Longer  nights begun– PAGASA

“Time discrepancy is caused by atmospheric refraction enabling us to observe  sun minutes before it rises and sets,” state weather bureau Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). Said longer nights are expected in the Philippines as yesterday marked  beginning of  autumnal and vernal equinoxes in  northern and southern hemispheres, respectively.

Days and nights will be approximately 12 hours long, with  sun rising at 5:45 in the morning  and setting at 5:53 in the afternoon.

Country  is moving toward  winter solstice, starts around  third week of December, PAGASA weather forecaster Daniel James Villamil noted.

“Northeast monsoon starts in early November and lasts until February…we can experience colder weather as we are already transitioning from southwest monsoon to northeast monsoon,  southwest monsoon does not reach Metro Manila…at present, it only affects Northern Luzon like  Ilocos Region and Cagayan Valley… located offshore and it does not reach many areas in the country,” Villamil stressed. There are now fewer areas affected by the southwest monsoon, he said.

Meanwhile, four to seven typhoons are expected to enter  Philippine area of responsibility (PAR) until yearend amid  threat of La Niña, PAGASA said.

Height  of La Niña is forecast between September and November, said PAGASA Climate Monitoring and Prediction Section chief Ana Lisa Solis.

“We are still at La Niña alert, meaning since August, PAGASA has issued  general statement of La Niña-like conditions,” she noted.

Heavy to intense rains are expected until  end of the year as tropical cyclones will continue to enhance  southwest monsoon, Solis said.

Tropical cyclones Ferdie, Gener, Helen and Igme entered PAR in  span of a week. Nine cyclones have entered PAR since January.

Tropical Depression Igme is now outside PAR, said PAGASA weather specialist Grace Castañeda.

Southwest  monsoon will continue to bring rains in  Ilocos Region, Batanes and Babuyan Islands. Metro Manila and the rest of the country will experience rains brought by localized thunderstorms.

Authorities yesterday reported 25 deaths, 13 injured and eight missing due to  combined effects of  enhanced southwest monsoon and Ferdie, Gener, Helen and Igme.  Number  of affected people reached 1,449,293.

Approval of P6.35 T 2025 budget this week eyed

“We have sufficient time to finally agree on  budget before yearend… most important piece of legislation Congress passes every year,” Speaker Martin Romualdez said, adding that would give Senate enough time for its own debate-passage process.

House of Representatives is expected to approve proposed P6.352 trillion national budget for 2025 on Wednesday or before Congress goes on break on Friday.

Administration and opposition lawmakers are expected to approve on third and final reading House Bill 10800 or General Appropriations Bill for 2025 on Sept. 25 after two weeks of plenary debates.

Over the weekend, Romualdez said  House is adhering to its plenary approval timeline “because we are treating  national spending program with urgency without sacrificing transparency.”

First  order of business for today is  reduced P733-million budget of Vice President Sara Duterte-Carpio, who had antagonized congressmen after she refused to answer questions on her previous confidential funds. Her original budget proposal was P2 billion.

Duterte also refused to take her oath before  House committee on good government investigating  expenditures of OVP from 2022 onwards, flagged by  Commission on Audit for questionable disbursements amounting to hundreds of millions of pesos.

“Next year’s spending legislation will serve as our tool for sustained economic development…it will support  Agenda for Prosperity programs of President Ferdinand Marcos Jr.,” the Speaker said.

In  statement, Romualdez stressed  budget would also “serve as  instrument for  government to spread  dividends of economic progress through various social protection and financial assistance initiatives, and funding for infrastructures like roads, hospitals, classrooms, seaports and airports, irrigation systems, and transportation networks.”

“We hope our people will feel  benefits of growth through programs intended for them in the national budget,” he stressed.

The House leader earlier thanked  committee on appropriations led by Ako Bicol party-list Rep. Zaldy Co as chairman and Marikina Rep. Stella Quimbo as senior vice chairperson for shepherding  2025 spending bill.

House Majority Leader and Zamboanga City Rep. Manuel Jose “Mannix” Dalipe, chairman of  House committee on rules, said President Marcos is expected to certify  proposed 2025 as urgent.

Also to be tackled today are  budgets of Dangerous Drugs Board, Philippine Drug Enforcement Agency, Presidential Management Staff, Presidential Legislative Liaison Office, National Intelligence Coordinating Agency, and National Security Council.

