“Valor is not solely about strength and resolve in face of adversity, but also about small acts of compassion, generosity and kindness that create meaningful ripples of positive change in our communities,” in his speech delivered at Mount Samat Shrine in Pilar, Bataan, President Ferdinand Marcos Jr. hopes nations learned from painful lessons of World War II to attain and maintain peace.
“Solution to war is not more war,” and peace can only be achieved if collectively recognized by conflicting parties, lessons we learned are that solution to war is not more war, and that the solution to war is only peace… honorable peace arrived at by different parties involved and having hand and voice in achieving that peace, peace cannot be attained by one person, by one country alone…and that we have to bring together all parties involved… lessons that we hope to have learned, President Marcos said as the nation commemorated 83rd Araw ng Kagitingan.
Marcos, however, lamented many nations have yet to learn lessons from Second World War.
“We are little bit disappointed to see the world parts of the world, and many countries in the world have yet to learn that lesson…and we hope that peace will be brought to us soon,” he said.
In separate statement, Marcos called on Filipinos to follow example of World War II heroes by advancing causes that improve Filipinos’ lives.
He said through acts of genuine service and self-sacrifice to the nation, Filipinos can prove they are rightful heirs of their ancestors’ heroic legacy.
Marcos also ordered all concerned government agencies to speed up processing of benefits for members of uniformed services killed in action as he noted complaints that process was taking too long and is too complicated.
“I think that if we are to honor our fallen comrades, we must keep our promise to them and we always say that no matter what happens, we will take care of their families, we will not abandon them,” Marcos said.
For his part, Speaker Martin Romualdez said Araw ng Kagitingan is not only about looking back but also about honoring enduring spirit of service and sacrifice that continues to define Filipino people.
“Eighty-three years ago in Bataan, thousands of Filipinos stood their ground…they were tired… hungry. ..outnumbered…but they kept on fighting not because they knew they’d win, but because they couldn’t give up their dignity as Filipinos,” he said.
Defense Secretary Gilbert Teodoro Jr. said celebrating Araw ng Kagitingan also calls upon each Filipino to rise to challenge of nation building and to contribute to continued progress, peace and security of the country.
“In these uncertain times, may we draw strength from their veterans’ legacy and stand united in purpose and resolve,” he said.
Meanwhile, Bagong Alyansang Makabayan said Araw ng Kagitingan should serve as reminder to Filipinos to resist foreign military intervention as Bayan secretary general Raymond Palatino referred to “incessant meddling of United States in the Philippines’ internal affairs.”
Bayan, along with other progressive groups, attempted to stage rally in front of US embassy to protest Visiting Forces Agreement and Enhanced Defense Cooperation Agreement as well as Balikatan military exercises with American troops.
However, they were blocked by Manila Police District and instead held their program in front of Museo Pambata.

Phivolcs maintain Alert Level 3 as Kanlaon erupts

“We’re watching closely Kanlaon Volcano,” Philippine Institute of Volcanology and Seismology (Phivolcs) director Teresito Bacolcol said, adding that this is first time agency has raised alert level to 3 for the volcano, signifying increased magmatic activity.
Ashfall has affected 60 barangays surrounding Mt. Kanlaon, and yet, yesterday’s volcanic eruption is not yet “bigger one” that is being anticipated, according to Phivolcs.
Science and research analyst Ferly Sianson, based at Phivolcs station in La Carlota, described volcano’s activity yesterday as minor explosive eruption.
Two minor explosive eruptions also took place at Mt. Kanlaon on June 3 and Dec. 9 last year.
Bacolcol warned of possible short-lived or stronger explosive eruptions in the coming days, describing them as “highly violent and powerful,” driven by sudden release of gas and pressure along with ash and pyroclastic currents.
Explosive eruption occurred from 5:51 . to 6:47 in the morning yesterday, producing voluminous bent plume approximately 4,000 meters tall drifted southwest. Mt. Kanlaon is currently under Alert Level 3.
