SUCs must have more  underprivileged students

“When this study is finished, its findings will be presented to the different boards of SUCs so that they can act in revising their admission policies so that they become more inclusive,” Commission on Higher Education (CHED) chairman J. Prospero de Vera III said at a press

CHED will recommend steps to state universities and colleges (SUCs) on how to run their student admissions in a way that guarantees greater access to students from underprivileged families.

CHED unveiled a P15-million study to be conducted individually by the Don Mariano Marcos Memorial State University, Samar State University and University of Southern Mindanao which is expected to help SUCs craft admission policies that “ensure that there is a fair representation of disadvantaged students in higher education.”

Each university, which will serve as study sites, will also gather data to determine appropriate student support services that will respond to their needs to ensure that they can stay in school and finish their studies to lower the attrition rate in tertiary education, according to De Vera.

The latest CHED data pegged that at least three in every 10 students leave school temporarily or permanently mainly due to financial difficulties, family problems, relocation, medical or mental health concerns and academic difficulties.

The CHED chief acknowledged that admission policies of SUCs have been a problem for “quite some time” as these remain skewed in favor of children who come from privileged households, especially in sought-after institutions like the University of the Philippines and Polytechnic University of the Philippines.

Caritas urges Quiboloy to submit to Senate inquiry

“Human trafficking, sexual abuse and other criminal activities, if proven true, represent a grave violation of human rights and fundamental dignity, especially impacting women, children and other vulnerable individuals,” Caritas Philippines president Kidapawan Bishop Jose Colin Bagaforo

urged Kingdom of Jesus Christ (KOJC) founder Apollo Quiboloy to submit to the Senate investigations on allegations of sexual abuse of women and children.

Bagaforo said the “allegations against Mr. Quiboloy and the KOJC are deeply troubling.”

Caritas Philippines – the social arm of the Catholic Bishops’ Conference of the Philippines – emphasized the importance of due process.

“Submitting himself is crucial, not just for the sake of transparency, but for the victims who deserve justice,” Bagaforo stressed.

The Kidapawan prelate also called on Congress, particularly the Senate, not only to assert its authority but to also ensure a thorough and impartial investigation into these allegations that Quiboloy, who calls himself the “appointed Son of God,” allegedly committed.

“The integrity of the rule of law and the pursuit of justice demand that all individuals, regardless of their position or influence, are held accountable for their actions,” he said.

Caritas Philippines expressed solidarity with the victims and survivors, commending them for their courage in coming forward.

It also urged the public to stand together and uphold human dignity and make sure that no one is above the law.

“We urge the authorities to provide them (victims) with the necessary support and protection throughout the investigation and legal proceedings,” Bagaforo said.

ABS-CBN’s franchise ‘renewal’ rumors of weaponized in Romualdez-SMNI feud

almost immediately after Sonshine Media Network International (SMNI) was accused of committing franchise violations last year, several accounts that either repurpose viral entertainment content or appear to be hyperpartisan latched onto the false claim that ABS-CBN will return to free television by 2024, despite the network making no official announcement.

At least 12 social media accounts on different platforms and two news websites — all of which are not affiliated with ABS-CBN — posted similar narratives that said “reliable” sources have hinted at the former broadcasting giant’s “franchise renewal” by 2024. 

Meanwhile, three channels with hyperpartisan content accused House Speaker Martin Romualdez of orchestrating ABS-CBN’s comeback days after the House summoned SMNI representatives to a committee hearing on their alleged franchise violations.

While the majority of posts about ABS-CBN’s supposed comeback did not have a political angle, a few known hyperpartisan vloggers seized upon the rumor of ABS-CBN’s franchise “renewal” to either accuse Romualdez of having a hidden agenda or claim that SMNI played a hand in the non-renewal of ABS-CBN’s franchise.

Posts promoting the claim mostly lacked corroborating details, failed to cite sources, and placed out-of-context recent statements of ABS-CBN executives who vowed to make 2024 the “best year” for the network.

