Sara still running for public office ‘in the next elections’

“I heard my brothers, Mayor Baste and my older brother, Congressman Pulong, say they are not running anymore. ..maybe they won’t run in the next elections,” Vice President Sara Duterte-Carpio announced her intention to run for office in “the next elections.”

While the Office of the Vice President has yet to answer media queries regarding what she meant, she referred to the fact that her brothers, Davao City Mayor Sebastian Duterte and Davao City 1st District Rep. Paolo Duterte, are no longer running for office in 2025.

 “So I am here because I am campaigning… I’m campaigning for you because I’m running in the next elections,” she added.

Duterte’s term as Vice President ends in 2028. The 2025 midterm elections will only be for members of Congress and local government officials.

FMJ on congratulating Taiwan president, common courtesy

“When I became President, I received congratulatory messages. ..so what do you do… just common courtesy that you do the same to them,” President Ferdinand Marcos Jr.said

sending a congratulatory message to Taiwanese president-elect Lai Ching-te was an act of courtesy, President Marcos said yesterday after being criticized by China for the gesture.

FMJ spoke on the issue for the first time during an interview after he congratulated Lai, who has vowed to safeguard the island’s de-facto independence from China.

He added that the Philippines continues to adhere to the one-China policy and considers Taiwan its province.

“We have adhered to the one-China policy strictly and conscientiously since we adopted the one-China policy. That has not changed, that will not change,” the President said.

“We do not endorse Taiwan’s independence. Taiwan is a province of China, but the matter that they will be brought together again is an internal matter,” he added.

Chinese Foreign Ministry spokesperson Mao Ning earlier said Marcos’ message of congratulation to Lai was “a serious violation of the one-China principle.

“President Marcos gravely violated the one-China principle, went against political commitments to China and interfered in China’s internal affairs,” Mao said.

She also suggested that the Philippine leader “read more” to properly understand the Taiwan issue.

The one-China policy is the diplomatic acknowledgment of the position held by Beijing that there is only a single sovereign state under the name China.

China does not recognize Taiwan’s independence and considers it a renegade province.

Starving  Pinoys highest so far under Marcos government

FILIPINO families experiencing hunger under President Ferdinand Marcos Jr. reached its highest in the fourth quarter of 2023, according to Social Weather Stations (SWS) survey.

In Dec. 8 to 11,223 survey, 12.6 percent of respondents said their families experienced involuntary hunger.

This result was the highest since June 2021 when the hunger rate reached 13.6 percent.

In September 2023, it was at 9.8 percent.

Involuntary hunger means being hungry and not having anything to eat at least once in the past three months.

The fourth quarter hunger rate resulted in an average of 10.7 percent
 in 2023, still below the 11.7 percent average in 2022 and 13.1 percent in 2021.

The pre-pandemic average in 2019 was 9.3 percent.

The December 2023 hunger rate is composed of 11.2 percent of respondents who said they experienced moderate hunger (from 8.4 percent in September) and 1.4 percent who experienced severe hunger (from 1.3 percent).

SWS defines moderate hunger as those who experienced hunger “only once” or “a few times” in the last three months, while severe hunger refers to those who experienced it “often” or “always” in the last three months.

Based on the survey results, the hunger rate increased in most areas, except in Metro Manila where it dropped by almost five percentage points.

It was highest among respondents from balance Luzon at 14.3 percent (from 10.2 percent), followed by those in Metro Manila at 12.7 percent (from 17.3 percent), Mindanao at 12 percent (from 6.7 percent) and the Visayas at 9.3 percent (from 6.7 percent).

The average hunger rate by area was highest in Metro Manila last year at 14.1 percent (down from the 15.3 percent average in 2022), followed by those in the rest of Luzon at 11.2 percent (from 11.1 percent), Mindanao at 9.2 percent (from 13. 8 percent) and the Visayas at 8.8 percent (from 8.1 percent).

According to SWS, the hunger rate rose sharply among those who rated their families as “poor,” from 7.7 percent in September 2023 to 20.1 percent in December 2023.

It fell among “non-poor” respondents, from 10.4 percent to 5.9 percent.

Hunger rate also rose sharply among “food poor” respondents or those who classified their families as poor based on the food they eat, from seven percent to 25.5 percent.

It fell among “non-food poor” respondents, from 11 percent to 6.5 percent.

The December 2023 survey found that 47 percent of respondents rated their families as “poor,” while 20 percent said they were “not poor.”

 Senate summons Quiboloy

“When Pastor Quiboloy called me, he was asking me if I will become pastoral and he said that you must sacrifice everything, including your body,” witness Nina said in video testimony sent to Senate committee on women, family relations and gender equality accused pastor Apollo Quiboloy of forcing them to massage and give sexual services to him as an appointed “Son of God.”

