Housing  amortization moratorium for typhoon victims

“This is nothing compared to  sacrifices and  losses of our fellowmen affected by  typhoon…with this moratorium on  payments of amortization, we can somehow help ease their worries,”  Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Rizalino Acuzar has ordered its key shelter agencies to give their members affected by Severe Tropical Storm Kristine  moratorium on housing amortization.

Acuzar said move was in line with President Marcos’ directive to all government agencies to extend any available assistance to typhoon victims.

Specifically directed to implement  moratorium on housing amortization are  Home Development Mutual Fund or Pag-IBIG Fund, National Housing Authority (NHA), Social Housing Finance Corporation (SHFC) and National Home Mortgage Finance Corporation (NHMFC).

Acuzar said its regional offices are also now working closely with typhoon-affected local government units (LGUs) for  speedy processing of applications submitted by affected families under  Integrated Disaster Shelter Assistance Program (IDSAP).

He added all shelter clusters in affected areas were already activated to ensure smooth validation of  IDSAP list obtained from LGUs.

Under IDSAP,  DHSUD provides unconditional cash assistance of P30,000 for those with damaged houses due to calamities and P10,000 for those needing minor repairs.

Vico junked peace covenant proposal

“We are coordinating with  Schools Division Office of Pasig,  has jurisdiction to investigate, resolve and prescribe interventions to address bullying within and outside school premises,” Pasig Mayor Vico Sotto rejected  peace covenant proposed by his rival in the May 2025 midterm elections.

Politicians do not have to arrange their own peace covenant since Commission on Elections (Comelec) provides it every three years, Sotto said.

Businesswoman Sarah Discaya earlier said that her proposed covenant would stop mudslinging during  campaign.

Discaya is hoping to replace Sotto, who is seeking reelection for  third term.

Sotto alleged that Discaya owned St. Timothy Construction Corp. (STCC),  local partner of South Korean firm Miru Systems.

In February,  joint venture led by lone bidder Miru secured  P17.9-billion contract to provide automated counting machines and other election paraphernalia in 2025.

STCC has withdrawn from  joint venture, citing conflict of interest as some of its owners planned to run in  midterm polls.

Comelec Chairman George Garcia is also facing allegations that he received bribes from Miru through offshore accounts. Garcia has denied accusation.

Graft charges were filed against Garcia and seven other officials on Aug. 20 over  Comelec’s award of contract to Miru.

Pasig government  does not condone bullying after  video posted on social media showed  student kneeling while being slapped and punched by  suspect in front of other students.

 “For the protection of both students, we enjoin  public to be more circumspect in sharing video/s,” it noted.

Nabbed CPP leader common criminal

“We find as funny and preposterous  claim of CPP-NPA-NDF that CPP chairman Baylon Villarico is  ‘peace consultant’ and is therefore immune from arrest under  Joint Agreement on Safety and Immunity Guarantee (JASIG) signed way back during  Fidel Ramos administration,” National Security Council (NSC) spokesman, Assistant Director General Jonathan Malaya, said NSC laughed off  claim by  Communist Party of the Philippines (CPP) that its chairman, who was arrested on Thursday in Quezon City in joint military and police operation, is  peace advocate.

 “JASIG was terminated by  government in 2017…so what immunity under JASIG are they talking about…joint Oslo Communique of 2023 signed under  Marcos Jr. administration with  NDF did not resurrect  JASIG,” he stressed.

Malaya noted that  JASIG is as good as dead and  NSC wishes to underscore “that this notorious NPA leader was arrested based on  warrant of arrest issued by  Regional Trial Court of Mauban, Quezon for multiple crimes including extortion, recruiting minors and students to be combatants, violation of Anti-Terrorism Act, rebellion, aside from kidnapping with murder.”

“He is responsible for numerous atrocities against government forces,  killing and liquidation of individuals, terrorist attacks on innocent communities, sabotaging government projects and various extortion and money-making activities in Southern Luzon, he also led violent purges within CPP-NPA Southern Tagalog Regional Party Committee in  1980s, where many were executed by his own hands, CPP-NPA-NDF wants him to get away with murder because he’s peace advocate…not so fast…time for him to face  court of law and to account for his crimes to  Filipino people,” Malaya said.