A speech delivered by Carlo Katigbak, ABS-CBN’s chief executive officer, during a Christmas event with employees in December 2023 was used to exacerbate the claims about the network’s return to free television.  

Several videos said that Katigbak hinted at ABS-CBN’s possible new franchise when he said during a corporate party that “next year will be the best year for ABS-CBN since 2020.”

Most videos echoing this claim were uploaded on TikTok, YouTube and Facebook from mid-December to mid-January.

One of the YouTube videos hyping up ABS-CBN’s franchise renewal that gained high traction was uploaded by “ShowbizAllIn.” The video’s narrator said that based on “reliable sources,” ABS-CBN was set to return to free television before the 2025 midterm elections.

The video did not mention President Ferdinand Marcos Jr. but featured him in the thumbnail alongside Katigbak. The video earned over 21,000 views and more than 50 comments.

Meanwhile, three days after the House started its probe into SMNI for its anchors’ remarks about Romualdez’ alleged exorbitant travel funds, YouTube channel “Vlogcaster Armand Dean (VAD)” uploaded a video alleging that the House speaker had ordered the removal of SMNI’s franchise to “give” it to either ABS-CBN or Prime Media Group, which he owns. The man in the video said, in Filipino, that he had “questions in mind” on whether ABS-CBN will “allow themselves to be used” by the House leader. 

The channel of “Vlogcaster Armand Dean” — which has more than 110,000 subscribers — posts mostly hyperpartisan videos but is not overtly in favor of a single politician. His video gained more than 22,000 views and 200 comments.

Days after, on Dec. 8, 2023, another YouTube channel “SPENCER LACALLE” then accused Romualdez of having ulterior motives in holding House hearings on SMNI’s alleged franchise violations, calling it in the title of his video as “OPLAN FRANCHISE.” The video accused ABS-CBN executives of “using” their allies in Congress to give them back their franchise, saying: 

Tambaloslos among Visayans refers to a mythical creature with a large mouth that leads people astray but was used in the video to refer to Romualdez.

His video gained over 2,700 views and 15 comments.

Two news websites — tabloid Abante Tonite and entertainment website LionhearTV — also published articles on ABS-CBN’s franchise renewal in 2024. 

Abante led with the headline “ABS-CBN prangkisa babalik ngayong 2024 (ABS-CBN franchise returning in 2024)” while LionhearTV opted for more speculative wording with the headline, “ABS-CBN Franchise may possibly be restored in 2024”.

Some Facebook and TikTok users also presented graphics showing ABS-CBN’s lower stock prices, implying that the drop was indicative of a franchise renewal by 2024. 

In the first week of January, several X users posted with the hashtag #YesToSMNIShutDown while voicing support for the return of ABS-CBN.  

This included X user @DemRepPinas, who posted, among other claims against the network, that SMNI was partly responsible for the denial of ABS-CBN’s franchise in 2020.

 The video earned over 21,000 views and more than 50 comments.

Duterte, Alvarez has to drop secession

“This attempt to separate Mindanao from the Philippines is not only unconstitutional but also a blatant disrespect to our duly constituted authority. We cannot allow the integrity of our nation to be compromised by such reckless actions,” Rep. Zia Alonto Adiong of Lanao del Sur’s 1st District stated

lawmakers from the House of Representatives representing various districts in Mindanao have rejected calls by former president Rodrigo Duterte to secede the region from the entire Philippines.

Adiong and Rep. Rufus Rodriguez of Cagayan de Oro City’s 2nd District were joined by La Union 1st District Rep. Francisco Paolo Ortega and Rodge Gutierrez of 1-Rider party-list in condemning such unconstitutional act.

Adiong, a member of the House committees on Mindanao and Muslim affairs, underscored the need to respect the Constitution and democratic processes that have shaped the nation.