House is also expected to discuss today  allocations for  Office of the Presidential Adviser on Peace, Reconciliation and Unity; National Amnesty Commission, Marawi Compensation Board, Mindanao Development Authority, Energy Regulatory Commission as well as for  Departments of Agriculture, Health, and Energy.

Executive session on ex-PNP chief’s POGO ties

“In hearing, General Villanueva also said  information is still being validated…so, for me,  information is still raw… still very raw… very important to get more details and information… serious accusation,” Sen. Sherwin Gatchalian is willing to support calls for executive session to get details about  former chief of  Philippine National Police (PNP) allegedly on payroll of illegal Philippine offshore gaming operators (POGO).

Gatchalian, one of the senators actively investigating  POGO links of dismissed Bamban mayor Alice Guo, noted  information divulged by Philippine Amusement and Gaming Corp. (PAGCOR) senior vice president and retired Brig. Gen. Raul Villanueva, during  recent Senate hearing, was “very raw” and needed more supporting details.

“Even if it has to be  executive session,  Senate will allow it because it has  national security aspect to it… important for Villanueva to give details and names…entire PNP is being defiled,” Gatchalian pointed out.

During  continuation of  Senate’s public hearing on POGO-related crimes, Sen. Risa Hontiveros asked Villanueva about  possibility that government officials may have helped Guo escape in exchange for money.

“Apart from that general detail, which is P200 million given to  high Bureau of Immigration official, are there other people who were allegedly bribed…are there additional amounts being discussed?” Hontiveros asked.

“There was talk about border immigration. I just don’t know, ma’am,  exact amount, including PNP officials…but I still can’t confirm that as I’ve been outside of  loop lately,” Villanueva said, citing raw reports from  intelligence community.

Gatchalian said  target output of  Senate investigations is legislative proposals to create more laws to prevent illegal activities from happening again and motivating government agencies to file charges.

“This started in Bamban…was money laundering, human trafficking, and committee told  agencies to look carefully and that’s what was done…many birth certificates were found to be defective so this is the output of  hearing,” he noted.

Gatchalian also pointed out that Guo, who played  major part in  Bamban POGO, should be immediately transferred to  regular jail. At present, she is detained at the PNP Custodial Center.

“In this particular case,  Pasig court wants to transfer her to Pasig City Jail, and I agree with that because we cannot give special treatment… important she be transferred to  regular jail,” he said. PNP earlier said Guo is expected to be transferred to  Pasig City Jail today.

Sen. Risa Hontiveros, for her part, said  while Guo has  right to post bail, she will still have to face investigation, including  non-bailable offense of human trafficking charges.

“Although she has the right to bail, investigation is still ongoing….nothing will change,” Hontiveros said in  text message.

“She is still facing non-bailable human trafficking charges…so, until her innocence is proven in court, she will remain in prison,” she stressed.

The senator pointed out that Guo’s presence in Congressional hearings will also continue because she is currently in contempt in  Senate and  House.

On Friday, Guo posted bail of P540,000 for graft before  Valenzuela Court, her counsel, Stephen David, said.

Arraignment  did not proceed due to  pending motion to quash,  legal strategy that challenges validity of  complaints against Guo.

On Mayor Liseldo Calugay of Sual, Pangasinan,  rumored boyfriend of Guo, Gatchalian personally has not seen any documents that link  local chief executive to POGO hub in Bamban, But the senator  would continue looking closely if Calugay had played any role in Guo’s escape.

Guo and her supposed siblings, Sheila Guo and Wesley Guo, escaped in mid-July, and both Alice and Sheila claimed they used  small boat before transferring to two other boats on their way to Malaysia.

Guo sisters were arrested in separate instances in Jakarta, Indonesia before they were brought back to the Philippines. Sheila is now under Senate custody.

AQ alleged gifting of KOJC women to Duterte, others prfobe

“We are now in the process of documenting all these allegations and revelations and we’re ready to file cases against anyone who may have violated  law, regardless of whoever he is,” Philippine National Police (PNP) spokesperson Col. Jean Fajardo said at  briefing in Camp Crame PNP is investigating reports that Kingdom of Jesus Christ (KOJC) leader Apollo Quiboloy gifted women from his congregation to former President Rodrigo Duterte and other officials.