As these developed soldiers detained 21 members of  local terror group after  gunfight that also left three terrorists wounded in Barangay Bagolibas, Aleosan town in Cotabato.

The 24 terror group members were in two vehicles,  truck and on three motorcycles when intercepted by 34th Infantry Battalion (IB) on their way to Barangay Pagangan, also in Aleosan, to attack their members who were planning to surrender to  government.

Maj. Gen. Antonio Nafarrete, Army 6th Infantry Division commander, told reporters  that the group surrendered after realizing that they were surrounded by personnel of  34th IB.

Nafarrete added that one of the soldiers, Cpl. Roy Villaber, was wounded during  gunfight.

Seized from the group were five M16 rifles, two M14 rifles,  fragmentation grenade and components for improvised explosive devices.

Govt  workers to receive advance bonus, cash gifts DBM

“It has been observed that government personnel continue to experience delays in receiving bonuses and cash gifts, affecting their morale, motivation and level of job satisfaction,” Budget Secretary Amenah Pangandaman said  Department of Budget and Management (DBM) is advancing  release of bonuses and cash gifts to government workers.

In the latest DBM budget circular, qualified state personnel will receive their year-end bonuses and cash gift at the start of November.

Circular  is addressed to all heads of departments, bureaus, offices and agencies of the government including constitutional offices enjoying fiscal autonomy.

It also covers state universities and colleges, government-owned or controlled corporations and local government units.

Previously,  year-end bonus and cash gift were given not earlier than Nov. 15.

She stressed streamlining of  payroll process of each agency will mitigate  internal and external causes of delay in payment of benefits.

Qualified state workers are entitled to  year-end bonus equivalent to one month basic pay.

For  cash gift, P5,000 will be given to government personnel.

These are categorized under standard allowances and benefits component of  total compensation framework.

FMJ orders ‘conveyor belt of aid

“I want to see  conveyor belt of aid that is constantly delivering aid to  front,” President Ferdinand Marcos Jr. with pleas for help from thousands affected by Severe Tropical Storm Kristine appearing to overwhelm private and government aid groups, ordered concerned agencies to set up “ conveyor belt of aid” for victims, even as another weather disturbance looms this weekend.

To speed up and streamline disaster response, Marcos directed Cabinet secretaries to lead relief and rehabilitation work in specific areas.

He also ordered Budget Secretary Amenah Pangandaman to immediately release funds “so that needed resources can be procured expeditiously.”

“DSWD ,Department of Social Welfare and Development shall rush to all affected areas to provide relief goods, both pre-positioned and new supplies, to augment those provided by  local government units, as soon as weather permits, DSWD will mobilize  grant of financial aid under existing government programs”,  Chief Executive said.

The President also ordered  “full mobilization” of available personnel and resources of  Armed Forces of the Philippines for relief operations.  Philippine Air Force  has deployed three of its C-130 aircraft for delivery of relief supplies to  Bicol region.

Other uniformed services such as  Philippine National Police (PNP), Bureau of Fire Protection and  Philippine Coast Guard are placed under same status, he said.

“I have ordered them to deploy vehicles, aircraft, boats, ships and all other transportation assets for, first rescue, and then relief and rehabilitation… includes presidential helicopters,” Marcos said.

He also cancelled all personnel leaves, except for medical reasons and those with humanitarian justifications, in  uniformed services.

PNP  would utilize three helicopters for search and relief operations, spokesperson Col. Jean Fajardo said.

“All  personnel are required to exert efforts to render humanitarian assistance particularly in affected areas, and mobility assets are ready for deployment if  need arises,” Fajardo said.

Fajardo said at least 6,700 police officers were deployed in Bicol, Calabarzon and other areas affected most by Kristine.