Civil Aviation Authority of the Philippines issued Notice to Airmen to avoid flights near Mt. Kanlaon, with vertical limits from surface up to 22,000 feet. NOTAM will be in effect from April 8, 8:20 in the morning until April 9, 5:51 in the morning Flight operators were advised to avoid flying near volcano due to potential hazards posed by volcanic ash with seismic and infrasound signals.
Meanwhile, Sianson reported pyroclastic density currents also descended slopes on general southern edifice of Kanlaon.
Provincial Disaster Risk Reduction Management Council of Negros Occidental reported light to heavy ashfall in 24 barangays of La Carlota City, La Castellana, Pontevedra and Bago City.
Sulfuric smell was also reported in four barangays of Bago City and La Castellana, according to the Negros Occidental PDRRMC.
Grassfire was also reported at eastern upper slopes of Kanlaon that was ignited by superheated ballistic fragments that were thrown out from crater by explosive eruption.
Although yesterday’s eruption was primarily phreatic caused by steam-driven explosions Bacolcol warned magmatic eruption, involves lava emission, is also possible.
He noted that Mt. Kanlaon’s last magmatic eruption occurred in 1902.
Phivolcs is currently maintaining Alert Level 3 but may raise it to Level 4 if signs of hazardous magmatic eruption increase. This would expand danger zone from current six-kilometer radius to 10 kilometers.
According to Office of Civil Defense, over 8,000 residents living near Mt. Kanlaon have been pre-emptively evacuated.
Task Force Kanlaon said safety measures have been put in place with response teams on standby following yesterday’s eruption.
Reports from OCD said those evacuated are now staying in at least 22 different evacuation centers as of Tuesday morning.
As of yesterday, Department of Social Welfare and Development (DSWD) reported 4,319 families, composed of 13,959 individuals, still inside and outside evacuation centers.
Personnel of Sugar Regulatory Administration research facility in Brgy. La Granja, La Carlota City were also evacuated due to ashfall.
La Castellana Mayor Alme Rhummyla Nicor-Mangilimutan prohibited entry of residents, even during allowable 6 in the morning to 4 in the afternoon window time, to extended six-kilometer permanent danger zone, as result of Kanlaon’s activity.
“We were prepared for eruption… families within four to six kilometers were already evacuated during previous eruption last December, right now we are just monitoring which villages will be affected by the ashfall,” John De Asis, rescue official in La Castellana said.
While Bacolod City remains unaffected by ashfall, Mayor Alfredo Benitez announced yesterday that they are ready to assist those affected by eruption.
Classes in all levels were suspended in cities of La Carlota and Bago, La Castellana, Pontevedra and Isabela, Negros Occidental.
As of last month, thousands of students in Western and Central Visayas have yet to return to schools for onsite classes as regions continue to reel from impact of Kanlaon’s eruption in December, according to Department of Education.
DepEd’s Disaster Risk Reduction and Management Service said that as of March 5, 11 schools are still being used as evacuation centers affecting 11,177 students and 441 faculty and school personnel.
Meanwhile, rationing of drinking water is now ongoing in La Carlota City, especially in barangays of Yubo and San Miguel, carried out by local government, in tandem with Bureau of Fire Protection, according to Junnie Martin Torrefranca, local disaster risk reduction management officer.
Philippine Red Cross Negros Occidental-Bacolod City Chapter, in coordination with its La Carlota City branch, has deployed its water tanker and WASH (water, sanitation and hygiene) team to deliver clean and safe water to residents of Brgy. Ara-al in La Carlota City.
In addition to water delivery, PRC volunteers and staff have distributed jerry cans for safe water storage, along with face masks to help protect community from health hazards of ashfall.
Red Cross 143 volunteers on the ground reported roads in the area are heavily blanketed with ash.
President Ferdinand Marcos Jr.has ordered concerned government agencies to ensure uninterrupted assistance to residents affected by volcanic eruption.
Presidential Communications Undersecretary Claire Castro said DSWD field offices in Western and Central Visayas are closely coordinating with affected local government units, with food packs and non-food items provided to affected individuals.