Fajardo said they are looking into  revelation of former KOJC worker Arlene Stone  Quiboloy offered women who were members of his “pastoral” or inner circle to people close to him, including Duterte.

Stone is now  spokesperson for former KOJC members residing in United States.

Asked if Duterte and other officials who received women as gifts from Quiboloy could be held liable, Fajardo said investigators should coordinate first with alleged victims and secure from them sworn statements for purposes of filing more criminal cases against Quiboloy and other personalities.

Fajardo said allegation, if proven true, is serious as this would fall under qualified human trafficking , non-bailable offense.

Asked if there is already  move to reach out to Duterte, Fajardo  has no information from their people on the ground.

“All our efforts right now will depend on information coming from victims,” she said.

Quiboloy,  self-styled preacher who calls himself  â€śappointed son of God,” is detained at  Camp Crame custodial center on charges of qualified human trafficking and child abuse filed before Pasig City and Quezon City courts.

In  text message to reporters,  office of Sen. Risa Hontiveros, chair of the Senate committee on women, children and family affairs, is preparing public hearings on  alleged sexual abuse cases against Quiboloy.  Date  of  hearing has yet to be determined.

Hontiveros earlier told Quiboloy that he could not outrun law after he was taken into police custody on September 8.

“You will be held responsible, Apollo Quiboloy…you cannot outrun the law…you will not further delay justice, justice is within reach of  victim-survivors, thanks to their courage to tell the truth” Hontiveros said, addressing Quiboloy after his arrest at KOJC compound in Davao City.

40plus POGOs to shut down opns voluntarily – DOJ

“Harm and danger fueled by illegal POGO activities have undeniably placed public safety and national security at risk for quite some time and justice will never take these matters sitting down…with  President’s guidance, we can now unleash  full consequences of  law against these undesirable elements of society,” Justice Secretary Jesus Crispin Remulla said in  statement  total of 41 licensed Philippine offshore gaming operators (POGO) expressed their intention to leave  country following President Ferdinand Marcos Jr.’s call to ban online gambling hubs

This was revealed by  Department of Justice (DOJ)  after its meeting with  “Task Force POGO Closure,”  involved different government agencies dealing with POGO operations in the country.

DOJ said all specialized visas issued to foreign POGO workers will be downgraded to  tourist visa starting October 16 in order for them to leave  Philippines within 60 days. 

After  visa downgrade, failure to leave the country will result into an involuntary repatriation.

Task force includes representatives from  DOJ, Department of Labor and Employment, Presidential Anti-Organized Crime Commission, Bureau of Immigration and Philippine Amusement Gaming Corp.

“Task force aims to establish  clear, organized and streamlined set of guidelines for  total prohibition of POGO operations throughout the country by  end of  year without sacrificing  welfare of workers who will be affected by  Presidential directive. 

Marcos called for  total ban of POGOs during his State Of the Nation Address in July as response to  alleged unlawful activities of online gambling hubs in certain areas.

AG transfer to Pasig jail reset to Monday

“As per  Criminal Investigation and Detection Group (CIDG), maybe on Monday,” Philippine National Police (PNP) spokesperson Col. Jean Fajardo said on Viber, referring to dismissed Bamban, Tarlac mayor Alice Guo ,court-ordered transfer of Guo to Pasig City Jail will take place tomorrow after its postponement on Friday due to incomplete “documentary requirements.”

Guo, whose real identity as  Chinese national named Guo Hua Ping was unmasked during  Senate hearing, is currently detained at  PNP Custodial Center at Camp Crame.

She said  CIDG also had to return  warrant of arrest issued by Pasig Regional Trial Court (RTC) Branch 167 Judge Annielyn Medes-Cabelis, who ordered Guo’s transfer to  Pasig City Jail.

Superintendent Jayrex Joseph Bustinera, spokesman for  Bureau of Jail Management and Penology (BJMP), said PNP was still completing  requirements needed for Guo’s transfer.

“According to  PNP, they were unable to complete documentary requirements needed for  transfer, as well as medical requirements,” Bustinera told reporters.

He said they had been told that results of her X-ray and electrocardiogram examination were not yet available.

While it is their policy not to allow prisoner transfers during weekends, Bustinera said they could make  exemption for Guo if requirements are completed.

BJMP also has to validate  authenticity of  documents before taking in Guo, according to Bustinera.