At  situation briefing at Malacañang, the President said government efforts should focus now on Bicol,  area hardest hit by  storm.

“I think we continue to concentrate on Region 5 for now because they are  ones in most need…everyone is in need but  accessibility problem of Region 5 is  little bit more pronounced than all  other areas,” he said.

Of  36 towns in Camarines Sur, nine remained fully submerged, Marcos said.

According to Social Welfare Secretary Rex Gatchalian, Air Force is also assisting in airlifting potable drinking water from Manila Water and Maynilad.

“We have already provided over P111 million in augmentation support to  local government units,  include not just family food packs , but also non-food items  such as family, hygiene, kitchen and sleeping kits; water containers and shelter materials like family tents and modular tents, particularly to our evacuees,” DSWD Assistant Secretary and Disaster Response Management Group head Irene Dumlao said.

Defense Secretary Gilbert Teodoro told the President he had instructed  Office of Civil Defense (OCD) to find  alternative route for vehicles carrying goods, fuel and water from  Bondoc Peninsula to Camarines Sur.

Pangandaman told the President that as of Oct. 24, National Disaster Risk Reduction and Management Fund has P1.983-billion balance,  P1.845 billion could be drawn from  2024 General Appropriations Act and P139 million from  2023 continuing appropriations.

From  remaining balance, Pangandaman said there are pending requests for  replenishment of Quick Response Fund (QRF),  shall be done through  issuance of special allotment release orders or SARO,  disbursement document of budget department.

Department of Public Works and Highways is requesting  replenishment of P1 billion;  Department of the Interior and Local Government-Philippine National Police, P25 million and  Department of National Defense-OCD, P37.5 million.

She said DPWH-Office of the Secretary still has roughly 60 percent of its QRF fund for usage, while  DSWD’s fund is “almost finished.”

“I’m in touch with Sec. Rex and just waiting for  request for  balance of QRF that you need… more than, roughly I think P500 million… I’m just waiting for  letter and then we’ll release it within the day, assuming we need more, Mr. President, we still have… I just received  certification from  Bureau of Treasury, Department of Finance, for unprogrammed appropriations…so, assuming we need more funding, Mr. President, we can  tap  unprogrammed appropriations” Pangandaman said,

Also at  briefing, acting Trade Secretary Cristina Roque said  Small Business (SB) Corp. , financing arm of  Department of Trade and Industry  has allotted P2 billion for lending to help MSMEs affected by Kristine to recover.

“Lot of businesses are destroyed,  lot of businesses are affected…so what do we do after…sometimes we always think of what happens during  situation…but after is also  very important situation that we must look at, which is how do  businesses be able to move on,” she said.

She said  small business can avail itself up to P300,000 worth of loan under  SB Corp.’s enterprise rehabilitation financing. Borrowers will not be required to have collateral under this facility.

“You just have to prove you have  business that is operating and for this time, you are part of region or you’re part of the town affected by typhoon, so for  businesses affected, please avail of this fund,” Roque said.

She said  loans are interest-free for  first year. For  second year, there will be  one percent interest rate per month. .

Aside from helping MSMEs, she said  DTI continues to monitor  price and supply of basic necessities in typhoon-hit areas.

A 60-day price freeze on basic necessities is in effect in areas that have been declared under state of calamity.

She said  DTI is also coordinating with supermarkets to make sure basic necessities and food products are available.

“We will really go after those that are profiteering from this calamity, we will do everything we can to be able to make  businesses especially MSMEs bounce back from this.”” she said.

After  situation  briefing, Marcos boarded  helicopter to inspect  flooding in parts of Metro Manila, Cavite and Batangas.

He was joined by some Cabinet officials, including Interior Secretary Jonvic Remulla, Agriculture Secretary Francisco Tiu Laurel and Public Works Secretary Manuel Bonoan.

During  situation briefing, weather forecaster Jun Galang of  Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) warned that another tropical cyclone was expected to enter the country this weekend.

“So, possible it will move closer to the country by next week, either Oct. 29 or 30, it will have  close approach in Northern Luzon,” Galang said.

