“I am confident of  acquittal because we are seeing our non-allies changing their stand…  numbers are growing as far as our side is concerned,” Reelected Sen. Ronald dela Rosa has expressed confidence that  emerging Duterte bloc in  Senate will get more than enough votes to acquit Vice President Sara Duterte-Carpio in her upcoming impeachment trial.

Dela Rosa said they already have more than nine senators on their side, based on  emerging composition of  incoming 20th Congress.

Dela Rosa refused to name  senators  planning to vote to acquit Duterte even before evidence is presented by  House of Representatives prosecution panel before  Senate impeachment court, set to convene on June 3.

Full-blown trial is expected when  20th Congress opens in July.

“I don’t want to name them and then make them change their stance depending on course of  impeachment trial, but as of now, I am confident we have more than nine votes,”Dela Rosa said.

Vice President Duterte was impeached by House for her alleged misuse of confidential funds and for her livestreamed remarks about  assassin she had contracted to kill President Marcos, First Lady Liza Marcos and Speaker Martin Romualdez.

Incoming senators won  Senate race are preparing to sit as part of  impeachment court once  20th Congress starts.

“I’m quite prepared,” senator-elect Tito Sotto said by text message.

Sotto, former Senate president, vouched for his knowledge of impeachment rules, having sat through trials of the late chief justice Renato Corona and deposed former president Joseph Estrada.

“It’s my fifth round and my third for  impeachment court…nothing can best prepare you than experience,” Sotto said.

First-time senator-elect Erwin Tulfo has been brushing up on  rules and history of impeachment, “but at the end of the day, my decision will be based on  pieces of evidence submitted by  prosecution and  defense and affidavits of both sides.”

“Remember, the second highest official of the land will be tried, and that is no small matter,” Tulfo said.

Tulfo did not sign  impeachment complaint against Duterte when he was  House member, citing conflict of interest in case he succeeded in his Senate bid.

DOJ junked complaint vs Abalos

“The records are barren of any factual or legal basis to sustain  prosecution of  respondents for offenses charged…their actions, as alleged, fall within  realm of lawful performance of duty and are protected by  presumption of regularity in official functions,” Department of Justice (DOJ) has dismissed  criminal complaints filed by former president Rodrigo Duterte against former interior secretary Benhur Abalos and officials of  Philippine National Police (PNP) in connection with manhunt operations conducted at the Kingdom of Jesus Christ compound in Davao City to arrest KOJC head Apollo Quiboloy.

In  12-page resolution,  DOJ’s National Prosecution Office found no evidence to establish probable cause for complaint for malicious mischief and violation of domicile filed by Duterte as administrator of KOJC properties against Abalos, PNP chief Rommel Marbil and other police officials.

Complaint  alleged  large-scale police operation at  KOJC compound, where police entered buildings and residences, was “excessive and unjustified” and was done without  search warrant or reasonable belief that subjects of  arrest were inside.

Some structures were likewise damaged during  operations.

Complaint  invoked  principle of command responsibility, saying senior officers failed to prevent or correct alleged abuses during  operation.

Quiboloy was arrested and is now detained in Pasig City on trafficking charge.

In  May 13 resolution signed by Assistant State Prosecutor Angelica Laygo-Francisco, DOJ said  complaints failed to show  elements required to establish probable cause.

It said malice was “strikingly absent,” and that it is “legally insufficient” to say that malice was present based on  scale and nature of  operation.

Meanwhile, former interior secretary Benhur Abalos said  dismissal of malicious mischief complaints filed by former president Rodrigo Duterte against him proves Quiboloy’s arrest was lawful.

DOJ’s ruling, he said, showed no laws were violated in Quiboloy’s arrest.

China ship uses water cannon, harassed, sideswipes BFAR vessel

“This incident marks  first time water cannons have been used against DA-BFAR research vessels in the area of Pag-asa Cay,” Bureau of Fisheries and Aquatic Resources (BFAR) said in  statement BFAR research vessels in  West Philippine Sea were blasted with water cannons by  China Coast Guard (CCG), marking  first attack on Philippine civilian vessels.

BFAR condemned  “aggressive” interference by CCG against its two vessels that were conducting  routine marine scientific research mission in the vicinity of Pag-asa Cay 2 (Sandy Cay) on May 21.

Philippine Coast Guard (PCG) also lambasted  CCG for its latest episode of aggression toward Philippine vessels in  West Philippine Sea.

 BRP Datu Sanday and BRP Datu Pagbuaya were on  mission with  Filipino scientific team collecting sand samples as part of their marine research initiative.

At approximately 9:13 in the morning. on Wednesday, CCG vessel 21559 blasted with  water cannon and sideswiped Datu Sanday twice, resulting in damage to the latter’s port bow and smokestack as well as putting at risk lives of civilian personnel on board, according to BFAR.

