“She took her oath of office before yours truly so she can dispose power and functions immediately of the Commissioner,” Commission on Elections (Comelec) Chairman George Garcia said President Ferdinand Marcos Jr.has named two insiders as replacements for two newly retired commissioners of  Comelec as  poll body gears up for  campaign period for this year’s midterm polls.

Appointment of long-time election officials Maria Norina Tangaro-Casingal and Noli Rafol Pipo as commissioners was confirmed by Executive Secretary Lucas Bersamin.Garcia thanked President Marcos for granting  Comelec’s request for  immediate appointment of “an insider” to replace Inting.Pipo, who started as  election officer III in Bangued, Abra in 1993, takes over  position of retired commissioner Marlon Casquejo. Before appointment, Pipo was  regional election director in Ilocos.

Two were issued ad interim appointments because Congress is not in session.Former Comelec commissioner Gregorio Larrazabal said Marcos made “very good choice” in appointing  Casingal.

Pipo will take his oath of office tomorrow and will be assigned as  member of Comelec Second Division. His ad interim appointment is valid until resumption of Congress in June.

Meanwhile, President Marcos has named Agrarian Reform Undersecretary Luis Meinrado Pangulayan as commissioner of  Civil Service Commission (CSC).

Pangulayan’s appointment was ad interim, as Congress is on break. Malacañang will submit his nomination papers to  Commission on Appointments when Congress resumes session on June 2.

Pangulayan,  replaced Aileen Lizada, will serve as CSC commissioner until Feb. 2, 2032. His appointment paper was signed on Feb. 10.

Prior to his new appointment, Pangulayan was undersecretary for policy, planning and research at the Department of Agrarian Reform.

In November 2022, Marcos appointed Pangulayan as director of the Career Executive Service Board.

Stop diversionary tactics, address impeach raps

By Nidz Godino

image.png

“This is nothing more than  desperate move to discredit  impeachment process,  real battle here is not about  political wrangling that we expect, but  one which involves truth and justice…these should not be hidden using diversionary tactics… would be best for the camp of impeached Vice President Sara Duterte to “stop  diversionary tactics” he said… they have been employing, and focus instead on how she can survive her impending Senate impeachment trial,”House assistant majority leader Jay Khonghun of Zambales’ first district said it was the height of political absurdity to raise issues against Speaker Martin Romualdez,  leader of House of Representatives that impeached Duterte, at this crucial stage.

“The Speaker has been instrumental in ensuring that rule of law is followed, and now he is being targeted to weaken  case against Vice President Duterte,” he observed. “This, to me, seems crystal clear, let alone the timing…the Speaker is suddenly criticized after  complaint was sent to  Senate.”

“Duterte camp should not use Speaker Romualdez as scapegoat if only to evade questions about billions of confidential funds lost, or to veer away from Articles of Impeachment against her,” House deputy majority leader and La Union 1st district Rep. Paolo Ortega V said.

“These diversionary tactics have no basis, and this is just another shot at fantasy and fiction… objective is very obvious, and they are just trying to divert  attention of people from  real issue   public should focus their attention on , the impeachment of Duterte,” he said.

Manila Rep. Joel Chua, chairman of the House committee on good government and public accountability that probed Duterte’s use of confidential funds, said: “We’ll see each other at  Senate Impeachment Court…we’re ready for her and her antics.”

Impeachment  complaint against Vice President Duterte was filed on  grounds of alleged corruption involving confidential funds. It was endorsed by at least 215 lawmakers,  rare show of unity across party lines, signaling broad support for accountability.

Ortega, also  member of  “Young Guns” club in  House, warned  Duterte camp against derailing any further the trial in  Senate.

“If they think we will get distracted through these tactics, they’re definitely wrong, because we will pursue this truth with more vigor than ever.”

Another 25 lawmakers who were not personally able to sign  complaint sent verifications to be part of  complainants in  impeachment raps against Vice President Duterte, bringing total number to 240 or almost 80 percent of  306-member House.

Ortega warned that attempts to derail  impeachment trial through politically motivated cases would only backfire on them.

“Senate must not be swayed by political distractions… people demand transparency and accountability, and they will not be fooled by these diversionary tactics.”

He urged  Senate to remain independent and not allow external influences to affect  impeachment trial.

A mentor in Pokwang

By Cynthia Montojo

image.png

“Binibining Marikit” premieres today at 2:30 in the afternoon.

After starring in drama series “Magandang Dilag” as  plain-looking and witty Gigi, Herlene Budol headlines another GMA Afternoon Prime series “Binibining Marikit” as  hard-working and cheerful tour guide Marikit or Ikit. It has given  beauty queen, comedienne, host and social media influencer  chance to further learn  ropes of acting from seasoned stars such as Pokwang.  Latter  can do comedy or drama in one project and even both in another.