He said PAGASA was looking at two scenarios for  new cyclone: one is it will “recurve” and the other is it will move toward extreme Northern Luzon.

Marcos expressed sympathy for  victims of Kristine and commended  “resilience, leadership and proactive” measures taken by  LGUs for their constituents.

Kristine left 46 persons dead, seven injured and 20 missing based on latest data from  National Disaster Risk Reduction and Management Council.

Acting communist party chair fall

“We commend  Armed Forces of the Philippines,  Philippine National Police and  National Task Force to End Local Communist Armed Conflict for  successful operation,” acting chairman of the Communist Party of the Philippines (CPP) Wigberto “Baylon” Villarico, also known by  aliases Benjamin Mendoza and Alejandro Montalan, is wanted for two counts of kidnapping with murder related to  deaths of Erebeto Eclavea and Richard Cortizano in Quezon province , case that has remained unsolved for nearly two decades.

Arrest  was based on  warrant issued by Judge Rodolfo Obnamia Jr. of  Regional Trial Court Branch 64 in Mauban, Quezon, with no bail recommended for Villarico.

He is in  custody of  Criminal Investigation and Detection Group – Southern Police District Field Unit.

National Security Adviser Eduardo Año lauded Villarico’s capture, saying it “closes  chapter on  terrorist fugitive responsible for numerous atrocities against  people, including leading violent purges within  CPP-NPA (New People’s Army) Southern Tagalog Regional Party Committee in the 1980s, where many were executed by his own hands.”

Año said Villarico assumed leadership of  CPP after  death of Benito Tiamzon on Aug. 22, 2022 in  military encounter in Samar.

He added that Villarico was  last communist leader at large capable of commanding both  party and its armed wing, NPA.

During  raid, authorities also arrested  35-year-old woman named Marjory on charges of obstruction of justice as she allegedly attempted to hide Villarico’s identity.

Año said  arrest “is  major step in our ongoing efforts to dismantle  leadership of  communist terrorist group and bring lasting peace to our country.”

Landslide buries village in Batangas; 46 dead on Kristine

“We are continually checking and taking care of  affected individuals and families,” Talisay Mayor Nestor Natanauan said days of incessant rains unleashed  landslide  buried at least 14 people, including 12 children, with six others still missing..

Patrolwoman Nenette Landicho of  Talisay Police Station  confirmed  retrieval of  bodies of  14 victims from  site of  landslide  occurred around 7 in the evening . in Purok B in Barangay Sampaloc.

Batangas police director Col. Jacinto Malinao said  death toll could rise to 16 as they are still looking for  six missing people including  woman and her child who were buried in landslide.

Incident  followed days of heavy rains brought by Severe Tropical Storm Kristine, began affecting the province on Tuesday.

Natanauan expressed concern over  extent of  disaster, saying that Kristine has greatly damaged their town.

He assured  people of Talisay that  search for  missing would continue.

At least 311 families  comprising 1,457 individuals  have taken shelter in evacuation centers across Talisay.

In Batangas province,  total of 5,000 families or 17,700 individuals are housed in 266 evacuation centers, while  additional 1,402 families have sought refuge outside official shelters.

Provincial Disaster Risk Reduction and Management Office (PDRRMO) reported that 133 houses have been completely destroyed and 567 houses sustained partial damage due to  continuous rains and landslides.

In addition to  14 deaths in Talisay, 14 more individuals have been reported dead from other parts of Batangas. Ten persons are still missing and three others were injured during  storm and subsequent landslides, according to Provincial Disaster Risk Reduction Management Office ( PDRRMO).

Eight people from Laurel town perished as  result of  landslide, Malinao said, while  remaining 11 fatalities were from other areas in the province.

Apart from Talisay and Laurel,  two other hardest-hit areas are Lemery and Calatagan.

In  text message, Gov. Hermilando Mandanas announced  province of Batangas will declare  state of calamity within the day to expedite relief and recovery efforts.