He noted that the region has been fully represented in government, with Duterte, former House speaker Pantaleon Alvarez of Davao del Norte’s 1st District and Senate President Juan Miguel Zubiri all hailing from Mindanao.

Rodriguez, chairman of the House committee on constitutional amendments, called on Duterte and Alvarez, to “stop any talk and any actual plan, if there is any, to secede Mindanao.”

“President Marcos has categorically stated that he would not permit our national territory to be reduced ‘even by one square inch’ and would not allow ‘even an iota of suggestion of its breaking apart’,” he said.

Ortega, a member of the House committee on public order and safety, invoked the Bible and urged Duterte to be “patriotic enough and reconsider his call for separating Mindanao from the country,” citing as basis the biblical warning that a divided house cannot stand.

Gutierrez, a member of the House committee on constitutional amendments, lamented the calls for secession, explaining that it would be constitutionally infirm and logically unsound as there is no compelling reason for the secession of Mindanao.

“The Constitution is clear, Article I provides for our national territory, we are one archipelago. There is no constitutional provision or any other legal means that would allow for Mindanao to unilaterally secede,” he said.

 “If we allow our nation to be divided, it would undermine our solidarity with each other as Filipinos. It would disrupt economic stability and hinder growth opportunities for both Mindanao and the rest of the country,” he explained.

Ph to intensify measures vs tobacco use

“The administration of President Ferdinand Marcos, Jr. has extended its strong commitment to the 10th Conference of the Parties to the World Health Organization Framework Convention on Tobacco Control to further strengthen efforts against tobacco use in the Philippines,” Presidential Communications Office( PCO )said

 Philippines has vowed to intensify its measures against tobacco use, in line with an international treaty that seeks to address what it called the “tobacco epidemic.” 

The country extended its commitment to the World Health Organization (WHO) Framework Convention on Tobacco Control (FCTC) during the 10th conference of the treaty’s parties in Panama, PCO said.

The event took place from Feb. 5 to 10, according to the WHO website. 

In a speech delivered by PCO Assistant Secretary Patricia Martin, senior deputy executive secretary Hubert Guevara said the Philippines welcomes the positive strides that the treaty parties have made, but acknowledges the remaining challenges they have to address. 

Guevara cited the treaty-related accomplishments of the Philippines, including a recent Philippine Global Adult Tobacco Survey, which Indicated a “significant” decrease in tobacco use from 23.8 percent in 2015 to 19.5 percent in 2021. 

“This key achievement is the result of a collective and balanced approach, with whole-of-society and whole-of-government efforts in advocating for and implementing effective policies and legislative measures,” he said.

The Palace official added that the Marcos administration has intensified the multi-sectoral national strategy on tobacco regulation, along with the government’s tobacco regulation coordinating mechanism in line with the treaty’s provisions.  

Guevara cited the enactment of the Vaporized Nicotine and Non-Nicotine Products Regulation Act, which created a regulatory framework for the importation, manufacture, sale, packaging, distribution, use and communication of vaporized nicotine and non-nicotine products and other novel tobacco products.

According to him, the law seeks to protect minors by restricting the sale, including online trade, distribution and marketing of these products, and bars tobacco product-related activities within a hundred meters of schools, playgrounds and facilities frequented by minors.

Other Philippine laws related to tobacco use include the Tobacco Regulation Act of 2003, the Graphic Health Warning Law and Excise Tax Laws on novel tobacco products. 

Guevara also reported that the Philippine government was able to earn $3 billion from excise taxes on tobacco and vapor products in 2022, and used them for key government services like the universal health care and COVID-19 recovery efforts, and infrastructure projects like farm to market roads, schools, hospitals and rural health facilities.

“In adherence to FCTC Article 6, since enacting the relevant law in 2012, the Philippines has consistently increased excise tax rates on cigarettes and tobacco products, making cigarettes less affordable, and consequently decreasing consumption,” he said. 

He told the convention delegates that the Marcos administration places importance to a tailored, multi-sectoral approach to the implementation of the FCTC.