“Madalas po ako yung magtanong sa kanya,” said Herlene, giving one  idea about  working dynamics between her and Pokwang, also known as “Mamang” to colleagues, in  recent press conference. “Siyempre, kasi si Mamang hindi naman  bida-bida na bigla na lang mag-a-advise sa…so, ako po yung unang nagtatanong talaga gaya ng, ‘Mang, tama po ba ito…Mang, OK po bang atake ‘to…Mang, ganito po ba dapat…laging dapat ako ang mag-approach kay Mamang ng mga ganun kasi beterana na po si Mamang… I really look up to her.”

So, Herlene values pieces of advice Pokwang has given her.

Dreaming of one day when she could collaborate with her idol on  project, Herlene shared  fun anecdote about  fulfillment of ticking that off on her wish list. She and Pokwang had  conversation and Herlene expressed her interest in working with the latter. If there was  new project in offing, she would learn it from her handler. This time around, it was Pokwang, her eventual co-star in “Binibining Marikit,” who revealed  good news.

“Sabi niya sa ‘kin, ‘Nak, ano ready ka na ba…ang sabi ko, ‘Na ano …sa ‘Binibining Marikit …so, nung una ko pong narinig sa kanya yun, naiyak pa ho ako,” recalled she.

“Parang kakabangit ko lang sa kanya na ‘Mang, sana maka-trabaho kita…tapos, nagulat po ako na sa kanya pa rin nanggaling pa yun….”

Aside from that, Herlene is also working with actor Tony Labrusca and Kevin Dasom, winner of Manhunt International 2024 and  Irish-Thai model, as her leading men.

Director of “Binibining Marikit” is Jorron Lee Monroy, who was also at the helm of “Shining Inheritance.”

“First and foremost, ‘Shining Inheritance’ was  family drama and  heavy drama… revolved around lives of rich people,” said he. “Visually, you would see characters in mansions, modern offices and restaurants… setting was Metro Manila…with ‘Binibining Marikit,’ it is also dramatic and cinematic, but there’s  add-on of romance and comedy. Dun pa lang sa mixture na yun, iba na kaagad yung vibe na binibigay ng show. As shown in AVP, we would shoot scenes on mountain, cross  river and climb  mountain to form and tell this show.” Doing so is given since Ikit, the character of Herlene, is  tour guide and  vlogger.

Since  story is told with  mountains of Brgy. Daraitan in Tanay, Rizal as  backdrop, Herlene,  Rizaleña, was in awe of beautiful environmental spots  her hometown can offer to locals and visitors.  Scenic  landscape includes mountains and rivers. It will also be featured in “Binibining Marikit.”

Part of the narrative is  tribe that is on verge of getting affected by  development project. Show’s message is about taking care and saving  environment, said Herlene, and  beauty of having  harmonious relationship between family, friends and people in the community. “It’s not just about respect to people, but also respect to environment…you will learn how to love and learn more about child-and-parent love and  love of people for  environment,” she concluded.

Watch “Binibining Marikit” from Mondays to Saturdays on GMA Afternoon Prime.

Bato is sorry after backlash for mocking Akbayan solon

By Nidz Godino

Inline image

“I apologize for what I said and did, particularly in failing to see the bigger picture…my apologies to Congressman Perci Cendana for my offensive comments on his person… I wish him good health,” Sen. Ronald “Bato” Dela Rosa apologized for insulting the appearance of Rep. Perci Cendaña (Akbayan Party-list).

Dela Rosa issued  statement following backlash from several personalities and health groups after mocking Cendaña,  stroke survivor.

The senator said his remarks against  Akbayan lawmaker stemmed from  “anger” of “Mindanaoans” and “Cebuano-speaking people,” whom he “empathized” with.

“I make no excuses and I take full responsibility for the hurt my words have caused,” he stressed.

Dela Rosa,  known Duterte ally seeking reelection, commented on  Facebook post that he would “knock up” Cendaña’s face after the lawmaker criticized Vice President Sara Duterte-Carpio for not taking her impeachment by the House of Representatives seriously.

“Your face looks as though it has been punched, that’s why it’s skewed, come here so I can punch  other side of your face and make it balanced,” Dela Rosa said

Cendaña responded by saying that his face should not be mocked, saying that this “crooked-faced gay man” is  stroke survivor.

“Yakap na mahigpit sa mga kapwa ko stroke survivor,” he said.

The House of Representatives impeached Duterte on February 5 after 215 lawmakers endorsed  articles of impeachment to  Senate.

Several public figures have condemned Dela Rosa’s statement, calling it inappropriate and insensitive.

Former senator and justice secretary Leila de Lima described his remarks as “unacceptable.”

“Hindi ito biro–tahasang pambabastos ito, lalo na sa isang taong buong tapang na humarap at nalagpasan ang matinding hamon sa kanyang kalusugan,” De Lima said.

She added that Dela Rosa’s actions were not only  insult to Cendaña but also to the dignity of their positions as elected officials.

“Ang isang senador na nagsusulong ng karahasan, kahit sa biro, ay hindi naaayon sa tungkuling dapat niyang ginagampanan, ipinakikita ng ganitong asal kung bakit kailangang piliing mabuti ang mga namumuno sa ating bayan,” De Lima said.

Meanwhile, Free Legal Assistance Group Chairman Chel Diokno also expressed his support for the Akbayan solon.