Despite  interference by Chinese maritime forces,  Philippine scientific team was able to complete its research operations in Pag-asa Cays 1, 2 and 3, BFAR said.

BFAR reiterated that  incident occurred within  territorial sea of  Philippines in  West Philippine Sea.

Presence  of two CCG vessels 21559 and 5103, as well as two Chinese maritime militia vessels that “supported  harassment,” added to  hostile situation, PCG Commodore Jay Tarriela, spokesman on West Philippine Sea issues said in an online media briefing.

Chinese maritime authorities have carried out similar acts in the past, even deploying helicopter from  People’s Liberation Army – Navy and flying at  low level seemingly to disturb activities of Filipino researchers, he noted.

Tarriela said  crew of  two BFAR ships, mix of PCG and BFAR personnel and marine science researchers, remained in high spirits despite  harassment.

European Union and  United States  expressed concern over CCG’s actions.

“ EU stands with  Philippines and reiterates  importance of upholding  UN Convention on the Law of the Sea and  rules-based international order, including 2016 South China Sea arbitration,” EU Ambassador Massimo Santoro said.

US Ambassador MaryKay Carlson said “China Coast Guard’s aggressive actions against  lawful Philippine civilian mission near Sandy Cay recklessly endangered lives and threaten regional stability.”

Teaming up for  event that seeks to promote peace and assert Philippine sovereignty, various local and international artists including  Korean pop group are set to perform aboard  civilian ship while sailing waters of  West Philippine Sea next week.

 “Concert at Sea” organized by  civil society coalition Atin Ito will feature renowned folk artist Noel Cabangon,revealed that acclaimed Filipino acts Ebe Dancel,  all-women rock band Rouge, rap collective Morobeats, and P-pop group HORI7ON will be joining him.

Also performing aboard TS Kapitan Felix Oca are Japanese artist Fumi, Indonesian and Malaysian musicians Viona and Kai Mata, and South Korean K-pop girl group I:Mond.

Atin Ito convenors behind  first two successful and historic civilian missions to  WPS said its latest voyage features “sea concert to promote peace, unity, and solidarity in  contested waters.”

Media, will be covering the activity civilian ship sailing to  Kalayaan Island Group including Pag-asa Island.

Atin Ito convenors Ed dela Torre and Rafaela David announced  third mission is set for May 26 to 30, which will not only see renowned Filipino and international artists rocking at sea but also  sunset musical event at the jump-off point in El Nido, Palawan along with dialogue sessions and cultural exchanges.

Incoming Akbayan party-list Rep. Chel Diokno, in  pre-voyage press briefing in Quezon City, lauded  artists and volunteers joining Atin Ito’s latest civilian mission.

Diokno reiterated Akbayan’s commitment to push for  mandatory teaching of West Philippine Sea history and geography in schools he will push for in  House of Representatives.

“We will use facts and education to counter  lies, propaganda and fake news being peddled by  Chinese government and its agents in the country,” he said.

Akbayan Rep. Perci Cendaña also expressed full support for civilian mission, announcing plans to push for legislation declaring July 12 of every year as West Philippine Sea Victory Day to commemorate Philippines’ historic arbitral win in 2016.

He committed to advocating for  establishment of West Philippine Sea Institute mandated to conduct research, protect marine resources and develop educational programs aimed at raising public awareness and national pride.

PH consulate warns vs illegal recruitment of low-skilled workers

“Philippine government maintains that any recruitment activities circumventing existing regulations are considered illegal,” Philippine Consulate General in Dubai has warned Filipinos in Dubai and  Northern Emirates against new illegal recruitment scheme targeting low-skilled workers.

The  consulate said  scheme lures Filipinos to accept jobs in countries Philippine government deployment ban is in place, including Pakistan.

These offers are often disguised as legitimate employment opportunities but are facilitated through tourist visas.  

Consulate  urged  public to exercise caution and avoid dealing with individuals or groups offering jobs in countries where deployment of Filipino workers is currently prohibited.

To ensure  legitimacy of job offers, Filipinos are encouraged to check official list of licensed recruitment agencies available on  website of  Department of Migrant Workers.

Consulate  urged Filipinos to report any suspicious recruitment schemes to  appropriate authorities.

Palace’s statements come after President Ferdinand Marcos Jr. proclaimed  he is considering adopting  harsher, more confrontational stance against corruption in the government.

Marcos said when there is verified report of anomalies,  official involved would be removed without publicly disclosing the reason.

 Government  is currently probing  P1.4 billion land acquisition deal under  OWWA.

TRO on no-contact apprehension partially lifted

“TRO is only lifted with respect to  MMDA, but it still remains with respect to  LGU ordinances… can only be implemented by  MMDA in major thoroughfares, because  MMDA resolution only refers to major thoroughfares, especially C5 and EDSA,” Supreme Court (SC) spokesperson Camille Sue Mae Ting said at  press briefing.SC has partially lifted  restraining order it issued against  No-Contact Apprehension Policy (NCAP), covering only  implementation of  Metropolitan Manila Development Authority (MMDA) along major thoroughfares such as C5 and EDSA.