Guevara added that the Philippine government would continue to hold dialogues, collaborate and share its experiences with fellow conference parties to overcome various challenges in achieving the aims of the treaty.

According to the WHO, the FCTC provides a global response to the global “tobacco epidemic.” It described the FCTC as an “evidence-based treaty that reaffirms all people’s right to the highest standard of health.” 

The first treaty negotiated under the auspices of WHO, the FCTC was adopted by the World Health Assembly on May 21, 2003 and entered into force on Feb. 27, 2005. It has been ratified by 180 countries.

Ch vessels shadow Ph ship in Panatag Shoal

“These CCG vessels shadowed the PCG vessel on more than 40 occasions, with the closest distance being 176 meters from its side. The CCG vessels performed dangerous and blocking maneuvers at sea against BRP Teresa Magbanua four times, with the CCG vessels crossing the bow of the PCG vessel twice, recklessly,” Commodore Jay Tristan Tarriela, spokesman for the PCG-West Philippine Sea said .

China Coast Guard (CCG) vessels performed dangerous and blocking maneuvers against the BRP Teresa Magbanua during its nine-day patrol at Panatag or Scarborough Shoal from Feb. 1 to 9, the Philippine Coast Guard (PCG).

During its mission, the BRP Teresa Magbanua also distributed food packs and groceries to 100 Filipino fishermen who were on board 14 fishing boats and engaged in fishing activities at Panatag, also referred to as Bajo de Masinloc.

At 1:26 p.m. on Feb. 8, a CCG vessel reportedly blocked and conducted a dangerous maneuver by passing from the left side to directly in front of Teresa Magbanua.

Tarriela said that the four CCG vessels had bow numbers 3105, 3302, 3063 and 3064.

PCG spokesman Rear Admiral Armand Balilo said that there were only “the usual shadowing and radio challenges. But there was no water canon incident.”

“BRP Teresa Magbanua professionally engaged the Chinese maritime ships through radio, reiterating the clear and principled position of the Philippines in accordance with international law,” he added.

The dispatch of the BRP Teresa Magbanua was in line with the instructions given by the PCG Commandant’s Admiral Ronnie Gil Gavan, “to ensure safety and safeguard Filipino fishermen in the area,” Balilo said.

Also spotted in Scarborough Shoal were four Chinese maritime militia vessels.

Tarriela said that the CCG “once again” disregarded the Convention on the International Regulations for Preventing Collisions at Sea.

“The activities of the Filipino fisherfolk and of the PCG in the area are consistent with national laws and the Philippines’ position on the West Philippine Sea,” he added.

The Filipino fishermen reportedly expressed their gratitude to the PCG, and added that the presence of PCG vessels enhanced their confidence to continue fishing at Scarborough Shoal.

“The Coast Guard’s white ships will consistently ensure Filipino fishermen’s safety and welfare,” Gavan said.

“Every Coast Guardian will do more so that the best public service prevails in accordance with the President’s vision and call for action towards ‘Bagong Pilipinas’ by ensuring food security, among others, being a fundamental element of the societal change that drives national development,” he added.

On Jan. 12, the CCG reportedly harassed some Filipino fishermen who were collecting “taktakun” shells, which were supposed to have been part of their meal, and ordered them to return the shells back into the sea.

At the time there were no vessels from the PCG or the Bureau of Fisheries and Aquatic Resources at the Scarborough Shoal.

Senate resumes Cha-cha hearings

“It is not good for these two institutions to continue attacking each other, which has become personal between some members of the Senate and the House. Personally, I hope everyone calms down. Let the process continue with respect, not only for the individual, but also for the institution which includes both sides, whether it be the Senate or the House,” Sen. Francis Escudero said as a Senate panel resumes today its second hearing on moves to amend the economic provisions of the Constitution, is hoping everyone calms down, and the process can continue with respect from both chambers.