Local  government and disaster management teams are continuing search, rescue and relief operations as rains are expected to persist.

Kristine’s casualty count rose to 46 with at least 20 people reported missing in various affected provinces of Luzon.

Citing  latest data, Office of Civil Defense (OCD) Administrator Undersecretary Ariel Nepomuceno said 28 of those who died are from Bicol region, including 14 from Naga City, Camarines Sur.

Fifteen of the casualties are from Quezon province and Batangas in Calabarzon region while there is one reported fatality each in La Union, Zambales and Zamboanga del Sur.

Circumstances  surrounding  deaths vary from drowning, being hit by fallen trees and electrocution as Kristine was dumping heavy rains, causing massive flooding.

Meanwhile, latest reports from  National Disaster Risk Reduction and Management Council (NDRRMC) show Kristine has affected  total of 569,524 families or 2,656,446 persons in 15 different regions across the country.

Of the number, 64,447 families or 239,200 persons are taking temporary shelter and are being provided with their basic needs in 5,791 different evacuation centers.

NDRRMC said  Bicol region had  most number of affected families at 384,436 or 1,860,625 people, followed by  Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) with 89,132 families or 435,135 persons.

There were also 7,510 passengers, 1,788 rolling cargoes, 97 vessels and 17 motor bancas stranded in Calabarzon, Mimaropa, Bicol, Western Visayas, Central Visayas, Eastern Visayas and Caraga.

Kristine wrecked  total of 1,402 houses in  Ilocos region, Central Luzon, Bicol, Western Visayas, Eastern Visayas, Zamboanga Peninsula, Northern Mindanao, Soccsksargen, Caraga, BARMM and  Cordillera Administrative Region, according to  NDRRMC.

In Bicol region alone,  estimated cost of damage to agriculture has been placed so far at more than P9.7 million while damage to infrastructure in select areas is at P15 million.

Bicol police director Brig. Gen. Andre Dizon said among  challenges they are facing is  shortage of rubber boats with outboard motors could reach flooded communities.

Region  also needs more relief supplies such as ready-to-eat food and drinking water, he stressed.

There are residents still trapped on roofs of their houses in Bicol due to floods, according to police.

He is hoping good weather would continue for the next several days so they could fast-track relief missions.

NDRRMC said  cost of assistance given to most affected families and individuals has now reached over P60.5 million,  includes food and non-food items.

Meanwhile, nine Bulacan fishermen were rescued in Manila Bay on Thursday.

Bulacan disaster risk reduction management officer Manuel Lukban Jr. reported  boat of  10 fishermen from Obando town capsized and nine of the crew were rescued later. Jerry Lacaña, one of the crew, was unfortunately found dead.

Two fishermen from Limay, Bataan were also rescued in Bulacan part of Manila Bay last Thursday, according to him.

Lukban reported that  rains caused by Kristine together with  high tide of Manila Bay inundated at least 54 barangays in the province with 0.5 to four feet of flood water.

On the other hand,  total of 395 families or 1,376 individuals were evacuated and brought to 16 evacuation centers in Bulacan.

Lukban stressed  partial and unofficial damage report on agriculture include 885.74 hectares of rice lands affecting 775 farmers, 1.69 hectares of vegetable land affecting 12 farmers and 61.60 hectares of fishpond affecting 29 fisherfolk.

Meanwhile, Pangasinan police provincial office reported three persons were injured when  tree fell on their house due to strong winds caused by Kristine in Anda, Pangasinan.

Landslide  induced by continuous rains caused by Kristine buried  farmer alive while he was tending  vegetable farm in Buguias, Benguet on Thursday afternoon.

A 60-year-old Mountain Province villager who was reported missing since Thursday has been pronounced dead after his remains were washed away by Chico River.

City  government of Makati dispatched  specialized team of search and rescue personnel to Bicol to aid in relief operations.

Total  of 27 personnel from  Makati disaster risk reduction and management office have been deployed by the city. Team includes technical search and rescue responders as well as emergency medical services personnel, ensuring both life-saving and medical support can be provided.

