BSKE 92 winners with DQ cases canโ€™t assume posts

(PNP) chief publicist Col. Jean Fajardo said there were more election-related incidents (ERIs) during barangay and Sangguniang Kabataan elections this year than in  BSKE in 2018.  Ninety -two winning barangay and Sangguniang Kabataan elections (BSKE) candidates were not proclaimed and canโ€™t assume posts because of pending disqualification complaints, Commission on Elections (Comelec) Chairman George Garcia reported .

Comelec previously ordered  suspension of proclamation of all candidates with pending disqualification cases.

Of  253 BSKE candidates with pending disqualification cases, 92 won while 106 lost  elections.

Though they won in polls, Garcia said those candidates cannot assume posts until their disqualification cases have been resolved.

As of October,  Comelec has formally filed disqualification complaints against 223 BSKE candidates for premature campaigning and 71 others for illegal campaigning.

Poll  body previously issued show cause orders to 7,103 BSKE bets for premature campaigning and 1,371 SCO for illegal campaigning.

Comelec said even those who were proclaimed but found to have committed elections would not escape prosecution.

Fajardo said 47 ERIs occurred in recent electoral execises, surpassed  40 cases in 2018, or an increase of 17.5 percent.

Fajardo said 35 of  cases are under investigation.

Six of  incidents occurred on election day on Monday.

Other  incidents were physical injury with seven followed by beatings with four and kidnapping, three.

Other light threats included harassment and fire incidents with two each, and grave threats, armed confrontation, robbery with intimidation and violation of domicile, indiscriminate firing, armed encounter, alarm and scandal, vote buying and selling, and gun ban violation with one each.

Fajardo said 15 people were killed and 43 were injured due to violence in  BSKE.

Bangsamoro Autonomous Region logged  most number of elecion-related incidents with 16 followed by Northern Mindanao with 13.

In Metro Manila, only one BSKE-related incident was documented by National Capital Region Police Office.

PNP earlier said  BSKE was relatively peaceful as violent incidents  occurred did not disrupt  conduct of voting.

Interior Secretary Benhur Abalos reminded SK election winners that they could not assume office unless they undergo mandatory training.

Abalos said legally mandated training would be conducted by  National Youth Commission in coordination with Department of the Interior and Local Government (DILG).

โ€œUnder the law, SK winners cannot assume office unless they have undergone  mandatory seminar,โ€ Abalos said in  forum of  Kapihan sa Manila Bay.

SK chairpersons have until Nov. 13 to complete training before they could be allowed to assume their position.

Training for SK members who come from larger barangays will be extended until after Nov.14, depending on  schedule that will be released.

Training is provided under Repubic Act 10742 or  โ€œSangguniang Kabataan Reform Act of 2015.โ€

Failure to attend  training can be grounds to disqualify any SK official.

Training covers different modules including local government organization, SK history, planning and budgeting, as well as code of conduct and ethical standards for public officials.

Inmates who won in  recent BSKE will not be given special treatment even behind bars, Abalos said.

He said these winners would have to await  decision of court on the cases they are facing.

Three inmates had won as kagawad or barangay councilor in  BSKE.

โ€œThere will be no special treatmentโ€ฆif youโ€™re in jail, it canโ€™t be that youโ€™ll be on phone 24 hours, or have cellphone, that canโ€™t be,โ€ Abalos said.

He said  inmates would still enjoy  right to vote or run for office as they have not been convicted of  crime.

Once they are convicted, they can be perpetually disqualified from holding office.

WPS on FMJ agenda with visiting Japan PM

Kishidaโ€™s official visit, which ends tomorrow, comes in wake of incidents China Coast Guard ships harassed Philippine Navy vessels on patrol near Panatag (Scarborough) Shoal, and attempted to stop Philippine resupply missions for troops on BRP Sierra Madre in Ayungin (Second Thomas) Shoal.

Tokyoโ€™s ties with Manila were elevated to  strategic partnership in 2011.

 โ€œThey will also exchange views on major regional, international and United Nations issues affecting the region and the world,โ€  PCO added.

China has been showing more aggressiveness in asserting its sweeping claims in  South China Sea, despite getting rebuffed by  international arbitral court based in The Hague, invalidated Beijingโ€™s claim and reaffirmed  Philippinesโ€™ maritime entitlements in  ruling in July 2016.

Latest  incident of Chinese harassment took place on Oct. 22 when CCG and maritime militia vessels hit Philippine Coast Guard ship BRP Cabra and Unaiza May 2, while in  process of stopping  Filipino vessels from reaching  Sierra Madre to unload provisions.

