climaco questioned why consumers have to pay for  rehabilitation of NAIA when it should be  obligation of NNIC.

Generally, Climaco believes  increase in airport fees would discourage Filipinos and foreigners from traveling in the Philippines. However, he said travelers might be encouraged to pay more if they see that  airport has improved under private management.

“We also understand that there is  equivalent fee to  rehabilitation of NAIA, but this should be implemented at the right time,” he added.

Increase  in fees is among parameters set by the government for the NAIA project.

“Based on  information provided, there is an online advertisement about investing in  PSE…when potential investors express interest, they are contacted through messaging applications… supposed investment is shown to be doing well and investors are asked to increase their investment amount through various e-wallet accounts,” Philippine Stock Exchange Inc. (PSE) and  Securities and Exchange Commission (SEC) are alerting  public about schemes  impersonate legitimate entities and personalities to entice  public to invest.

Department of Agriculture agency also said fake social media accounts are using government names to promote  certain fertilizer claiming to be effective in boosting crop yields.

Philippine Rice Research Institute (PhilRice) said at least two social media pages  surfaced online recently were falsely representing the institution as well as  Rice Competitiveness Enhancement Fund (RCEF) Extension Program.

PSE, meanwhile, said  fraudulent cryptocurrency investing scheme using its logo and name on its website is luring potential investors to register and create  account through  website “https://pse-philippine.com/User/index.”

As part of  scheme, investors will be informed that they entered  wrong order, leading to  loss of  account’s withdrawal password.

To address  issue,  scammers will then offer to consult with PSE’s customer service.  Solution  provided is to create  new account that requires  new deposit and completion of new tasks.

According to  PSE,  messaging applications present  few other members who appear to be in the same predicament, but who allay doubts or fears about  scheme by showing they have been able to withdraw their investments.

PSE  does not own and operate  website“https://pse-philippine.com/User/index.”

Further, it stressed  it does not sell cryptocurrencies and that its employees or agents do not advertise or promote cryptocurrency.

“PSE reiterates that all legitimate stock transactions are done through PSE-accredited trading participants or stock brokerage firms… PSE and any of its officers, employees and agents do not undertake stock transactions on behalf of clients,” it said.

In separate advisory,  SEC urged  public not to engage with Bagong Bansang Maharlika (BBM) International Inc., a group using President Marcos’ name and whose corporate registration has been revoked due to its illegal solicitation of investments.

Despite  issuance of  revocation order as early as November 2023,  SEC said BBM International maintained its operations in certain parts of Visayas and Mindanao.

SEC said BBM International’s corporate registration was revoked due to its collection of membership fees from residents of various local communities, promising to provide food security, free education, free hospitalization, cash assistance and livelihood to all Filipinos aged one year and above worldwide.

To create  false impression that its programs are legitimate and sanctioned by  current administration, it also made use of Marcos’ image as part of its marketing materials.

As early as Aug, 28, 2023, SEC has issued  advisory to  investing public to exercise caution when dealing with the group.

SEC warned those who act as salesmen, brokers, dealers or agents, representatives and promoters of unauthorized investment activities may be held criminally liable under  Financial Products and Services Consumer Protection Act as well as  Securities Regulation Code,  both penalized separately up to P5 million or imprisonment of up to 21 years, or both.

PSE, for its part, encourages  public to exercise extreme caution and vigilance in dealing with companies or individuals soliciting stock investments, especially those which promise guaranteed returns or income.

“Investment scams usually involve promises of big payouts, quick money or guaranteed returns and do not contain disclosures on risks of investing,” it said.

Meanwhile,  fake PhilRice accounts were misleading  public in promoting  certain product called Super Seed Organic Fertilizer.

Agency  noted  fake accounts were also claiming  Emil Javier,  national scientist, was reportedly endorsing the fertilizer as  “groundbreaking” product that can “revolutionize”  country’s agriculture sector.

Fake  social media accounts are also using  name of Rodel Maghirang,  former director of  Institute of Plant Breeding of  University of the Philippines Los Baños, in promoting  product.

“It is disheartening to see  misuse of our institution’s name and credibility in  marketing scheme,” John de Leon, PhilRice executive director, said.

“We urge  public to exercise caution and verify information before trusting online sources…our official channels are the only reliable sources for updates and advisories related to our programs and services,” De Leon added.

Yulo see 2028 Los Angeles Olympics

“Nanalo tayo ng gintong medalya,” athlete Carlos Yulo said in chance interview that was cut short by security personnel provided by Malacañang, see you in 2028 at Los Angeles Olympics.

Yulo’s vow the moment he landed at special gate connecting  Ninoy Aquino International Airport and Villamor Airbase where he was warmly welcomed by  cheering crowd of students,  Air Force musical band and frantic media workers on  breezy Tuesday night.