Makati team also supplied vital water search and rescue equipment, such as steel and rubber boats, medical gear, high-angle search and rescue tools and personal protective equipment.

They also brought generator sets and urban search and rescue shelters to ensure they could operate independently during  mission.

Four rescue vehicles, two basic life support ambulances and  canter truck were also part of  convoy sent to Bicol.

“Makati stands in solidarity with our kababayans in Bicol Region…we are always ready to help other localities in every way possible in times of disaster,” Makati Mayor Abby Binay said in  statement.

Meanwhile,  Department of Health (DOH) has deployed Health Emergency Response Teams (HERTs) to evacuation centers housing  large number of families and individuals displaced by Kristine.

DOH said HERTs were spread to all  regions affected by  storm to provide  needed medical assistance.

“Our HERTs immediately responded to  evacuation centers in different regions to provide medical intervention to those affected by tropical storm Kristine,”  DOH said.

Apart from providing medical consultation, they also brought with them medicines for those in need. DOH also provided hygiene kits as well as disinfectants, chlorine granules and water purification tablets to families in evacuation centers.

Civil Aviation Authority of the Philippines (CAAP) announced e cancellation of 14 domestic flights at airports under its management.

Laoag International Airport has two canceled flights from Manila to Laoag and vice versa on Cebu Pacific 5J404/405.

Zamboanga International Airport has four canceled flights on Cebu Pacific, namely 5J 851/852, 5J 859/860 plying the Manila-Zamboanga-Manila route.

San Jose Airport in Occidental Mindoro has two canceled Cebgo flights coming from Manila.

Bicol International Airport in Albay has two canceled flights by Cebgo DG 6193/6194, plying  Manila-Daraga (Legazpi)-Manila route.

Lastly, Tuguegarao Airport in Cagayan province has cancelled four domestic Cebu Pacific flights –  5J504/505 and 5J506/507.

Romblon and Naga airports have already provided free charging services to individuals needing to connect with their loved ones using mobile devices.

“No regrets, will do it again, same approach”-Bato’s drug war

“No regrets…if you are going to give me  chance to do it again, I will do it again. ..same approach,” Sen. Ronald “Bato” dela Rosa has no regrets implementing  bloody war on drugs of former president Rodrigo Duterte, saying he would “do it again” if given  chance as he expressed willingness to participate in  Senate’s inquiry on Monday.

Dela Rosa, who with Duterte faces  investigation by  International Criminal Court for possible crimes against humanity, said  government could not win  drug war by being “cute.”

“You can’t fight  war, especially against drug personalities, by being decent, by being cute…no way you can win  battle… to win  war, you have to be forceful enough to send your message down  spine of these criminals,” he stressed.

Dela Rosa renewed his willingness to face  Senate Blue Ribbon investigation on Oct. 28.

Senate Minority Leader Koko Pimentel is tasked to lead Senate’s own investigation parallel to  House of Representatives quad committee investigation on rights abuses of  previous administration’s narcotics crackdown.

Asked if he would take it against them if his fellow senators interpellate him, Dela Rosa said he “won’t feel offended, because of need to ferret out  truth.”

He added he would be willing to answer questions from his colleagues about  drug war following claims by retired police colonel Royina Garma on bounty system for police officers who killed drug suspects.

“I am open to questions from my colleagues as  resource person… I am opening up myself to be questioned, to be interpellated by my colleagues,” Dela Rosa said.

Pimentel  heard about former president Duterte having “second thoughts” in attending  Blue Ribbon committee hearing, but Dela Rosa gave assurance that  former chief executive is still willing to attend despite health concerns.

Pimentel added  Dela Rosa as  former police chief “has no choice but to share with  committee his experiences under  drug war.”

Kristine death toll spiked to 26

“Rain is not stopping, so  floodwater is  going up fast….we have received countless reports asking for rescue,” Batangas Disaster Risk Reduction and Management officer April Serrano said rescuers raced  to reach residents stranded by fast-rising floodwaters after torrential rains from Severe Tropical Storm Kristine submerged villages and left up to 26 people dead.