“There’s no office during Saturdays and Sundays, and we also have to check other documentary requirements,” he said.

In  Pasig City Jail, Guo will share cell space with 44 other detainees.  Cell  has 10 triple deck bunk beds.

Pasig City court set Guo’s arraignment on charges of qualified human trafficking on Sept. 27 at 8:30 a.m. through videoconferencing.

Guo on Friday posted  bail bond of P540,000 at  Valenzuela City RTC Branch 282 for her graft charges.

Judge Elena Amano moved  arraignment to Sept. 30 at 1 p.m. to allow  prosecution to respond to her lawyer’s motion to quash  case against her by Sept. 25.

FMJ vows to double efforts to protect journalists

“We celebrate not just pages that you have printed, but  values you upheld with every word, every story and every truth you fought hard to tell,” President Ferdinand Marcos Jr.said  government is “doubling down” on its duty to protect Filipino journalists and uphold press freedom in the country.

In his speech at  50th anniversary of  Publishers Association of the Philippines Inc., Marcos acknowledged  role of the organization as “vigilant” vanguards of communities and “tireless” defenders of press freedom.

 â€śAfter all,  true measure of journalism is not just about telling stories and writing headlines, it is about standing firm even when  ground beneath you begins to shake,” he said.

Marcos also paid tribute to Filipino journalists who were killed in the last two years, including Percival “Percy Lapid” Mabasa, Juan “DJ Johnny Walker” Jumalon and Cresenciano Bundoquin.

“They are not just names in report; they are faces with families, colleagues and communities that grieve their loss, all our efforts to bring them justice are  testament to  belief that no story, however dangerous, is too small or too insignificant to be told,” Marcos said.

Philippines slipped two places on World Press Freedom Index for 2024 by Paris-based organization Reporters Without Borders, ranking 134th out of 180 countries and territories.

Marcos also emphasized  crucial role played by journalists in the fight against “ different kind of enemy.”

“Misinformation, cyber libel threats,  relentless pressures of  digital age have added layers of complexity in ensuring press freedom…every post, every share, every careless click, the new battlegrounds in anonymous troll farms to  deliberate spread of conspiracy theories, this fight has evolved far beyond the newsroom, it is now in the palm of every hand that scrolls through social media,” the President said.

Marcos said journalists have  duty to protect sanctity of facts even as he urged media workers not to waver in the face of challenges.

“Let us stand together for truth,” he said.

Government , he said, has initiated  media and information literacy campaign to equip  public, especially  youth, with  skills to critically evaluate  information they consume to help fight misinformation and disinformation.

“Together, let us foster responsible journalism, for we know that more than  democratic ideal, it is  necessity for an informed and empowered citizenry to make  proper, intelligent, well-informed decisions about their leaders, about their situation, about their condition, as we mark this golden milestone, I urge you to keep pushing  boundaries of what it means to be  journalist…innovate…adapt…but never compromise your principles,” the Chief Executive said.

“As  party focused on improving  rights and conditions of workers, expanding  middle class, and advocating for key labor reforms,  WPP recognizes  collaboration is essential to achieving its goals for common good,” Newly elected Workers’ Party Philippines (WPP) president Sonny Matula said group of workers is actively negotiating with several political parties to form  coalition for  coming May 2025 midterm elections.

Matula said they are discussing with leaders of  Liberal Party and Bagumbayan for  formation of its senatorial slate.

“To make real change, we need to ally ourselves with other parties that share our vision for uplifting Filipino workers and marginalized… collective effort,” he noted.

Matula,  also heads  Federation of Free Workers (FFW), intends to run in  senatorial elections.

 WPP is also considering its Muslim leaders in  south for inclusion in their senatorial, regional and local slates.

Around 100 trade union and party leaders attended  recent WPP Convention in Quezon City.

Workers’ Party is poised to present  strong and united platform for  2025 elections.

Meanwhile,  Commission on Elections (Comelec) is again offering to donate old precinct count optical scan (PCOS) and vote counting machines (VCM) to interested government agencies.

Comelec Chairman George Garcia said it is renewing its offer to  Department of Education (DepEd) or Professional Regulation Commission (PRC) to take custody of  old machines to save storage costs.