Department of National Defense described  incident as โ€œserious escalation of  illegal activities conducted by  Chinese government in West Philippine Sea,โ€ noting it happened within  Philippinesโ€™ 200-mile exclusive economic zone.

Chinese military claimed  Philippine frigate โ€œtrespassedโ€ into  waters near Panatag Shoal,  traditional fishing ground off Zambales. National Security Adviser Eduardo Aรฑo said CCG shadowed  movement of  BRP Yap then on patrol.

Like Philippines, Japan also has  territorial dispute with China over  Senkaku Islands in  East China Sea.

Earlier,  national security advisers of the Philippines, Japan and the US met in Tokyo and reaffirmed importance of enhancing trilateral cooperation and response capabilities to maintain peace and stability in the Indo-Pacific region. They also agreed  free and open maritime order, characterized by freedom of navigation, and  free, fair, and equitable economic order are essential in Indo-Pacific, โ€œespecially given unilateral attempts to change  status quo by force or coercion.โ€

Officials  also talked about opportunities for combined maritime activities including multilateral joint naval exercises in Indo-Pacific waters.

Last February, FMJ  visited Japan,  met with Kishida, as well as with Emperor Naruhito and Empress Masako. FMJ sealed $13 billion worth of agreements during trip, according to  PCO.

Japan is one of  Philippinesโ€™ largest trade, investment and development partners and its largest ODA provider of loan and grant commitments. Its $12.92-billion ODA loan to  Philippines represents approximately 40.5 percent of  countryโ€™s total ODA portfolio.

Meanwhile, Surigao del Sur Rep. Johnny Pimentel said  may not be too late yet for  Marcos administration to consider Japan as  โ€œfallbackโ€ sponsor for key projects following  decision of economic managers to discontinue Chinese funding, due largely to Beijingโ€™s provocations in West Philippine Sea.

Pimentel said there is still hope for stalled infrastructure projects to push through despite  absence of funding from China, as  Philippines may turn to Japan for help.

โ€œOur sense is, Japan is our best recourse, considering  JICA,Japan International Cooperation Agency  is already helping our Department of Transportation in modeling our 30-year railways master plan for Metro Manila, Central Luzon, and Calabarzon,โ€ he said.

Pimentelโ€™s remarks came ahead of Prime Minister Kishidaโ€™s visit to  Philippines today until tomorrow.

โ€œJICA is already providing us  extremely low-interest official development assistance loans for  Metro Manila Subway and other rail projects in Luzonโ€ฆwe might as well ask them to double down and grant us  concessional loan for  MRP, we absolutely need  MRP ,Mindanao Railways Project to accelerate  transfer of people and goods, and drive Mindanaoโ€™s economic and social development,โ€ Pimentel, an assistant minority leaderโ€  said.

As originally designed,  MRP stretches for 1,544 kilometers covering  cities of General Santos, Cagayan de Oro, Iligan, Cotabato, Zamboanga, Butuan, Surigao and Malaybalay.

Rep. Brian Raymund Yamsuan said  even with China out of picture, FMJ is determined to see  โ€œBicol Expressโ€ project completed.

โ€œFMJ is not only bent on reviving and modernizing  Bicol Express as he had promised Bicolanosโ€ฆhe is also making sure  affected residents would not be neglected by ensuring that they get to resettle in livable communities,โ€ Yamsuan said.

FMJ recently led  groundbreaking for resettlement sites for residents of Laguna and Quezon who were likely to be affected by  construction of project.

โ€œThis is  strongest indicator  project will push through,โ€  Bicol Saro party-list representative said.

According to Yamsuan, removing Beijing as financier may prove to be even more beneficial to the country, especially now that  country would be able to tap other funding sources offering more cost-effective financing packages.

First  stage of  project to revive  Bicol Express line, known as  South Long Haul Project, will start from Banlic town in Laguna to Daraga in Albay.  Extension  of line to Sorsogon is also being eyed.

Connecting Laguna to Bicol,  first package of  368-kilometer Bicol Express project is expected to reduce travel time between  two points from  current 14-18 hours to six hours, using regular commuter trains, and 4.5 hours, using  lineโ€™s express trains.

Project  would be linked to  North-South Commuter Railway System, originally envisioned to link  provinces of Bulacan and Pampanga in the north, to Metro Manila and Laguna in the South.