Schools and government offices were shuttered across Luzon as  storm made landfall in Isabela  after first leaving  trail of destruction in  Bicol region.

Hospital  in  town of Lemery, Batangas was forced to turn away patients as its wards and emergency rooms were flooded, according to  provincial health office.

On Luzon’s western coast,  surge warning was raised in Pangasinan at around 2 in the afternoon., with officials estimating waves could reach as high as two meters.

In  hardest-hit areas of Naga City and Nabua municipality in Albay,Bicol, rescuers were using boats to reach residents stranded on rooftops.

“They are seeking assistance through Facebook posts and that’s how we learned about them,” Bicol police spokeswoman Luisa Calubaquib said.

Over 30,000 people were forced to evacuate in Bicol, police said, as “unexpectedly high” flooding turned streets into rivers.

Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) weather specialist Lorie dela Cruz said  month’s worth of rain had been dumped in Bicol within  24-hour window from 8 in the morning  on Oct. 22 until  next morning, with Camarines Sur and Legazpi City in Albay particularly hard hit.

“As of 7 in the morning , we have 20 dead throughout the Bicol region,” Bicol police chief Brig. Gen. Andre Dizon said, attributing most of  deaths to drowning and landslides.

Of  reported deaths, seven were from Naga City, five in Catanduanes, four in Albay and one each in Camarines Norte, Camarines Sur, Sorsogon and Masbate.

In Quezon province, elderly woman drowned, while  toddler was also killed after falling into  flooded canal, police said. In Planas, Masbate one person was killed by  falling tree branch, according to  Office of Civil Defense.

Data  from  National Disaster Risk Reduction and Management Council (NDRRMC) placed confirmed fatalities at seven individuals, six of them from Bicol. Seven missing persons were also recorded, five from Bicol and one each for  Ilocos region and Calabarzon.

On Thursday, rescuers were forced to halt  search for  missing fisherman after  boat sank in  waters off Bulacan province.

Fisherman  in Barangay Poro in San Feranando City,La Union was also reported missing, authorities said.

President Ferdinand Marcos Jr.did not have  public engagement  as various parts of Luzon experienced heavy rains and floods due to Kristine.

Asked about Marcos’ schedule, Presidential Communications Secretary Cesar Chavez said the President had  “face-to-face” meeting with Defense Secretary Gilberto Teodoro.

Marcos led  situation briefing on effects of Kristine in Camp Aguinaldo and directed agencies to coordinate with each other to ensure  immediate delivery of aid in inundated areas. He also instructed agencies to dispatch water purifiers to affected areas.

Interior Secretary Jonvic Remulla has assured  public all resources of  government are being mobilized to help victims affected by severe tropical storm Kristine.

Remulla said  the President has ordered to “provide all possible support to local government units” who faced  onslaught of  tropical cyclone.

“His instructions were, all means possible get to them as quick as possible,” he said .

Remulla noted that Department of Public Works and Highways has  100 percent deployment rate to clear out roads following Kristine’s passage.

Head  of  Department of the Interior and Local Government (DILG) said they are working toward  rescue, relief and recovery of those affected by Kristine.

Marcos directed DILG to ramp up preparations for  provision of emergency field hospitals and medicines, especially in Naga and other affected areas.

“PBBM’s marching orders are clear: work with utmost urgency and compassion, to rescue those in danger, provide relief for all affected, and make efforts towards  restoration of basic services in all affected areas,” Remulla stressed.

Meanwhile, Cavite province has declared  state of calamity due to Kristine.

Gov. Athena Tolentino declared state of calamity  following Kristine’s passage.

As of 6 in the evening, Bicol is  most storm-affected region (1.67 million persons or 345,548 families), according to  Office of Civil Defense.

It was followed by Eastern Visayas (528,103 persons or 138,201 families), Bangsamoro Autonomous Region in Muslim Mindanao (433,940 persons or 88,893 families), Soccsksargen (78,075 persons or 19,531 families) and Mimaropa (35,334 persons or 9,286 families).