Palace official, meanwhile, said Malacañang will review request of local executives for additional funding for response efforts.
Social Welfare Secretary Rex Gatchalian said over 250,000 boxes of family food packs (FFPs) were prepositioned in warehouses of DSWD’s Field Office 6 in Western Visayas and 7 in Central Visayas ahead of ongoing explosive eruption.
“As I speak, our field offices in Western and Central Visayas are closely coordinating with affected local government units so we can get real-time updates on status of affected families and their need for more provisions of family food packs and non-food items,” Gatchalian said.
Since explosive eruption last Dec. 9, Gatchalian said DSWD’has been delivering bulks of FFPs to the LGUs in Regions 6 and 7.
“We expect numbers of evacuees may spike again, but we are ready…our nearby warehouses are capacitated…in fact, apart from more than 100,000 FFPs in Negros Island, we have over 2.5 million boxes of FFPs prepositioned in other warehouses across the country we can tap anytime for our relief response,” Gatchalian said.
Apart from FFPs, DSWD’ also has P865.4 million worth of non-food items such as kitchen kit, family kit, sleeping kit, hygiene kit and laminated sacks, among other relief items.

“Mr. Chairman, with this blog made by Mr. Mark Lopez, this is in violation of once again section 11 paragraph F of our internal rules, undue interference during proceedings or committee investigation,” Abang Lingkod party-list Rep. Stephen Paduano said House tri-committee has cited in contempt and ordered arrest of four social media personalities for snubbing subpoena issued to them.
Tech giant Meta, attending tri-comm hearing, pledged to support Congress’ crackdown on fake news online.
On motion by Paduano, those cited in contempt for violation of Section 11, Paragraph A of internal rules of tri-comm were Allan Troy “Sass” Rogando Sasot, Mark Anthony Lopez, Lorraine Marie Tablang Badoy-Partosa and Jeffrey Almendras Celiz.
Sasot, Lopez and Badoy were absent despite multiple summons and subpoenas issued for them to attend hearing. Lopez, attended previous hearing, was cited for issuing public statements attacking the committee.
If arrested, Sasot, Badoy and Celiz will be detained at detention facility of House until committee hearing is terminated, while Lopez will be detained for 10 days.
Committee adopted motion without objection.
Paduano earlier cited Lopez for violating internal rules on undue interference in congressional inquiries.
He quoted portions of Lopez’s blog, saying it sought to discredit the panel.
“It was blatantly used that there was concerted effort to humiliate us and bring us down on our knees,even mainstream media are gleefully celebrating and pouncing on our forced breakdown and takedown in tri-comm hearing,” Paduano read.
Paduano said Lopez had been warned during previous session.
“I already warned all those resource persons be cautious not to issue statements maligning, attacking ongoing investigation,” Paduano said.
Paduano first cited Sasot for repeatedly refusing to attend hearings.
“Since four invitations already and that includes subpoena ad testificandum for Ms. Sasot, may I respectfully move, Mr. Chairman, that we cite in contempt Ms. Sasot,” Paduano said.
He also moved to have government agencies verify her whereabouts.
Celiz, according to Paduano, was also served multiple notices.
“Subpoena ad testificandum was also issued to Celiz…and invitation, show-cause order, subpoena and subpoena ad testificandum was issued to him but still he is not present in today’s hearing,” Paduano said.
Badoy was cited in contempt as well, despite submitting travel documents indicating she is in Hong Kong.
Tri-comm is composed of House committees on public information, public order and safety and information and communications technology.
It is conducting series of hearings into role of social media in coordinated spread of disinformation and narrative manipulation.
Tri-comm approved issuance of another subpoena to Marijane Quiambao Reyes, Aaron Pena, Ernesto Abines, Jr. and Elmer Hugalbot to attend next hearing.
Paduano said Abines and Hugalbot failed to attend yesterday’s hearing due to financial constraint.
“I would like this committee to address issue of financial capacity of Abines and Hugalbot…maybe, we will be one to purchase tickets for them, so that they will be present in the next hearing,” he said.