Congress will convene for a special joint session after Undas to welcome Japanese Prime Minister Fumio Kishida during his official visit to Philippines from Nov. 3 to 4.

Senate will convene at 9 in the morning Saturday for both houses of Congress to separately pass two resolutions inviting Prime Minister Kishida to  legislature and another to convene  joint session.

Senators will then join their counterparts in  House of Representatives at  Batasang Pambansa complex to hear Japanese prime ministerโ€™s address at 11 in the morning., according to Senate President Juan Miguel Zubiri.

Among the 24 senators, those confirmed to physically attend are Zubiri, Majority Leader Joel Villanueva, Cynthia and Mark Villar, Bong Revilla, Lito Lapid, Robin Padilla, JV Ejercito, Risa Hontiveros, Francis Tolentino, Nancy Binay, Alan Peter Cayetano, Jinggoy Estrada, Imee Marcos, Grace Poe, Aquilino Pimentel III and Loren Legarda.

Zubiri said  joint Congress just in time for resumption of session after  break โ€œwas  honor accorded to a foreign head of state only five times in Philippine history.โ€

The last one was when Congress convened in February 2006 to receive then Indian President Avul Pakir Jainulabdeen Abdul Kalam.

Congress also convened for Pakistan President Pervez Musharraf in April 2005, China President Hu Jintao in April 2005 and US Presidents George W. Bush (October 2003) and Dwight Eisenhower (June 1960).

Zubiri said  Japanese Prime Ministerโ€™s visit will โ€œstrengthen cooperation between two allies in confronting common challenges.โ€

โ€œWe look forward to  address of  leader of  nation that is  robust trading partner,  strong security ally,  lending hand during calamities and  investor in Philippine progress,โ€ Zubiri said.

Senate President called Japan  Philippinesโ€™ largest source of official development assistance (ODA) projects.

Citing data from  Department of Finance, Zubiri said Japanese ODA loans for  Philippines amounted to $14.139 billion or P7.77 trillion over 20 years, covering three presidencies from 2001 to 2020.

This accounts for 72 percent of $19.656-billion total bilateral loan portfolio in the same period.

Zubiri  invited Kishida to address Congress when  Philippine Senate delegation he headed paid Kishida  visit in Tokyo last April.

โ€œWe are honored that good prime minister accepted our invitation for him to address  Filipino people through Congress,โ€ Zubiri said.

FMJ visited Japan last February for  five-day visit, during  Japan pledged 600 billion yen in development aid to help  Philippines achieve upper middle income status by 2025, and over $13 billion worth of contributions and pledges.

Zubiri  expects Kishida to be briefed by Philippine officials about  status of Japanese-funded big-ticket projects, including  Metro Manila Subway and North South Commuter Railway projects.

He also proposed to Kishida for both countries to enter into  โ€œenhanced securityโ€ deal called  โ€œReciprocal Access Agreementโ€ (RAA),  aimed at paving way for  visiting forces agreement between Japan and  Philippines for joint military exercises.

Deal  would be Japanโ€™s first RAA with an ASEAN member and  third this year after similar pacts with Australia and Britain.

โ€œPush for RAA โ€ฆ  allow both our troops train in Japan and Philippines for better cooperation and interoperability,โ€ Zubiri said.

Philippines is entering into security deals with other defense allies amid Chinaโ€™s increasing aggression in South China Sea, latest  resulted in  collision between China Coast Guard vessel and  Philippine resupply ship to Ayungin Shoal due to dangerous maneuvers by  Chinese.

Zubiri also hoped visit will facilitate more loans from Japan after  Philippines pulled out from ODA loan negotiations with China over  Mindanao railway project.

โ€œHopefully, we can add possible loans to take over  failed projects of Chinese governmentโ€ฆletโ€™s let Japan handle these projects,โ€ he said.

At  House of Representatives, Speaker Martin Romualdez said Japanese Prime Ministerโ€™s two-day official visit to  Philippines could open new doors for mutually beneficial collaboration.

โ€œWe are optimistic  through our discussions, new pathways for collaboration and development will emerge, promising enhanced opportunities and  brighter future for all Filipinos, here and in Japan, we warmly welcome his excellency Kishida Fumio, Prime Minister of Japan, on his significant official visit to our country on Nov. 3 and 4 this year… House of Representatives, as  honored venue host of this significant event in  Batasang Pambansa Complex, is committed to exerting all efforts to ensure Prime Minister Kishidaโ€™s visit is both fruitful and memorable, this visit, symbolizing  deep and longstanding bond our nations have forged, built on mutual respect, shared values and  unified vision for peace, stability and prosperity in  Asia-Pacific region, signifies  strength of our bilateral ties,โ€ Romualdez said.