Senate Committee on Women, Children, Family Relations and Gender Equality on Tuesday served a subpoena on self-proclaimed “Appointed Son of God” and Kingdom of Jesus Christ (KOJC) preacher Apollo Quiboloy after not showing up during the panel’s investigation on alleged sexual abuses.

Sen. Risa Hontiveros, chairperson of Senate panel, said that they have sent two invitations to Davao-based doomsday preacher for probes into alleged abuses committed by him and KOJC, but invites were snubbed. 

“Kayo pastor ang dapat humarap sa susunod na pagdinig because you are being subpoenaed by this committee,” Hontiveros said in her closing remarks.

 “Hindi po kayo anak ng Diyos na exempt sa otoridad ng estado,” she added.

The issuance of the subpoena comes after the Senate panel’s investigation, which heard the testimonies of former alleged victims — two Ukrainians and a Filipina — on the alleged abuses of Quiboloy.

The victims claimed that they were sexually abused by the preacher, saying that they are sacrificing their body to God.

In December 2023, Hontiveros urged the Department of Justice to issue an immigration lookout bulletin on Quiboloy to prevent him from escaping the country.

Aside from the alleged sexual abuses, Hontiveros cited allegations of coercion on KOJC members to perform exploitative acts such as begging on the streets for money and physical abuse to which Quiboloy’s camp denied.

In February 2022, the United States (US) Federal Bureau of Investigation placed the doomsday preacher in the most wanted list for “his alleged participation in a labor trafficking scheme.”

A year earlier, US prosecutors indicted Quiboloy and other officials of his organization for sex-trafficking charges which the fiscals said threatened victims as young as 12-year-old of physical abuse and KOJC’s so-called “eternal damnation.”

The 2021 indictment also mentioned Quiboloy and the KOJC obtaining fraudulent visas for his organization’s members to enter the United States.

Aside from the Senate summons and looming international prosecution, Quiboloy’s television network, Sonshine Media International, has been issued a cease-and-desist order by the National Telecommunications Commission after it failed to comply with the earlier 30-day suspension order.

Navy ready to assist PCG patrols in WPS

“We consider this alarming because… incidents are getting closer. ..but with command conference that we had, there was guidance by the President that we also try to see different approaches to how we handle situation,” Armed Forces of the Philippines (AFP) spokesperson Col. Francel Padilla told reporters at press briefing in Camp Aguinaldo Philippine Coast Guard (PCG), primarily through Philippine Navy, is ready to provide more support in patrol operations being carried out in West Philippine Sea (WPS).

AFP described yesterday the latest incident in Scarborough or Panatag Shoal where China Coast Guar and drove away Filipino fishermen as “alarming.”.

Padilla said, “on the side of Armed Forces, we will support in however operational way” PCG in addressing the situation.

Coast Guard is in talks with concerned fishermen who were allegedly forced to return seashells they harvested for food.

CCG personnel aboard rubber boat allegedly went as far as approaching Philippine fishing vessels and demanding catch be returned to sea before forcing fishermen to leave.

Padilla said Navy patrols in West Philippine Sea are done regularly but noted WPS, China is claiming ownership of almost in its entirety including waters inside exclusive economic zone of the Philippines, is vast area to guard.

“We will fortify our missions accordingly,” she announced, adding that AFP assures public “we are regularly doing our operations in our territorial waters.”

Asked what steps would be taken following latest act of harassment by CCG, Padilla said military will look into it and let the Northern Luzon Command take the lead on what actions to pursue.on how things are handled can be expected in the coming months based on President Ferdinand Marcos’ Jr. directives that military be creative and find new ways to approach WPS problem.

For his part, National Security Council assistant director general Jonathan Malaya called on China to walk the talk when it comes to its alleged efforts to lessen tension in West Philippine Sea following recent bilateral consultative meetings between Manila and Beijing.

He said latest incident in Bajo de Masinloc is alarming and disappointing.

“Maybe we can request China this 2024 since they are also having Chinese New Year, that their actions on the ground match what we’ve discussed, ”Malaya said.

Moving forward, I hope what has been talked about is implemented,” he said, noting that it is not in interest of the Philippines nor of China that tensions rise this year.

Philippine Coast Guard-West Philippine Sea spokesman Commodore Jay Tarriela admitted there was no PCG or Bureau of Fisheries and Aquatic Resources (BFAR) vessel patrolling Panatag Shoal (Bajo de Masinloc) when China Coast Guard allegedly harassed some Filipino fishermen last Jan. 12.

Tarriela said at the time CCG allegedly harassed Filipino fishermen collecting taktakun shells from Panatag, there were no PCG or BFAR ships present because of rotational deployment.