Paduano also moved for re-issuance of unserved subpoena to Catherine Binag, Claire Contreras, Lord Byron Cristobal, Jeffrey Cruz, Alex Distor, Edwin Jamora, Milanose Mawe, Joe Smith Medina, Cyrus Rredlo, Maricar Serrano and Ramon John Balostad.
According to Meta’s director of public policy for Southeast Asia Rafael Frankel, vlogger Mark Anthony Lopez, or Mark Lopez, claimed Philippine Coast Guard used water cannons against Chinese Coast Guard in West Philippine Sea, something that was rated false by Meta’s fact-checker.
“As you can see on the left side, this is the fact check, and on the right side, this is how content that would not appear on our platform with screen over it and warning along with label that explains this is false content,” he explained during hearing.
During previous tri-comm hearing in March, Lopez admitted to spreading fake news after being grilled by lawmakers.
Meta would support creation of Philippine regulatory committee for social media platforms.
“I’d be more than happy for Meta as company to engage with Philippine government and Congress on any type of regulations that you are considering when it comes to these issues, I think we have now many years of experience in terms of working with governments around Southeast Asia, Asia Pacific and globally to come up with modalities and regulations that really can help protect users but also protect freedom of expression, that try to properly balance freedom of expression and safety in Meta, and of course account for local nuance,” Frankel said.
In verifying content, Frankel said “we prioritize most severe harms first…it is not necessarily first in, first out content moderation system.”
“For example if we see that there are reports of child exploitative imagery, that’s going to jump all the way to the top of the queue…if we see reports of terrorism content, incitement of violence , those types of things, those are going to jump ahead because of potential to cause harm… type of process we use, when it comes to misinformation… what we can do is we can send contents for the fact checkers to check or fact-checkers can do it themselves…they have the ability not to wait for us and to actually check contents on their own…and what we see in the Philippines is they are very robust… I think we have some of the most robust fact-checkers in the world active in the Philippinesm” Frankel said.
Meta’s third-party fact-checkers in the Philippines are VERA Files, Rappler and Agence France-Presse.
House committee on information and communications technology vice chairman and Surigao del Sur Rep. Johnny Pimentel, presided over tri-comm hearing, labeled spread of fake news and misinformation on social media as crisis that must be addressed.
“Rapid evolution of technology and rise of digital communication platforms have transformed way we consume information…while these advancements have brought numerous benefits, they have also facilitated spread of false narratives, manipulated truths, and increasingly polarized public discourse,” Pimentel said.
Pimentel warned developments are not only damaging to individuals but also to institutions that support Philippine democracy.
Philippine Coast Guard spokesman on WPS Commodore Jay Tarriela, testified at the hearing, exposed “coordinated and malicious” fake news campaign on social media that defends China and aims to discredit Philippines’ position in WPS.
Tarriela said two Filipino vloggers Anna Malindog Uy and Ado Paglinawan have publicly posted content that amplifies pro-China disinformation.
Another vlogger, Vicente ‘Pebbles” Cunanan, testified at the hearing “Polvoron video,” supposedly showed President Marcos taking illegal drugs, was masterminded by former presidential spokesman Harry Roque.
“Roque said, ‘I can overthrow government..but I don’t believe him because he is now hiding…part of the plan that I heard is that they want to overthrow the President,” Cunanan said.
Meanwhile, Antipolo Rep. Romeo Acop demanded greater accountability from Meta and other social media platforms for spread of fake news and harmful content.
“It seems from our discussion that social media platforms are making some efforts to curb spread of fake news in this country, I disagree with impression that acting merely as hosts of user-generated content exempts these platforms from any liability for harmful content they allow to be exhibited,” he said.
Broadcaster and former vice president Noli de Castro, attended hearing as resource person, also supported calls for greater accountability from social media platforms.
De Castro had been victim of several fake news, including hoax in 2021 that claimed he was already dead.
“Fortunately, for us media personalities, broadcasters, we can correct it immediately on air..but it’s pity on those who have no means to block or immediately correct fake news that are coming out against them,” he said.