Militant group Bagong Alyansang Makabayan (Bayan), however, is opposing plans for  military access agreement between Philippines and Japan.

Bayan president Renato Reyes said allowing Japanese troops to join military exercises in the Philippines will just be another version of  visiting forces agreement  country already has with  United States.

Reyes said  agreement is part of  entire network of  US in the region, with Japan serving as its junior partner and Philippines playing  role as vital cog of Washingtonโ€™s war machine.

Reyes made  statement as Prime Minister Kishida will embark on  official visit in the country to bolster ties between  two countries.

980k visit Manila North Cemetery despite downpour

โ€œLet us rememberย ย courageย ย our saints and dearly departed have shown amidst their plight, so we may be empowered to be bold in living with and for Christ no matterย ย difficulties that we face in this world,โ€ President Ferdinand Marcos Jr. said inclement weather did not stop at least 980,000 Filipinos from visiting their departed loved ones atย ย Manila North Cemetery to mark All Saintsโ€™ Day.

Figure  is nearly four times  number of visitors last year at 250,000, when government restrictions due to  COVID pandemic were in place.

Some visitors settled for lighting candles at rotunda near  main gate, usually done by those who could no longer locate  tombs of their departed loved ones within  cemetery.

Others posed for photos in front of tombs of prominent personalities in  cemetery.

Among those buried there are former presidents Ramon Magsaysay, Sergio Osmeรฑa and Manuel Roxas, film and television icons Fernando Poe Jr. and his wife Susan Roces, and American governor-general Francis Burton Harrison.

Estimated  500-square-meter lot for Osmeรฑas, where Sergio and his wife Esperanza Limjap are buried, will remain for as long as their grandchildren wish, according to โ€œJoel,โ€  man guarding their graves.

Upkeep  of these heritage graves will depend on relatives, Manila North Cemetery administrator Roselle Castaรฑeda said.

Those who wish to do tours of heritage graves must secure permission from  city government, according to Castaรฑeda.

In Paraรฑaque, around 100,000 people visited Manila Memorial Park and another 100,000 are expected to visit today.

City police chief Col. Reycon Garduque said figure is more than  number of visitors reported last year.

Around 35 police personnel and 80 force multipliers were deployed to maintain peace and order in the cemetery, Garduque told media.

FMJ sent two wreaths of white flowers to  tombs of  late senator Benigno โ€œNinoyโ€ Aquino Jr. and former presidents Corazon Aquino and Benigno โ€œNoynoyโ€ Aquino III at  Manila Memorial Park in Paraรฑaque City.

Ninoy Aquino, staunch critic of Marcos Sr., was assassinated upon his arrival in Manila from  US on Aug. 21, 1983.

His widow Corazon was installed as president in 1986 following people power revolt that toppled  government of strongman Ferdinand Marcos Sr.

Meanwhile, FMJ visited  tomb of his father at  Libingan ng mga Bayani in Taguig.

He arrived at  cemetery at 10:07 in the morning with First Lady Liza Marcos. They were joined by their sons, Joseph Simon and William Vincent.

FMJโ€™s mother, former first lady Imelda Marcos, and sisters, Sen. Imee Marcos and Irene Marcos-Araneta, were also present.

In his message for  observance of All Saintsโ€™ and All Soulsโ€™ Days FMJ urged Filipinos to value  โ€œvirtuous lifeโ€ and remember bravery of  saints as they strive to overcome trials.

He encouraged Filipinos to reflect on their purpose and  โ€œunceasing need for Godโ€™s guidance as they celebrate saintsโ€™ devotion and  legacies of those who have diedโ€ฆlet  examples of faith demonstrated by our forebears bind us all in appreciating  joy of leading  virtuous life here on earth as well as in recognizing  promise of eternal life through Jesus Christโ€

FMJ said  Filipinosโ€™ obedience to holy obligation throughout  centuries has given birth to traditions and culture that give utmost importance to faith and family.

โ€œThis time comes as  refreshing gift, for we can also enjoy reuniting with our loved ones while receiving much needed nourishment for our spiritual lives,โ€ he said.

FMJ declared Nov. 1 and 2 as holidays through Proclamation 42 issued in August last year.

All Saintsโ€™ Day or  Solemnity of All Saints honors men and women who are regarded as models of  Catholic faith.