Some 299 roads and bridges in affected regions have also been affected with power interruptions reported in 114 different cities and municipalities mostly in  Bicol region.

NDRRMC said 5,980 passengers, 1.351 rolling cargoes, 106 vessels, and 12 motor bancas are stranded in various affected provinces, mostly in Bicol and in Eastern Visayas.

More than  thousand houses were also reported damaged in Ilocos, Bicol, Western Visayas, Eastern Visayas, Zamboanga Peninsula, Caraga, BARMM and CAR.

In Batangas, around 9,000 individuals fled from various towns and cities due to severe flooding and have been relocated to designated evacuation centers in Lemery, Balayan, Mataasnakahoy, Balete, San Juan, Taal, Cuenca, Sta. Teresita, San Luis, Mabini, Calatagan, Alitagtag, Lobo, Nasugbu, Tuy, and cities of Lipa, Batangas, Sto. Tomas and Calaca.

NDRRMC said more than P21.5 million worth of assistance  include food and non-food items and other basic needs has been provided to 7,088 affected families.

Philippine Ports Authority (PPA) is investigating  incidents involving two vessels that hit  port of Batangas during  onslaught of Kristine and will file charges against those liable for them.

PPA General Manager Mark Palomar said Super Shuttle 2 broke anchor  and authorities could not find its captain when  incident was reported.

Other  incident involved oil tanker Cassandra,  seized by  customs bureau last week for transferring unmarked fuel. Palomar said  vessel was tied to dock but there was  request to move it because of  upcoming storm.

Palomar said Kristine has caused damage in the Port of Bulan in Sorsogon,  Port of Pio Duran in Albay and PPA’s base port in Legazpi City.

Philippine National Railways (PNR) facilities in Bicol were not spared from  wrath of Kristine.

Since Oct. 22, train journeys at  PNR have been suspended, as rail management reported that some tracks and stations were flooded.

Some PNR employees were also left trapped inside trains that were inundated in  PNR’s Naga station, according to photos. Surrounding  area of  station was submerged in flood that reached  roofs of some houses.

Meanwhile,  PNR’s engineering personnel is still assessing  potential damage sustained by  trains, stations and other PNR facilities in  Bicol region.

Tropical Cyclone Kristine left behind trail of destruction in Negros Occidental, with  initial P1.7 million in damage to crops and fisheries, while 932 families were affected by flash floods in seven local government units.

Negros Occidental also remains on blue alert status, due to strong gale force winds, although flooding in 10 areas of Sipalay, Bago, Cadiz and Sagay cities has already subsided, while landslide areas in Brgy. Nabulao, Sipalay City, have been cleared.

As of noon of Oct. 24, there are still 232 families, composed of 762 persons, occupying  different Negros Occidental evacuation centers, including highly urbanized Bacolod City. Classes have also remained suspended in Negros Occidental.

Meanwhile, Bulacan Gov. Daniel Fernando has suspended face-to-face classes in all levels, both public and private today. School officials were ordered to conduct online classes or modular distance learning mode.

Philippine Airlines and Cebu Pacific cancelled on Thursday 74 domestic flights especially in  Bicol region due to Kristine.

Some 11,000 passengers or more are affected by  cancellation due to Kristine as airlines prioritized safety first.

Leading telco Globe Telecom Inc. started restoration work in parts of Visayas that experienced service disruption.

As of yesterday morning, Globe has successfully restored call, text and data services in some sites that experienced service disruptions due to power outages in  provinces of Biliran, Eastern Samar, Leyte, Northern Samar, Samar and Southern Leyte.

Less than six percent of Globe sites in  Visayas experienced weather-related outages.  Restoration  efforts will commence in storm-hit provinces across Luzon as soon as ground conditions permit.

Globe said it was ready to deploy Libreng Tawag, Libreng Charging and Libreng WiFi stations to provide communications support in severely affected areas.