For his part, former Bayan Muna Rep. Neri Colmenares slammed countless lies and red-tagging disseminated on social media, as group held protest action at South Gate of House of Representatives.
“Red-tagging has endangered lives, silenced dissent and weaponized lies to justify harassment and even murder…those responsible for spreading fake news and vilifying activists, human rights defenders and journalists must be held to account, we are urging Congress to take firm stand by enacting laws that protect people from malicious labeling and disinformation…our democracy depends on ability of people to speak, organize, and dissent without fear of being targeted,” Colmenares said in statement.

“Mr. Chairman, with this blog made by Mr. Mark Lopez, this is in violation of once again section 11 paragraph F of our internal rules, undue interference during proceedings or committee investigation,” Abang Lingkod party-list Rep. Stephen Paduano said House tri-committee has cited in contempt and ordered arrest of four social media personalities for snubbing subpoena issued to them.
Tech giant Meta, attending tri-comm hearing, pledged to support Congress’ crackdown on fake news online.
On motion by Paduano, those cited in contempt for violation of Section 11, Paragraph A of internal rules of tri-comm were Allan Troy “Sass” Rogando Sasot, Mark Anthony Lopez, Lorraine Marie Tablang Badoy-Partosa and Jeffrey Almendras Celiz.
Sasot, Lopez and Badoy were absent despite multiple summons and subpoenas issued for them to attend hearing. Lopez, attended previous hearing, was cited for issuing public statements attacking the committee.
If arrested, Sasot, Badoy and Celiz will be detained at detention facility of House until committee hearing is terminated, while Lopez will be detained for 10 days.
Committee adopted motion without objection.
Paduano earlier cited Lopez for violating internal rules on undue interference in congressional inquiries.
He quoted portions of Lopez’s blog, saying it sought to discredit the panel.
“It was blatantly used that there was concerted effort to humiliate us and bring us down on our knees,even mainstream media are gleefully celebrating and pouncing on our forced breakdown and takedown in tri-comm hearing,” Paduano read.
Paduano said Lopez had been warned during previous session.
“I already warned all those resource persons be cautious not to issue statements maligning, attacking ongoing investigation,” Paduano said.
Paduano first cited Sasot for repeatedly refusing to attend hearings.
“Since four invitations already and that includes subpoena ad testificandum for Ms. Sasot, may I respectfully move, Mr. Chairman, that we cite in contempt Ms. Sasot,” Paduano said.
He also moved to have government agencies verify her whereabouts.
Celiz, according to Paduano, was also served multiple notices.
“Subpoena ad testificandum was also issued to Celiz…and invitation, show-cause order, subpoena and subpoena ad testificandum was issued to him but still he is not present in today’s hearing,” Paduano said.
Badoy was cited in contempt as well, despite submitting travel documents indicating she is in Hong Kong.
Tri-comm is composed of House committees on public information, public order and safety and information and communications technology.
It is conducting series of hearings into role of social media in coordinated spread of disinformation and narrative manipulation.
Tri-comm approved issuance of another subpoena to Marijane Quiambao Reyes, Aaron Pena, Ernesto Abines, Jr. and Elmer Hugalbot to attend next hearing.
Paduano said Abines and Hugalbot failed to attend yesterday’s hearing due to financial constraint.
“I would like this committee to address issue of financial capacity of Abines and Hugalbot…maybe, we will be one to purchase tickets for them, so that they will be present in the next hearing,” he said.
Paduano also moved for re-issuance of unserved subpoena to Catherine Binag, Claire Contreras, Lord Byron Cristobal, Jeffrey Cruz, Alex Distor, Edwin Jamora, Milanose Mawe, Joe Smith Medina, Cyrus Rredlo, Maricar Serrano and Ramon John Balostad.
According to Meta’s director of public policy for Southeast Asia Rafael Frankel, vlogger Mark Anthony Lopez, or Mark Lopez, claimed Philippine Coast Guard used water cannons against Chinese Coast Guard in West Philippine Sea, something that was rated false by Meta’s fact-checker.