All Soulsโ€™ Day is occasion to remember and pray for those who have died and are believed to be undergoing cleansing before going to heaven.

FMJ shared creepy encounters in Malacaรฑang, which was his familyโ€™s residence for more than 20 years, during  administration of his father.

Malacaรฑang is official residence of  Philippine president.

Marcos Sr. served as president from 1965 to 1986.

โ€œI havenโ€™t really told these stories to my childrenโ€ฆthey might get scaredโ€ฆbut since itโ€™s Halloween, I will tell you about my experiences here, especially when I was young,โ€ Marcos said in his vlog titled, โ€œMga Multo sa Malacaรฑang,Ghosts in Malacaรฑang,โ€ posted on YouTube on Oct. 31.

In  vlog, FMJ was joined by his eldest son, Ilocos Norte Rep. Sandro Marcos.

He began his story with โ€œFather Brown.โ€

FMJ said security guards at Palace claimed Father Brown wakes them up at night.

โ€œWhen we looked at  history of Malacaรฑang, we found out  Father Brown used to work at the Palace during time of  Americans,โ€ FMJ said.

He narrated his strange experience at  guest room, near state dining room, where he holds Cabinet meetings.

He went home late one night and when he opened the door to his room, he saw  chairs move.

โ€œI screamed and ranโ€ฆ I told  security, โ€˜Ghost! Ghost!โ€™โ€ FMJ said.

Sandro โ€œ still find that hard to believe.โ€

โ€œItโ€™s true,โ€ FMJ told his son.

He  had shared  ghost-hunting experience with his friends at  Palace.

He told stories of doors opening and closing, and chandeliers moving on their own.

When FMJ walked up Palaceโ€™s formal stairs, especially when he was alone at night, he felt as if somebody was watching him from behind.

At  end of  vlog, FMJ asked Sandro: โ€œwhat would you do if we had ended up living here in Palace?โ€

Sandro replied โ€œIโ€™ll just get  condo unit nearby.โ€

FMJ said Malacaรฑang was built in  1570s by Don Luis Rocha Camina.

It was bought by government in 1825 to be used as  summer house of  governor-general.

It became  residence of 18 governor-generals and 14 American military and civil governors, and later on of presidents of the Philippines, FMJ said.

He said  Palace underwent renovations and refurbishments after several wars.

โ€œMajor remodelling happened during  time of my father, because my mother did  remodeling,โ€ Marcos said.

Manila Cathedral vice rector Fr. Vicente Gabriel Bautista said  praying and having friends to whom you unburden your sorrow could help in coping with  loss of  loved one.

Bautista advised those who are experiencing difficulty in coping with grief to pray to lessen their heartache.

Another way to ease  heavy heart is to have friends who listen and give comfort.

โ€œYour continuous companionship with each other, find friends you could talk toโ€ฆat least someone who would be there to encourage you and tell you  they are in  safer place,โ€ he said.

Prelate  said those who have gone to afterlife are believed to be in company of the Lord.

BSKE bets told to file SOCEs, remove campaign materials

โ€œReminder to all candidates, you only have five days or until Nov. 4 to remove all posted and distributed campaign materials inย ย common poster area,โ€ Commission on Elections (Comelec) spokesman John Rex Laudiangco said during Laging Handa public briefing all candidates inย ย barangay and Sangguniang Kabataan elections (BSKE) have until Saturday to remove their posters and other campaign materials, andย ย last week of November to submit their Statement of Contributions and Expenditures (SOCE).

Moreover, BSKE candidates, whether they won or lost in  elections, are required to submit their SOCE,  comprehensive report about  campaign contributions and expenditures of political candidates.

Republic Act 7166, or  Synchronized National and Local Elections and Electoral Reforms Act, states  no elected officials may sit without filing their respective SOCE.

Candidates should file their SOCE at Office of  Election Officer concerned on or before Nov. 29,2023 or not later than one month after  day of election. Those who fail to submit  document after two successive elections can no longer run for public office.

At the same public briefing, Laudiangco reported  commission is still investigating 154 complaints of vote-buying. If there is enough evidence, he said,  poll body will file  charges.

Laudiangco said Comelec has formally filed vote-buying charges against 27 candidates and is set to file 46 more cases.

Commission  suspended  proclamation of 256 BSKE candidates facing disqualification complaints for premature and illegal campaigning as well as vote-buying. Of  256 candidates, 59 won in  elections.