“Of course, meron pa po akong isa pa pong Olympics, sa 2028…paghahandaan ko po yun nang mabuti at magpa-practice pa po ako nang maigi, ang panalo po namin, panalo po nating lahat,” he said.

For now, Yulo stressed his need for some rest.

“Of course, magpapahinga rin po,
kailangan ko rin po,” he said.

Metropolitan Manila Development Authority (MMDA) announced  it is “fully prepared” for  homecoming parade for  22 Paris Olympics athletes scheduled today.

MMDA  would deploy at least 300 personnel, including traffic enforcers, street sweepers, mobile and motorcycle patrol units and those from its road emergency group, MMDA band, special event operations, sidewalk clearing operations group and  flood control sewerage and management office.

Parade  will begin at 3 in the afternoon at Aliw Theater in Pasay City and conclude at Rizal Memorial Sports Complex, there will be  short program that is open to  public free of charge.

MMDA acting Chairman Romando Artes assured  public  ample time would be provided for them to see  athletes during  parade.

To give  public  chance to see  Philippine Olympic team, Artes said  speed of vehicles included in the parade would be six kilometers per hour.  Stop-and-go traffic scheme will be implemented, with  parade expected to last about 45 minutes.  Parade  is targeted to end by 5 p.m. to avoid disrupting rush hour traffic.

Parade  will also include MMDA motorcycle units, Philippine National Police,  MMDA band, media vehicles and ambulances.

Artes said  athletes and essential personnel will only be allowed in the parade group, and motorists are advised to take alternate routes during  event.

Senate President Pro Tempore Jinggoy Estrada has filed  resolution commending and congratulating  country’s 22-athlete Paris Olympics delegation for accomplishing  best and strongest showing yet in the Philippines’ 100 years of participation in the world’s biggest multi-sport event.

“This is  significant rise from  50th ranking earned by the country in  2020 Tokyo Olympics with  record medal haul of one gold, two silver and one bronze,” Estrada said in his Senate Resolution No. 1129.

“For delivering remarkable performances and bringing honor and pride to the country in  prestigious international sports competition, it is only fitting for  Senate to commend  members of  Philippine delegation to  2024 Summer Olympics,” Estrada said.

In bringing home two gold and two bronze medals,  Philippine delegation positioned  country in the 37th slot in the Olympic medal tally board and as  best-performing country in Southeast Asia.

Ch nearly triples number of ships in WPS

“Those flares simply flared up  sense of patriotism in every member of the Armed Forces of the Philippines…we will not be deterred from continuing to perform our mandate of securing  integrity of  national territory,” Philippine Navy spokesman for West Philippine Sea (WPS) Rear Admiral Roy Vincent Trinidad, said  China has almost tripled  number of its military vessels in  West Philippine Sea (WPS), with nine People’s Liberation Army Navy (PLAN) ships spotted in the area from only three in the past few days.

Three of the PLAN vessels were seen in the vicinity of Escoda (Sabina) Shoal, two in the area of Pagasa Island and one each around Ayungin Shoal, Likas Island, Patag Island and the Del Pilar (Iroquois) Reef.

Number  of maritime militia vessels, meanwhile, went down from 106 during  period of July 30 to Aug. 5 to only 68 between Aug. 6 and 12.

Philippine Navy also said  number of China Coast Guard (CCG) boats in  WPS went up to 13 during  same period.

Five of  China coast guard vessels were spotted near Ayungin Shoal, three in Panatag Shoal, three others in the Sabina Shoal and two in the vicinity of Pagasa Island.

Overall, Philippine Navy said  total number of Chinese vessels in various parts of the WPS actually decreased from 122 to 92.

They now also include two research vessels sighted roaming  waters of Ayungin Shoal where  grounded BRP Sierra Madre remains, and in the vicinity of Patag Island.

Meanwhile,  Armed Forces of the Philippines (AFP)  will not be cowed by heightened Chinese aggression in Philippine waters, like last earlier incident when Chinese jets dropped flares in the path of  Philippine Air Force plane on patrol over Panatag Shoal.

“Recent incident by Peoples Liberation Army Air Force (PLAAF) will not deter our pilots from performing their mandate of conducting maritime air surveillance flights,” he stressed.

Department of Foreign Affairs spokesperson Ma. Teresita Daza confirmed  filing of  diplomatic protest over  incident.

Without giving details, Daza said  “Philippines adopts  de-escalatory approach to tensions in  West Philippine Sea” and “remains committed to diplomacy and peaceful means of resolving disputes.”

Trinidad said  actions of  two Chinese jets were uncalled for, unprofessional and unsafe and in total disregard of international law.

“Broad picture is that whether on sea or in air these actions are all illegal, they are coercive, aggressive and deceptive…no place in international arena  governed by international law…our pilots have necessary training, they follow  rules of engagements for every contingency and they are confident in their capabilities, we are good with what we have,” but “given more we can perform even better…in addressing situations like this, it is not matching aircraft for aircraft or ship for ship…what is most important here is  will to fight, the will to perform our mandate in spite of all these challenges” he said.