“As you can see on the left side, this is the fact check, and on the right side, this is how content that would not appear on our platform with screen over it and warning along with label that explains this is false content,” he explained during hearing.
During previous tri-comm hearing in March, Lopez admitted to spreading fake news after being grilled by lawmakers.
Meta would support creation of Philippine regulatory committee for social media platforms.
“I’d be more than happy for Meta as company to engage with Philippine government and Congress on any type of regulations that you are considering when it comes to these issues, I think we have now many years of experience in terms of working with governments around Southeast Asia, Asia Pacific and globally to come up with modalities and regulations that really can help protect users but also protect freedom of expression, that try to properly balance freedom of expression and safety in Meta, and of course account for local nuance,” Frankel said.
In verifying content, Frankel said “we prioritize most severe harms first…it is not necessarily first in, first out content moderation system.”
“For example if we see that there are reports of child exploitative imagery, that’s going to jump all the way to the top of the queue…if we see reports of terrorism content, incitement of violence , those types of things, those are going to jump ahead because of potential to cause harm… type of process we use, when it comes to misinformation… what we can do is we can send contents for the fact checkers to check or fact-checkers can do it themselves…they have the ability not to wait for us and to actually check contents on their own…and what we see in the Philippines is they are very robust… I think we have some of the most robust fact-checkers in the world active in the Philippinesm” Frankel said.
Meta’s third-party fact-checkers in the Philippines are VERA Files, Rappler and Agence France-Presse.
House committee on information and communications technology vice chairman and Surigao del Sur Rep. Johnny Pimentel, presided over tri-comm hearing, labeled spread of fake news and misinformation on social media as crisis that must be addressed.
“Rapid evolution of technology and rise of digital communication platforms have transformed way we consume information…while these advancements have brought numerous benefits, they have also facilitated spread of false narratives, manipulated truths, and increasingly polarized public discourse,” Pimentel said.
Pimentel warned developments are not only damaging to individuals but also to institutions that support Philippine democracy.
Philippine Coast Guard spokesman on WPS Commodore Jay Tarriela, testified at the hearing, exposed “coordinated and malicious” fake news campaign on social media that defends China and aims to discredit Philippines’ position in WPS.
Tarriela said two Filipino vloggers Anna Malindog Uy and Ado Paglinawan have publicly posted content that amplifies pro-China disinformation.
Another vlogger, Vicente ‘Pebbles” Cunanan, testified at the hearing “Polvoron video,” supposedly showed President Marcos taking illegal drugs, was masterminded by former presidential spokesman Harry Roque.
“Roque said, ‘I can overthrow government..but I don’t believe him because he is now hiding…part of the plan that I heard is that they want to overthrow the President,” Cunanan said.
Meanwhile, Antipolo Rep. Romeo Acop demanded greater accountability from Meta and other social media platforms for spread of fake news and harmful content.
“It seems from our discussion that social media platforms are making some efforts to curb spread of fake news in this country, I disagree with impression that acting merely as hosts of user-generated content exempts these platforms from any liability for harmful content they allow to be exhibited,” he said.
Broadcaster and former vice president Noli de Castro, attended hearing as resource person, also supported calls for greater accountability from social media platforms.
De Castro had been victim of several fake news, including hoax in 2021 that claimed he was already dead.
“Fortunately, for us media personalities, broadcasters, we can correct it immediately on air..but it’s pity on those who have no means to block or immediately correct fake news that are coming out against them,” he said.
For his part, former Bayan Muna Rep. Neri Colmenares slammed countless lies and red-tagging disseminated on social media, as group held protest action at South Gate of House of Representatives.
“Red-tagging has endangered lives, silenced dissent and weaponized lies to justify harassment and even murder…those responsible for spreading fake news and vilifying activists, human rights defenders and journalists must be held to account, we are urging Congress to take firm stand by enacting laws that protect people from malicious labeling and disinformation…our democracy depends on ability of people to speak, organize, and dissent without fear of being targeted,” Colmenares said in statement.