Interior Secretary Benhur Abalos has clarified three-week maximum transition period set by the Department of the Interior and Local Government (DILG) is to ensure proper and smooth turnover of office and barangay properties to incoming candidates.

โ€œLet us clarify, they can assume anytimeโ€ฆright now or yesterday according to  law. But for transition purposes they have up to three weeks because of  outgoing processes,โ€ he said at  Kapihan sa Manila Bay forum.

Abalos noted  there are still procedural issues  new officers need to undertake, such as appointing barangay secretary and treasurer.

Abalos backs  call of Comelec on possible charges against poll workers who backed out of their duty at  last minute.

โ€œUnless, of course, if they have  valid reasonโ€ฆwe must also understandโ€ฆbut if it was proven  they have no valid reason, they will have to be filed charges,โ€ he added.

Comelec Chairman George Garcia is eyeing criminal and administrative charges against  poll workers, particularly more than 2,500 teachers, who backed out during election day in Bangsamoro Autonomous Region in Muslim Mindanao.

Abalos  will conduct  investigation with  Philippine National Police to determine  ground situation  led to  backing out of poll workers.

Concerning persons deprived of liberty (PDLs) who won  barangay elections, Laudiangco said all three have already been proclaimed.

Three  winning PDLs cannot physically take office in barangay halls.

After  proclamation, he said,  Comelec turned over jurisdiction over barangays  elected  PDLs to  DILG.

He explained  PDLs, particularly those who have no final conviction, whose trial is still ongoing or were sentenced to less than  year of imprisonment  still have right to vote and run for public office.

Comelec,  will just await  guidance of  DILG on how three PDLs can perform their duties as elected barangay officials while still in jail.

Parish Pastoral Council for Responsible Voting (PPCRV) expressed its support for  nationwide automation of BSKE.

PPCRV national media and voters education director Ana de Villa-Singson said, โ€œpending cost evaluations, we believe  automated elections  have been implemented with effectivity for national elections may likewise be implemented successfully for local barangay and SK elections.โ€

PPCRV also recommended nationwide mall voting in  coming elections.

โ€œMall elections in select SM and Robinsonsโ€™ Malls were observed to be facile and incident-freeโ€ฆaccess to parking, in-house security and  convenience and comfort of air conditioning were benefits appreciated by mall voters,โ€ Singson said.

PPCRV also noted problems during recently concluded village elections, and even suggested  additional Accessible Polling Place (APP) and Emergency Accessible Polling Place be allocated for senior citizens and persons with disability (PWDs).

In areas without APPs,  PPCRV volunteers reportedly made makeshift signs and physically assisted PWDs and senior citizens. 

Canvassing and proclamation of BSKE winners in all 42,001 barangays nationwide have been completed.

Garcia reported winners in all  barangays in  Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), where most of  election-related violent incidents occurred, were already proclaimed.

โ€œOnly remaining unproclaimed candidates were  ones ordered suspended by Commission and those in areas where  electoral board availed itself of  five-day notice rule,โ€ Garcia said.

No failure of election was declared anywhere.

Abalos said over 19,000 barangay captains and 17,160 youth council winners have been proclaimed.

Armed Forces of the Philippines chief Gen. Romeo Brawner Jr. lauded  generally peaceful conduct of this yearโ€™s BSKE.

โ€œNo threat group was able to cause any disruption in  voting process, and  several election-related incidents reported werenโ€™t able to prevent our citizens from exercising their right to vote for their preferred barangay officials and youth leaders,โ€ Brawner announced.

Abalos urged all candidates, winners and losers alike, to respect results of  BSKE.

โ€œNow is the time to workโ€ฆwe have  lot of advocaciesโ€ฆof course,  President stresses economy is very importantโ€ฆlook at fundamentals, peace and order are very important,โ€ Abalos said during Kapihan sa Manila Bay forum.

He encouraged  incoming officials, especially SK winners, to help  national and local governments to curb illegal drugs in their communities.

โ€œIt is very important to be  shepherd of peers to avoid drugsโ€ฆencourage programs and be shepherds of peace,โ€ he added.

He noted  there are  slew of issues need to be addressed in  communities, such as HIV, malnutrition, and  youth.

He also noted  importance of  barangay, unique government unit in the Philippines, as evidenced by  COVID-19 pandemic response.

Abalos said Department of the Interior and Local Government is studying proposals to provide  salary for elected barangay officials.