“Comelec is very much willing to donate all of  80,000 PCOS and 97,000 VCM machines to  DepEd or even to  PRC, we are reiterating our offer, especially since  offer was made to previous DepEd secretary…we want to make  same offer to  new DepEd secretary” Garcia said in  recent press briefing.

DepEd personnel under then secretary and Vice President Sara Duterte-Carpio, Garcia said, have already inspected  PCOS and VCM units and were impressed at how  Comelec maintained their good condition.

Although they could no longer use them, Garcia noted that  Comelec needs to pay for  warehouse storage  occupies  big space.

Comelec initially leased  PCOS from Smartmatic-TIM for P7.2 billion for  2010 elections, and then purchased them at P1.8 billion for May 2013 midterm polls.

For  May 2016 elections, Comelec decided to lease  VCMs,  later on purchased and used until  May 2022 elections.

Taylor Swift got 2024 VMAs

Taylor Swift won  most Moonpersons up for grabs that evening. This piece of news is starting to get boring. Girl is talented, hardworking and likeable. Most  importance at  VMAs where fans vote for their favorites to win and she really has millions of them.

 MTV Video Music Awards (VMAs) was held last Sept. 12 at UBS Arena in New York. It was  fun, entertaining star-studded event  honored  best of music and  accompanying videos of  past 12 months.

Taylor who had 12 nominations brought home seven trophies,  biggest haul of the night and also broke some records. She now has 30 VMA Moonpersons at home, the most by any other artist. BeyoncĂ© also has 30 but two of them are for her work with Destiny’s Child and two for The Carters. Taylor was again Artist of the Year and for Fortnight, her collaboration with Post Malone, she won  top plum,  Burger King Video of the Year Award. She also won this last year for Anti-Hero and for All Too Well,  long version, in 2022.

Fortnight also won for Best Direction, Taylor’s second after Anti-Hero; Best Collaboration; Best Pop Video; Best Cinematography and not surprisingly, for Song of the Summer. Thanks to Fortnight, Malone also got  most awards for  male artist at this edition of VMAs.

Downplayed by Taylor’s wins is the fact that VMAs is marking its 40th anniversary this year. That is why show featured nods to memorable performances and images from the past.

Opener Eminem did medley of his hits surrounded with hundreds of his Shady look-alikes just like he did in 2000.  Special  category named Iconic had Video Vanguard of the Year winner Katy Perry besting Madonna’s Like a Virgin; Taylor’s You Belong with Me; Miley Cyrus twerking with Robin Thicke; and Michael Jackson kissing Lisa Marie Presley.

Rapper-turned-actor LL Cool J,  first Vanguard winner was also present to perform  rousing hip-hop number with classic acts Def Jam and Public Enemy. Then  event’s able host Megan Thee Stallion paid homage to Britney Spears with I’m a Slave for You draped in  albino python.

Kids  were also treated to something they love. This year’s first time winner Sabrina Carpenter performed  effervescent medley of her hit songs, Espresso, Taste and Please Please Please with aliens and  Moonman in tow.

Pinky Webb tandems Korina Sanchez in Bilyonaryo’s primetime newscast

“Agenda Setters” presents  straightforward style of questioning stakeholders on issues affecting the nation as  main agenda of the program.
Broadcast journalist Pinky Webb  join Korina Sanchez in Bilyonaryo News Channel’s “Agenda Setters.”

News  channel is set to make its major television debut Monday, September 9.
 
Award-winning journalist Korina Sanchez-Roxas, whose last newscast was almost  decade ago, was earlier announced to return to news anchoring. Sanchez-Roxas has been  name and face that have been synonymous with Philippine media for almost five decades anchoring major news programs and lifestyle shows.

 
Webb has over three decades of experience in the industry anchoring various programs for major news channels. Her gentle demeanor on outside balances her relentless style of journalism. 

Jam Alindogan, international correspondent and co-founder of aid organization Sinagtala, also joins Bilyonaryo’s news desk. She will be  channel’s Foreign Affairs Editor responsible for weekly special reports on pressing concerns across globe.

Another veteran lending insight into regular news presenting is journalist Nancy Carvajal, who will be with  â€śAgenda Setters” twice a week to file special reports.
 
“Agenda Setters” joins  daily primetime newscast from 6 p.m. to 7 p.m… Bilyonaryo News Channel’s main platform to push back against  propaganda of those in power and  proliferation of fake news.