Pasig bet ridiculed single moms told to withdraw from election

“While we applaud Comelec for calling out Sia, we challenge poll body to uphold its anti-discrimination resolution,” Kontra Daya convenor Danilo Arao said after using single mothers as butt of jokes during campaign sortie, Pasig congressional candidate Christian Sia was asked to withdraw from midterm elections in May.
Poll watchdog Kontra Daya also urged Commission on Elections (Comelec) to act decisively on Sia’s remarks against single mothers.
Sia’s apology, Kontra Daya said, is not enough, adding that he must comply with Comelec’s show-cause order and withdraw his candidacy.
“To say that it was just joke is as disappointing as it is idiotic…what kind of candidate in his right mind would crack jokes to make fun of menstruation and solo parenting?” Arao said.
On Thursday, Sia told his audience he is willing to sleep with single mothers, who are still menstruating and are lonely, once a year if he is elected.
Kontra Daya advised Pasig voters not to support candidates who promote misogyny and normalize gender discrimination.
Various groups have criticized Sia, with some seeking his disbarment as lawyer.
Comelec has ordered Sia to explain within 72 hours why he should not face election offense charge for his lewd comments.
Comelec Chairman George Garcia said poll body is coming out with resolution strengthening guidelines against gender-based harassment during campaign sorties.
Garcia said Comelec would not hesitate to summon candidates who violate anti-discrimination rules.
Gabriela party-list also urged Comelec to take action against Sia for sexist, discriminatory and degrading remarks against women.

“I don’t know how to compute it, but I’m sure it’s less than 2%,” Associate Justice Jhosep Lopez said during the Supreme Court En Banc’s session in Baguio City ,during SC oral arguments on legality of transferring excess funds from Philippine Health Insurance Corporation (PhilHealth), comments took on more “personal” tone.
Lopez narrated his personal experience with PhilHealth’s benefits when he was diagnosed with cancer in 2023.
Lopez bill reached almost P7 million and state health insurance agency only covered P50,000 of his total bill.
He added that PhilHealth also failed to cover “regular procedures” he had undergone after his surgery for cancer.
“Every time I do that procedure, I have to spend more or less around P40,000,personally, I asked how much can be covered by Philhealth…they cannot answer any of P40,000…despite the fact that I’ve been regularly paying Philhealth for the last, how long has it been in existence? magistrate said.
Lopez also asked whether PhilHealth could be held accountable for unused funds from 2021, instead of continuously increasing benefits over time.
He further inquired if it would be more appropriate for government to use its own funds for other purposes, rather than incurring interest by borrowing.
“Are you telling us now, Mr. SVP ,Senior Vice President, government failed to make use of money available at that time…it’s sitting idly on the side or invested in some other things that you want to make use of it now, that’s why you have to invest it or to put it in government coffers to answer for some unprogrammed activities of the government?” Lopez asked Philhealth Senior Vice President Renato Limsiaco Jr.
In response, Limsiaco said that money was used during COVID-19 pandemic.
“From 2021-2023, we are using the money, but because of the pandemic, availment of benefits has decreased and premium is legislated, meaning it is continuous because it is provided by law…. national government subsidy goes to PhilHealth,” Limsiaco said
PhilHealth reported in June last year it had excess funds totaling P89.9 billion from 2021 to 2023, Department of Finance ordered to be transferred.
The P89.9 billion consisted of P27.1 billion from 2021, P24 billion from 2022, and P38.8 billion from 2023.
Legislators criticized PhilHealth’s “inaccurate estimates” for additional funding and pushed state health insurer to either enhance benefits or decrease premium rates.
Supreme Court halted transfer of remaining P29.9 billion in unused PhilHealth funds to the government on Oct. 29, 2024.
Previously, P20 billion was transferred on May 10 last year, P10 billion on August 21, and P30 billion on October 16.
Supreme Court concluded the oral arguments on Thursday, April 3.