โ€œNumber one is an amount that is fairโ€ฆnumber two, it will not be honorariaโ€ฆfor salaries, we might include tanodโ€ฆwe will provide salaries for those who are accepting honoraria. Barangay captain is  24-hour job,โ€ he said.

Abalos said despite some isolated incidents of violence,  BSKE was successful.

He noted there were 62 incidents reported on election day, including 11 shootings, 15 cases of beatings and two vote-buying.

Meanwhile, two members of House of Representatives have urged  winners of  BSKE to buckle down to work.

Las Piรฑas Rep. Camille Villar congratulated new and re-elected barangay and SK leaders as she asked them to โ€œserve your people well.โ€

Villar noted  task awaiting these officials is โ€œbroad and diverse, and they have limited time to make  significant impact in their communities and on lives of their constituents.โ€

โ€œIt is now time to show to your constituents  you are capable to serve them well,โ€ she added.

Lawmaker  had wished  BSKE winners to โ€œremain as enthusiastic and determined about  challenges ahead of you as you were when you sought your peopleโ€™s support.โ€

Barangay Health Wellness party-list Rep. Angelica Natasha Co has urged  โ€œre-elected and newbie winnersโ€ to implement laws โ€œwell.โ€

Co added  SK should do more than just basketball competitions, pageants and talent shows.

โ€œTheir youthful energies and talents could be channeled to championing child care and protection, LGBTQIA rights, anti-hazing programs, mental health programs, and addressing juvenile delinquency and unemployment,โ€ she added.

Philippine Red Cross (PRC), on other hand, reported  3,869 people experienced medical conditions and were assisted and treated during  BSKE.

Some 3,790 voters had their blood pressure and other vital signs monitored by medical teams while 70 were treated for dizziness, fainting, abrasions, headaches, muscle cramps, difficulty breathing, hyperventilation, burns, stomach pains and other illnesses.

Nine were brought to hospital for abdominal pain, chest pains, difficulty breathing and elevated blood pressure.

Total  of 127 other people were given welfare desk assistance,  PRC said.

PRC chairman Richard Gordon said their support to  elections is part of PRCโ€™s commitment to  public.

โ€œIt is  promise to strengthen  democratic process by ensuring  every citizen can participate safely and without fear,โ€ he said.

Holiday pay awaits workers on Nov 1, 2

โ€œIfย ย employee did not work,ย ย no work, no pay principle shall apply, unless there isย ย company policy, practice or collective bargaining agreement granting payment on special day,โ€ Labor Secretary Bienvenido Laguesma said additional pay awaits private employees who will opt to report for work today and tomorrow.

Laguesma said workers who will opt to enjoy  holiday and not report to work on Nov. 1 and 2 are not getting any pay.

Laguesma said, in advisory, principle of โ€œโ€œno work no payโ€ shall apply for Nov. 1 and 2, which have been declared as special non-working days.

But Laguesma reminded employers to comply with their legal obligation in providing rightful wages to their workers, particularly those who will render services during  holidays.

Under  rules, employees who report for work today are entitled to an additional 30 percent of their basic pay for  first eight hours of work.

For services done beyond eight hours,  employee shall be paid  additional 30 percent of  hourly rate on said day.

Work on  special non-working day that also falls on employeeโ€™s rest day shall be paid  additional 50 percent of basic wage on first eight hours of work.

Overtime work on  special day falling on workerโ€™s rest day shall be paid an additional 30 percent of  hourly rate on said day.

VP Saraโ€™s satisfaction rating plummets by double digits โ€” OCTA survey

โ€œDoubleย ย digitsโ€ has been declined satisfaction ratings for Vice President Sara Duterte Carpio.

Overall  ratings for Duterte and President Ferdinand “Bongbong” Marcos Jr. fell in  third quarter of the year,  latest Tugon ng Masa Survey by private research firm Octa Research found.

From July to September, Duterteโ€™s satisfaction score dropped 12 points from 82% to 70%, while her trust score dipped by eight points from 83% to 75%, according to  poll. 

FMJ suffered  six-point drop in his satisfaction score from 71% to 65% while his trust rating dropped to 73% from  second quarterโ€™s 75%.

Both leaders still held majority approval in their trust and satisfaction ratings nationwide despite  “significant decreases,โ€ Octa Research noted.

Duterteโ€™s satisfaction score plummeted most in Visayas  declining by 16 points from 90% to 74%, while survey respondents from Balance Luzon provided  lowest score for Duterte at 62% lower by 12 points from July

Trust ratings for VP remain  highest in Mindanao 95%,  highest of five officials included in survey. Meanwhile, Duterte received  lowest trust score in Balanze Luzon (64%) and members of Class ABC (59%).