Escudero said the chamber has started discussion on Resolution of Both Houses 6 (RBH6) as part of the process, thus he hopes the House of Representatives would respect and not rush senators.

Some congressmen are urging the senators to come up with a decision by March. 

Escudero said the impasse between the Senate and the House might also affect the confidence of investors and the business sector in placing more investments into the country.

“All the noise in any country gives fear to any businessman who invests,” the senator noted.

The Senate subcommittee on constitutional amendments and revision of codes, chaired by Sen. Sonny Angara, is set to hold the second public hearing for RBH6, which seeks to amend certain economic provisions in the 1987 Constitution, specifically with the public utilities and education sector, and the advertising industry.

Escudero pointed out the officials of the executive departments have yet to give their insights on the issue. He said he has not heard any reports or meeting called to discuss the matter.

“I don’t know where those three (issues) came from, I know that it was the product of a conversation between Senate President (Migz) Zubiri, Speaker (Martin) Romualdez. I don’t know if there’s a study, if there’s data. Honestly, I have not seen any study that says that if we open up the advertising industry, our economy will grow and foreign investors will flock to our country. If so, we will open those three. As for public utilities, it’s still possible,” Escudero added.

During its first hearing, the subcommittee invited resource persons representing both proponents and opponents of amending the 37-year-old Charter.

Angara urged the public to follow the ongoing hearings on RBH6, in order to have a better understanding of the proposed amendments to the Constitution, which may be tackled in a future plebiscite.

Over 20 resource persons, including business executives, legal experts and government officials have confirmed their attendance to the hearing.

“The upside of these hearings and this process is that it is very transparent. The public can watch them in real-time on the Senate’s YouTube channel, or whenever they’re free,” Angara said.

“We can hear the opinions and views of legal and economic experts, and these will help voters form their own views about the need to amend our Constitution,” he added.

“It would help if, this early, voters can familiarize themselves with the pros and cons of amending the economic provisions of the Constitution, as they may have to vote on these changes that could have a direct impact on their lives,” Angara explained.

Angara invited the public to weigh in on the discussion by emailing their questions, concerns, or comments to angara.sonny@gmail.com so that the Senate can hear directly from the people.

He reiterated his position that the plebiscite could be held together with the 2025 national and local elections, and said voters would be capable of deciding on Charter change while choosing their next leaders.

“If we have faith in the ability of our voters to discern who to vote for, then we should be confident in the capacity of our countrymen to determine whether changes in our Constitution will be advantageous for them,” Angara said.

Allies of President Marcos in the House of Representatives are grateful that the decades-long issue of amending the prohibitive economic provisions in the 1987 Constitution has now gained national prominence, as the Senate is expected to act on it. 

“At least we’re very happy that the issue of Charter change is now being discussed nationally. There were already moves to amend the Constitution as early as the 10th Congress (1995-1998) during the time of then-president Ramos,” Rep. LRay Villafuerte recalled.

“Right now, at least it (Charter change) is in the forefront of discussion nationally. Whether they are negative or positive, at least we’re having a discourse about constitutional reform,” the Camarines Sur congressman and president of the National Unity Party added. 

The senior Bicolano administration legislator is confident something good will come out of the controversy, especially since no less than Marcos has already endorsed the lifting of economic restrictions in the Charter.

“What is clear right now is there should be a change in the Constitution for us to be updated globally. I think nobody will disagree with that. Those saying that we don’t need it, they have to justify it,” Villafuerte reiterated.

“Do we wait for another decade and miss the boat? Should we wait for Laos, Cambodia, Burma to overtake us before we act?” the former House deputy speaker asked.

Another lawmaker, Rep. Lex Anthony Cris Colada of party-list AAMBIS-OWA, commended Marcos’ initiative to amend the Constitution’s restrictive economic provisions, highlighting the urgent need for such reforms. 

He said economic changes are crucial for facilitating foreign direct investments and fostering faster, more inclusive economic growth, which directly impacts the well-being of every Filipino from all social classes.