Ting said  high court granted  urgent motion filed by  Office of the Solicitor General (OSG) in behalf of  MMDA, partially lifting  temporary restraining order (TRO) issued in August 2022.

She said  MMDA resolution authorizing NCAP applies only to major roads and does not extend to local government units (LGU) enforcing their own policy within their jurisdictions.

In its urgent motion,  OSG cited  mounting record of traffic violations about 833,000 since  suspension of  NCAP from August 2022 to April 2025.

It noted that in March of this year alone,  total of 12,566 traffic violations were documented, way beyond  9,500 average monthly traffic violations prior to  NCAP’s suspension.

OSG said  even though MMDA has implemented its single-ticketing system, it is, by itself, not enough to address Metro Manila’s worsening traffic situation, saying road congestion and vehicular accidents are “primarily caused by motorists’ blatant disregard of traffic rules and lack of road discipline.”

“MMDA cannot reasonably apprehend all these flagrant violations due to its limited personnel available for deployment to guarantee compliance with traffic regulations,”  OSG argued, saying NCAP has been  vital tool in the pursuit of instilling road discipline.

OSG also noted  massive rehabilitation of EDSA this year, would divert vehicles to interior roads and alternate routes and would render  limited deployment of MMDA traffic enforcers and deputized local officers “grossly inadequate” to manage  anticipated surge in traffic.

“It is respectfully but firmly submitted that  MMDA must be granted full authority to implement its road and traffic management programs  most critically, its NCAP  to effectively address  worsening traffic congestion across Metro Manila’s thoroughfares and to safeguard  welfare and safety of all road users,”  motion read.

TRO against NCAP was issued on two petitions.  First  was filed by  Kilusan sa Pagbabago ng Industriya ng Transportasyon Inc., Pangkalahatang Saggunian Manila and Suburbs Drivers Association Nationwide, Alliance of Transport Operators and Drivers Association of the Philippines and the Alliance of Concerned Transport Organizations.

 Second  petition was filed by lawyer Juman Paa,  pleaded for  TRO against  NCAP being implemented in the city of Manila.

In issuing  TRO,  SC prohibited any apprehensions through  NCAP programs and ordinances, and enjoined  LTO and all parties from giving out motorist information to all LGUs, cities and municipalities enforcing NCAP programs and ordinances.

When  first petition was filed, NCAP was being implemented in Metro Manila by local governments of Quezon City, Manila, Valenzuela, Muntinlupa and Parañaque, through their ordinances based on  2016 resolution of the MMDA, which ordered  re-implementation of  NCAP.

Petitioners argue that  NCAP implementation is unconstitutional because it violates  right to privacy of motorists, since anyone can access  traffic violation records by merely using  plate number of the vehicle.

They argue that NCAP provisions impose unreasonable conditions that include non-renewal of vehicle registration until fines are settled.

Petitioners said no law passed by Congress authorizes NCAP’s implementation, and that administrative regulations must not contradict existing laws or Constitution.

Motorists complained exorbitant fees were collected under NCAP, with  bulk of  fees going to  private service provider,  should have no role in enforcing laws and traffic rules. Motorists also cited  inadequacy of traffic management infrastructure.

In  statement,  MMDA said  lifting of  TRO will enable  agency to enhance traffic management on major roads, particularly in preparation for  EDSA rehabilitation,  begins on June 13 and is expected to worsen congestion.

Comelec is after bets with campaign materials still displayed

“We gave them five days after  elections to remove their campaign materials…it’s been more than five days,” Commission on Elections (Comelec) will go after candidates in  recently held midterm polls whose campaign materials are still left hanging in public places.

Comelec Chairman George Garcia said they will not let local and national candidates get away from leaving their campaign materials on display beyond  allowable period set by the commission.

Garcia said  even if they are not able to disqualify candidates after elections, they can still file  criminal case against them.

“Because that’s  election offense,” he said.

Garcia said they can also run after these erring candidates on the issue of campaign materials, if they will participate in future elections.

“Those that committed violations now can still be held accountable the next time they file their Certificates of Candidacy again in future elections,” he said.

Garcia  gave instructions to their field personnel to check whose campaign materials are still posted in public places.

He said  Comelec’s Task Force Baklas continues to monitor with  local Comelec offices as to reports concerning campaign materials.

Under Comelec Resolution 11086,  candidates shall remove or cause to remove all their election propaganda within five days after  elections. Failure to do so shall constitute  election offense.

Comelec  warned all candidates, elected or not, to file  accurate statement of contributions and expenditures (SOCE) with poll body or be filed with criminal case.