FMJ enjoyed  highest trust rating in  Visayas (78%) and from members of class D (74%) and E (75%). FMJ lowest trust rating comes from Metro Manila (66%) and from members of Class ABC (53%).

Meanwhile, House Speaker Martin Romualdez’s satisfaction rating rose by six points from 55% to 61%, while his trust ratings improved from 54% to 60%.

Senate President Juan Miguel Zubiri’s ratings remained stable with  one-point increase in his performance ratings from 57% to 58%. 

Scores for Chief Justice Alexander Gesmundo were  lowest among five officials, with his satisfaction rate lagging at 20% lower by eight points from Julyโ€™s 28%.

Octa Research conducted  survey from September 30 to October 4, days after media reported on Commission on Audit reports showing Davao Cityโ€™s hefty spending on confidential expenses under Duterteโ€™s term as mayor.

It was also conducted days after  Romualdez-led lower chamber wrapped up its deliberations fo proposed 2024 national budget and decided to realign proposed P650 million in confidential funds of Duterteโ€™s two offices Office of the Vice President and Department of Education

Boob love event offer breast cancer awareness tips

โ€œItโ€™s very personal to meโ€ฆIโ€™ve found out that I haveย ย friend ย nalaman nila na may nakitaย because ofย ย checkups that we doโ€ฆsome of them early detection naman which is great,โ€ย ย Miss Universe 2015 toldย media duringย ย Avonโ€™sย Boob Love event held recently at CCP Complex in Pasay City, fun run was in line with Breast Cancer Awareness Month this October, Beauty queens Pia Wurtzbach and Michelle Dee are strong advocates for breast cancer awareness. They recently shared their personal reasons for supporting the cause.

Pia revealed  she has friends who have discovered breast cancer through routine screenings, both at an early stage and unfortunately, at  late stage.

 โ€œBut unfortunately, meron din na nalalaman nila na medyo late stage naโ€ฆ medyo kailangan nilang matutukan,โ€ she added.

For Pia, itโ€™s  wakeup call that one should really make breast exams  part of their regular health checkups.  

โ€œAnd even when you think na, โ€˜Ah, nagpa-test, nagpa-checkup naman ako,โ€™ after  few years, you cannot predict how fast these cancer cells growโ€ฆfrom when you first detect it, it can grow like exponentially or really fast within a few months.โ€ 

She reiterated  importance of making breast cancer awareness  priority. Pia herself checks her breasts every six months.

โ€œBecause I have  few cysts that I am monitoringโ€ฆfortunately thereโ€™s nothing to be worried about but I wouldnโ€™t know kung hindi ako nagpapatingin,โ€ she said.  

Pia also reminded that even men can also have breast cancer.

โ€œAnd if we think, โ€˜Ah wala naman sa pamilya namin or hindi namin to mamamana, ganyan, you just donโ€™t knowโ€ฆsometimes, itโ€™s your lifestyle, sometimes itโ€™s stress,โ€ she further shared.  

Itโ€™s just better to be safe, she stated. โ€œMagkano lang naman yung magpa-checkup ka kesa malaman meron na pala at napakalaki pa nung maging kapalit.โ€  

Michelle, on the other hand, said  cancer awareness advocacy, in general, is very personal to her because she has immediate relatives who have cervical cancer, leukemia and close family friends who had stage four breast cancer.  

โ€œSo, Iโ€™ve actually seen  effects and how it can affect those around you, emotionally and psychologically,โ€ she said. 

Miss Universe Philippines 2023 recalled, โ€œas  young girl, seeing all of these and learning about it also in school taught me about how you should really love your body to get early detection.  

โ€œIโ€™ve always experienced like this mix of feelings in terms of fear and just knowing what I have to do to make sure that I can live for as long as possible… so itโ€™s something thatโ€™s hard to talk about but itโ€™s also something that we should normalize.โ€  

Actress-model also does regular checkups for breast cancer.

โ€œBecause Iโ€™ve seen whatโ€™s stage four breast cancer looks right nowโ€ฆso I always believe prevention is better than cureโ€ฆthatโ€™s why I really check myself on regular basis and when I feel something abnormal, I go to my doctor.โ€ 

Miss Supranational 2023 first runner-up Pauline Amelinckx, Kapuso star Kyline Alcantara and other guests also took part in Boob Love event.