“Low blow talaga…ganyan talaga ang mga bully… Yakap at akbayan Rep. Perci…we have your back,” Diokno said.

TODAY’S GOD’S MESSAGE

1 Corinthians 13:1-3

13 If I speak in the tongues[a] of men or of angels, but do not have love, I am only a resounding gong or a clanging cymbal. If I have the gift of prophecy and can fathom all mysteries and all knowledge, and if I have a faith that can move mountains, but do not have love, I am nothing. If I give all I possess to the poor and give over my body to hardship that I may boast,[b] but do not have love, I gain nothing.

More power to regional devt councils

By Nidz Godino

image.png

“RDCs shall serve as  highest planning and policy-making body for socio-economic development in all regions of the country,” President Ferdinand Marcos Jr. in EO expanded  authority of regional development councils (RDCs) through  executive order (EO).

In EO 32, Marcos said there was  need to reorganize  RDCs to strengthen them for socio-economic development on regional level.

Each RDC will be composed of all provincial governors, all city mayors, select municipality mayors, chapter presidents of League of Municipalities, private sector representatives, as well as one regional head from several national government agencies.

Representatives must come from  National Economic and Development Authority (NEDA), Bangko Sentral ng Pilipinas, the Department of Agriculture and more.

The president also directed NEDA and  Department of Budget and Management to issue guidelines for strengthening regional investment programming and budgeting.

“All central offices of government agencies are hereby directed to prioritize key RDC-endorsed programs, projects and activities in their investment programs and annual budgets, and provide feedback through their regional offices to  RDC on their actions relative thereto,” EO said.

RDC will be led by chairperson and co-chairperson, both appointed by the president.

Chair and co-chair will have  authority to oversee and direct RDC’s activities.

Executive committee, made up of one-fourth of RDC’s regular members, will also be established.

NEDA is tasked with crafting necessary guidelines for  EO within 60 days of issuance, by January 28.

Funding for the initial implementation will be sourced from NEDA’s budget.

‘Celebrities, influencers can endorse only relatives for free in 2025 polls’

By Nidz Godino

“They must declare  amount, even if they claim it was free, because it still has  equivalent value,” Commission on Elections (Comelec) Chairman George Garcia said celebrities and social media influencers may freely endorse  family member or relative running in  May 2025 midterm elections.

Garcia said  regulation presuming celebrity and influencer endorsements as paid does not apply if they are endorsing  relative up to second degree of consanguinity or affinity.

Speaking at  Kapihan sa Manila Bay forum, Garcia mentioned  exemption is included in  resolution that  commission will release to regulate social media campaigns.

Under  second civil degree of consanguinity, covered relatives include parents, children, siblings, grandparents and grandchildren. Meanwhile, parents-in-law, siblings-in-law, grandparents-in-law and grandchildren-in-law fall under second civil degree of affinity.

However, Garcia stressed that candidates must report in their Statement of Contributions and Expenditures (SOCE) any payments made for  endorsements of celebrities and influencers not covered by exemption.

Failure to report such expenses in  SOCE is tantamount to  election offense and could be grounds for disqualification.

Politicians, especially those who belong to  same political party, are also presumed to be endorsing another candidate for free.

Candidates are required by law to include in their SOCE  individuals or firms they have contracted for campaigning.

Failure to file their SOCEs may result in administrative offenses, with fines ranging from P1,000 to P30,000, as determined by Comelec, excluding barangay-level aspirants.

For winning candidates or political parties, failure to comply may also result in withholding of their assumption of office.

Meanwhile, to hasten  verification of  official ballots for  2025 polls, Garcia said  Quezon City local government has granted exclusive and free use of Amoranto Stadium for  ballot verification.

“We were entrusted with Amoranto Stadium because there is no more space at  National Printing Office due to  small size of their building,” Garcia said.

“In order to conduct additional verification, we will need more ample space,” he added.

More Pinays cohabitated instead of marrying

By J.Lo

image.png

Study  of  Commission on Population and Development (CPD) revealed more Filipino women now prefer live-in arrangements instead of getting married. CPD research indicates  significant increase in  number of Filipino women aged 15 to 49 living with their partners outside marriage.

Results from  2022 National Demographic and Health Survey showed  number of Filipino women in this age group living with their partners has gradually quadrupled over  past three decades.

From five percent in 1994,  number of women entering live-in arrangements jumped to 19 percent in 2022.

Further,  2021 Young Adult Fertility and Sexuality survey found that about 20 percent of  20 million youth aged 15 to 24 are living with  partner or cohabiting.

CPD attributes this shift to several factors, including economic considerations and evolving social perceptions.

Many couples perceive cohabitation as  more economically practical way to raise  family, viewing formal marriage as more expensive.

Additionally, cohabitation is seen as  viable option for couples with differing religious beliefs.

Parents also prefer their children to cohabit, especially when they are still at  young age.

Meanwhile, for men, cohabitation is viewed as  next stage in relationship, while women tend to appreciate  romantic aspect of cohabitation.