2 Pinoy nurses takes care for Kate Middleton

“Prince William said that Katherine had two Filipino nurses looking after her and they were amazing and kind,” Patricia Spruce of the Somerset NHS Foundation Trust said two “amazing and kind” Filipino nurses looked after the Princess of Wales Kate Middleton while she was recuperating in hospital after abdominal surgery.

In a post on social media, Spruce mentioned that Prince William spoke of two Filipino nurses who looked after Middleton.

JPE turns 100 on heart’s day

“I exercise every day but not too much, and I walk under the sun,” says Juan Ponce Enrile during this interview in his Makati residence with a sprawling garden and a mini chapel, with daughter Katrina and granddaughter Kara beside him.

Enrile turns 100 on Feb. 14, making him an easy subject of talks on immortality.

And this longest-serving and oldest public servant says: “It’s God’s handiwork. He can make life short or long for you.”

Though he did work on his longevity himself, eating mostly his favorite dinengdeng, saluyot, patola, bataw.

He is eloquent and uses a hearing aid. He has a fairly good crop of hair, good mestizo skin, and walks carefully but straight, making one believe in the stem cell treatment which he reportedly had many years ago.

Enrile survived COVID-19 twice, and pneumonia three times during the pandemic. The only health issue he has now is the macular

degeneration of his eyes. Still this has not prevented him from doing a lot of reading , both of books and stuff he favors on his trusty computer.

“I learned myself how to use the computer, I am self-taught,” he says with pride.

Does he Google? “Why Google when I have been 100 years on this planet.” He also does social media. Does he know the meaning of LOL?

“Yes,” and he laughs out loud.

How will he celebrate his birthday which is also Valentine’s Day? “I will be 100 years old, my dear, so let others enjoy it.”

Love? He says “I cannot define it..” So Katrina offers: “For us, his language of love is protection and provision.”

But  Enrile clearly has tender emotions in his heart. He said he cried when his wife Cristina who is 87, underwent an operation last year. “I thought she was going to go, but God was kind enough not to allow it,” he sighs.

“Cristina is the prettiest woman I have ever encountered,” Enrile declares. Just two days ago, she came back from the hospital because of pneumonia.

“She had a 39-degree fever. I could not go with

her because my doctor advised me not to go to hospitals.”

A four-time senator who served as justice secretary and defense minister who was asked by then President Ferdinand Marcos to lay the

plan for martial law, it was Enrile with Fidel Ramos who led the Reform the Armed Forces Movement which led to the people’s power

revolution in February 1986, causing the ouster of Marcos and his family’s exile in Hawaii.

Still, current President Bongbong Marcos embraced him into Malacañang as his chief presidential legal counsel.

Having seen him since boyhood, did Enrile foresee that Bongbong would one day be president like his father? “Why not? He is

well-educated, has a well-developed mind, a balanced emotional make-up.

“I think his goodness may be one of his weaknesses. But I believe he may turn out to be one of the best presidents this country will have. “

And before I could segue to a political question, he says: “No politics please. No history. Let’s just talk about the current and the future.”

But he gave one-sentence liners on personalities:

Cory Aquino — “It was a mistake for her to be president.”

Danding Cojuangco— “He’s dead, I will not say anything.”

Fidel Ramos— “Same thing.”

Joseph Estrada—“He was betrayed by his people.”

Gloria Macapagal-Arroyo—“She was bright.”

the Next Global Crisis,” “The Road to Ruin,” “The Death of Money” and “Great Depression: Winners and Losers in a Post-Pandemic World.”

His idols are leaders in history: Roosevelt, Churchill, Otto Von Bismarck and Lee Kuan Yew (“ a friend of mine.”)

His advice to young people: “Keep studying, don’t waste time on silly things and read books for there is much to learn.”

To leaders: “Don’t assume that everybody is your friend. Some pretend to be your friend, only to enslave you in the end. One thing I must say: this country must be united.”