Garcia said all candidates, including party-list groups and those who withdrew while  campaign was ongoing, have  obligation to file  “truthful” SOCE on or before June 11.

“If you file SOCE with discrepancy, you will face falsification and perjury charges… that is lying…if in case you did not file SOCE for two consecutive times,  criminal case can be filed against you as well as perpetual disqualification to hold public office,” the poll body chief said.

“If  candidate’s expenses went beyond what is allowed, that is  ground for disqualification…we can still enforce this even after elections,” Garcia said.

Apart from the amount, Garcia stressed SOCE should also reflect  names of contributors.

“There are contributors who don’t like it when they don’t see their names on the list… we will upload  SOCE in  Comelec website,” Garcia said.

Non-filing of SOCE would entail paying  administrative fine.
Under Republic Act 7166, every candidate and treasurer of  political party must file their “full, true and itemized” statement of all contributions and expenditures in connection with  election within 30 days after election day.

Stronger collaboration eyed to eradicate gambling addiction

“Gaming has inherent social risks, but with  right safeguards and collaboration among all sectors, we can ensure safety and well-being of our players,” Philippine Amusement and Gaming Corp. (PAGCOR). chairman Alejandro Tengco said at the second International Conference on Responsible Gambling and Addiction in Quezon City gambling addiction should be mitigated through stronger collaboration among industry stakeholders.

State  gaming regulator and operator, he said, has  responsible gaming program allowing self- or family-initiated player exclusion and regulation of gaming advertisements, as well as partnerships with rehabilitation centers.

Meanwhile, PAGCOR has warned against fraudulent gaming certifications requiring cash deposits from customers.

Lucky 7 Bingo Corp. is reportedly engaging in contract agreements with people under  guise of offering “guidance and support to potentially earn P50,000 through Lucky 7 bet lottery platform.”

Bettors were required to make  upfront cash deposit of P3,000 as part of  bogus agreement.

Lucky 7 Bingo is currently operating with  legitimate electronic games venue license.

PAGCOR clarified  license is  fake offshore gaming license, considering that all Philippine offshore gaming operators have been banned since 2024.

“While Lucky 7 Bingo Corp. is  legitimate licensee for e-games venue operations as of end-April, it does not hold any valid offshore gaming license,” PAGCOR said.

Bills of patients sponsored by losing bets worried hospitals

“They are worried since not all of  ‘sponsors’ won in the last elections,” Private Hospitals Association of the Philippines Inc. (PHAPI) president Jose de Grano said citing political sponsorship issues following  recent elections, private hospitals raised concern over more than P7 billion worth of unpaid medical services rendered under  government’s Medical Assistance for Indigent and Financially Incapacitated Patients (MAIFIP) program.

PHAPI questioned whether its members would still be compensated, given that some patients were endorsed by political candidates who failed to secure seats in  May 12 polls.

De Grano said around 40 percent of PHAPI’s 1,200 member hospitals have pending claims, with total receivables exceeding P7 billion.

Seventeen private hospitals in Batangas alone are reportedly owed some P400 million, while many hospitals across  Visayas and Mindanao face similar problems.
PHAPI called on  Department of Health (DOH) to expedite  release of payments to hospitals that provided services under MAIFIP.
“Now that elections are over, our private hospitals who cater to  MAIFIP funds by DOH are appealing for  immediate payment of these services already given to  patients through their MAIFIP program,” said de Grano.
He underscored that  services were delivered in good faith and should not be compromised by  political outcome of those who endorsed patients.

“We hope that this availment made through our politicians and government officials will be released at once to enable  hospitals to recover whatever benefits they have advanced to our indigent patients,” de Grano said.

Grade 13, fake news- DepEd

“Warning to public…fake news is  Facebook post about  alleged additional Grade 13 in Senior High School for SY 2025-2026,” Department of Education (DepEd) said on Facebook,viral social media post purportedly announcing addition of Grade 13 to Senior High School in the coming school year.

 “DepEd once again reminds  public to be cautious and analytical against misinformation,” it said.

Meanwhile, Budget Secretary Amenah Pangandaman said  government is spending P4 billion to create 16,000 new teaching positions for  coming school year in  bid to boost manpower in public educational institutions.

In  statement, Pangandaman said she has approved  creation of 16,000 teaching positions in public schools.

This will require P4.19 billion in budget allocation covering  first tranche of  20,000 teaching positions targeted for 2025.

Fund  will come from  Department of Education’s (DepEd) built-in budget under  2025 General Appropriations Act, specifically earmarked for hiring new school personnel.

Of  targeted new positions, 15,343 will cover Teacher I posts with  salary grade 11 or at least P27,000 monthly.

Another 500 positions are for special education teachers with salary grade 14 or roughly P33,800 monthly.  Remaining  157 posts are meant for special science teachers with salary grade 13 or P31,300