Trinidad admitted  military has full confidence in  Department of National Defense’s pursuit of  program to modernize  AFP, specifically through  acquisition of more multi-role fighter jets.

Asked if  military is considering  use of combat aircraft in WPS air patrols, he said “these are part of  challenges your airmen, your pilots face in  increasing complexity of  international arena.”

Meanwhile, Brig. Gen. Aldrin Anani, Western Mindanao Command (Westmincom) deputy chief for external defense, said US military was providing assistance through flight surveillance in detecting intrusion of foreign vessels, including Chinese naval ships.

He said  US Special Operations Task Force 511.2 conducted unmanned and manned air surveillance mission to assist  Philippine military in securing  country’s territorial waters.

“From  last report, they’re flying like 12 hours  day to perform their mission here, both for  manned and unmanned aircraft…they may have no vessels available here but their presence up in the air is very crucial in accomplishing action,” Anani said at  briefing Tuesday at  Westmincom headquarters in Zamboanga City.

He said  US-led air surveillance helped them detect recently  passing of Chinese navy ships, prompting  Naval Forces Western Mindanao patrol ships to conduct radio challenge, tail and escort them out.

“Actually, they were  ones who reported to us  movement of these naval ships coming from China… first to monitor through their sophisticated equipment and they relayed it to us…and with that, it has been very crucial in monitoring  movement of ships,” Anani said.

“Parents and guardians should always guide their children, especially when using mobile phones and engaging in online activities,” Anti-Cybercrime Group (ACG) director Brig. Gen. Ronnie Francis Cariaga said in  statement parents should closely monitor  activities of their children on social media platforms after three young siblings in Sta. Mesa, Manila unwittingly posted  sexually explicit video on TikTok.

Cariaga said parents should keep  close watch on their children who are using cell phones and other gadgets.

ACG official gave  warning after  incident last Aug. 4 wherein three children,  eight-year-old boy and his sisters aged seven and three, were involved in  sensitive video that was uploaded on short-form video hosting service.

He said  boy recorded using their mother’s mobile phone his seven-year-old sister exposing her private parts while their three-year-old sibling was watching.

Video  was uploaded on TikTok using their eldest sister’s account without their parents’ knowledge.

TikTok then alerted  National Center for Missing and Exploited Children through Department of Justice’s cybercrime office about  video,  taken down from  social media platform.

After they got word of the incident, ACG spokesman Lt. Wallen Mae Arancillo said ACG operatives and social welfare and development workers rescued  children.

According to Arancillo, they have informed  parents of their children’s activity but parents were unaware that their children took part in  sensitive video.

He said their investigators are studying if criminal cases could be filed against  children’s parents.  City  social welfare department is also studying if they are capable of taking care of  children.

NBI exec denies bribery

“I have nothing to worry about because it’s not true,” Lawyer Archie Albao, regional director of the National Bureau of Investigation (NBI) said “how could I accept any bribe when I was not in Davao City before 2022.”

Arlene Stone,  now based in  US, said she was the one who personally handed out  envelope to the regional director before she had gone to the US.

Stone,  former Kingdom of Jesus Christ (KOJC)  pastoral member and one of the complainants in the case against Apollo Quiboloy, issued  statement after  NBI, headed by Albao, made another failed attempt to arrest the Pastor at  KOJC compound along Airport Road, Davao City on August 9.

She demanded that Albao and all  police assigned in Davao City should all be removed from their posts because they were all protectors of Quiboloy and former President Rodrigo Duterte, Quiboloy’s close friend and ally.

NBI’s attempt to arrest the Pastor came after Police Brig. General Nicolas Torre III, director of the Police Regional Office 11, said that KOJC Compound, where Quiboloy could be hiding, had an intricate web of underground tunnels that connected it directly to  Davao International Airport.

Albao said it was not possible that he and Stone could have met as he was not in Davao City before he was appointed by President Ferdinand Marcos Jr. in October 2022 and that Stone had already fled to US even before his assignment there.

Albao worked in different NBI offices in Pampanga, Bohol, Region 3, Region 8 and Region 2 before he was tasked to take over  NBI Southern Mindanao Regional Office.

Quiboloy is wanted for cases of child abuse, sexual abuse and human trafficking cases filed against him and five other KOJC officials in  Davao and Pasig City court by former KOJC members. He is also wanted by  Federal Bureau of Investigation (FBI) in US for conspiracy to engage in sex trafficking by force, fraud and coercion, sex trafficking of children; sex trafficking by force, fraud and coercion; conspiracy; bulk cash smuggling.

NBI’s attempt on August 9 was the fourth attempt by authorities to arrest  fugitive Pastor, who continued to shun  law despite  P10 million reward for those who could give information that would lead to his arrest.