“To be honest, during that particular incident of Jan. 12, there was no presence of national government, whether PCG or  BFAR,” he said, however emphasizing President Marcos’ guidance was to ensure presence in the area.

Tarriela explained given limited number of ships of PCG with its many responsibilities, as well of BFAR, they were unable to conduct a 24/7 patrol at Panatag Shoal.

This, he said, is one of the realizations of Philippine government –need to strengthen its presence in order to protect welfare of Filipino fishermen.

Tarriela suggested  “complementing deployment” between PCG and BFAR. “In instances when there is no presence of  PCG because of rotational deployment, then maybe  BFAR can take over” and vice versa, he said.

Meanwhile, this year’s first rotation and resupply (RORE) mission to deliver provisions to soldiers stationed at BRP Sierra Madre in Ayungin Shoal has been put on hold due to unavailability of supply boats.

Military  nevertheless gave assurance that food and other basic needs will be sent to troops as soon as “technical difficulties” are resolved.

“Until such time that we determine vessels to be used are seaworthy, that’s the time that we can reschedule RORE mission,” Padilla told reporters.

She admitted that this year’s first resupply mission to Ayungin Shoal was supposed to be carried out over the weekend.

But because smaller supply vessels to be used encountered technical difficulties, she said RORE mission had to be cancelled. She did not elaborate on what these problems were.

Asked if troops on Sierra Madre would run out of provisions, Padilla said soldiers are trained for any eventuality and will find ways, may include fishing.

SMNI suspended indefinitely

“Pursuant to Sec. 4, Rule 10, 2006 Rules of Practice and Procedure… Commission hereby directs respondent to cease and desist from operating its radio and television stations under authorities enumerated in 19 December 2023 show-cause-order with 30-day suspension order pending hearing and final consideration of the above-captioned case,” National Telecommunications Commission (NTC)ordered indefinite suspension in the operation of radio and television stations of Sonshine Media Network International (SMNI), broadcasting arm of Kingdom of Jesus Christ leader Apollo Quiboloy, after group failed to comply with an earlier 30-day NTC suspension order.

.

In six-page order to cease and desist operation NTC Commissioner Ella Blanca Lopez also directed SMNI to explain why it failed to follow month-long suspension commission issued in December last year.

 “Respondent is hereby ordered to submit, within 15 days from receipt hereof, its written explanation as to why it failed to strictly follow 30-day suspension order,” NTC added.

Indefinite  suspension order was also signed by Deputy Commissioners John Paulo Salvahan and Alvin Bernardo Blanco.

It also directed concerned NTC regional directors, exercise territorial jurisdiction in areas where SMNI is operating, to immediately and strictly implement  order.

SMNI lawyers Rolex Suplico and Mark Tolentino confirmed having received order and that media network would comply.

They  clarified social media platform of SMNI would continue to operate as it is not covered by suspension directive.

They also said SMNI would file motion to have indefinite suspension reconsidered.

In ordering indefinite suspension, NTC commissioners noted 30-day suspension order was issued against SMNI on Dec. 19, 2023 after House of Representatives said in Resolution 189 SMNI violated several provisions of its franchise as provided under Republic Act 11422.

But instead of filing any answer, SMNI instead asked commission to specify and detail violations it allegedly violated in relation to its Certificate of Public Convenience.

This request was denied by NTC, show cause order had already sufficiently and expressly stated facts alleged to have been committed by media network.

“To this date, and despite absence of any request for further extension of time, Commission has still yet to receive respondent’s answer or any written explanation as to why it should not be administratively sanctioned for having allegedly violated conditions of its authorities, to protect interest and welfare of public from any public utility alleged to be violating or have violated conditions of its authorities, respondent should be prevented in the meantime or during pendency of this case, from operating its radio and television stations, especially considering that respondent is yet to provide Commission with any written submission or explanation directly addressing allegations against it,” NTC officials said in the order.

House of Representatives, through House Resolution 189, earlier urged NTC to suspend business of Swara Sug, operates SMNI, for allegedly violating terms and conditions of its franchise under Republic Act 11422.

Issue  stemmed from allegations made by SMNI hosts Lorraine Badoy and Jeffrey Celiz that Speaker Martin Romualdez spent P1.8 billion on foreign travel between January and October 2023.

SMNI serves as broadcasting arm of Quiboloy’s Kingdom of Jesus Christ church.

Quiboloy is on most wanted list of US Federal Bureau of Investigation for multiple offenses, including sex trafficking of children.

Earlier, SMNI lawyers Suplico and Tolentino also asked Movie and Television Review and Classification Board to reconsider preventive suspension order it issued on two programs feature former president Rodrigo Duterte and Badoy.