“They requested for funding in order to compete, otherwise, they would not be able to without airfare,I will sponsor their trip so I can help these students to showcase their work,” former Ilocos Sur governor Luis Chavit Singson has backed team of young robotics engineers who will represent Philippines at global robotics contest in Sofiko, Greece next month.
Singson, at media briefing in Quezon City, said he has paid for airfare of all eight student-members of Dr. Yanga’s Colleges Inc., (DYCI) of Bocaue, Bulacan, who make up DYCI Blue Ocean Philippine Robotics Team, who will represent country in the FIRST LEGO League (FLL) Open European Championship to be held from May 2 to 5 in Sofiko.
Beneficiaries of former governor’s support are DYCI team members Akisha Zyrille Halili, 11; Haven Audrey Mauricio, 10; Carl David Mendoza, 11; Tobias Dalistan, 15; Trinity Denise Bautista, 15; Leslie Guadalupe, 16; Jewelle Riyanne Rafa, 17 and Gabriel Luis Ortega, 17.
Singson was impressed with skill of young students and their robotic inventions and wanted to help them showcase their work on international stage.

DYCI Blue Ocean Philippine Robotics Team won privilege of representing the country to FLL Open European Championship when they won first place in 14th FLL Philippines Challenge Division last Feb. 8.
FLL program aims to provide preschool and school-aged children with ideal introduction to research, engineering and programming and thus spark early interest in STEM (Science, Technology, Engineering, and Mathematics) while simultaneously fostering teamwork and communication skills.
Program provides annual challenge where participants explore topics such as recycling, energy, transportation and urban development through age-appropriate challenges.

Neutral weather conditions seen until late 2025, La Niña has ended

Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has since declared El Niño Southern Oscillation (ENSO) alert and warning system status as “inactive,” signifying neither El Niño nor La Niña conditions are currently observed or anticipated to develop in tropical Pacific within next three months.
PAGASA has confirmed La Niña conditions have dissipated in central and equatorial Pacific.
According to recent climate monitoring and analyses, sea surface temperature anomalies have now reached levels consistent with El Niño Southern Oscillation (ENSO) neutral state.
Forecasts indicate La Niña-like patterns of above-normal rainfall in certain areas including parts of Luzon, most of Bicol, eastern Visayas and northeastern Mindanao are not expected to persist.
This shift to ENSO-neutral condition is expected to continue through September to November 2025 season.
As country experiences ongoing warm and dry season, PAGASA urges public and relevant government agencies to maintain precautionary measures to reduce heat stress and mitigate health risks associated with this climate condition.

P1 B funding for Child Devt Centers in low-income LGUs approved

“Through these CDCs, our children will have strong foundation that, in turn, will strengthen foundation of our nation,” President Ferdinand Marcos Jr. said Department of Budget and Management (DBM) has approved release of P1 billion to fund establishment of Child Development Centers (CDCs) in low-income local government units (LGUs) nationwide.
Budget Secretary Amenah Pangandaman said release of funds for project aligns with President Marcos’ directive to invest in education and human capital development.
The President led ceremonial signing of Joint Circular on Establishment of CDCs held at Malacañang on April 3.
He also announced that 328 low-income LGUs will receive funding to implement early childhood care initiatives this year.
Of this number, 89 LGUs are in Luzon, 106 in the Visayas and 133 in Mindanao, including the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
Joint circular, signed between Department of Education (DepEd) and DBM, provides guidelines for LGUs to establish CDCs through Local Government Support Fund-Financial Assistance to LGUs.
“We believe that establishing CDCs across the country is crucial to every Filipino child’s overall well-being before they transition to school,” Pangandaman said.
To effectively address existing gaps in the country’s early childhood care system, CDCs will serve as resource hubs for early learning programs, family support services and research on child development.
“Through CDCs, our children will have support and structure that they need even before they enter our classrooms,” DepEd Secretary Sonny Angara, for his part, said.
Low-income LGU beneficiaries were identified and validated by DepEd based on findings of Second Congressional Commission on Education (EDCOM II) Year 2 Report.
