NPA member convicted of rebellion got 17 yrs

“Our immediate course of action is to file motion for reconsideration before  Taguig Regional Trial Court Branch 266, we maintain  Sally Ujano is innocent…we will seek justice through all legal avenues,” counsel Finella Jocom said  Taguig court convicted  woman accused of being  New People’s Army (NPA) technical staff member of rebellion.

Sally Ujano, who was charged in 2006, was sentenced to 10 to 17 years in prison.

Police had said as  member of  NPA, Ujano had participated in  execution of NPA rebels suspected to be government spies.

She was on Philippine National Police’s most wanted list for 15 years.

Jocom said Ujano was found guilty of rebellion as  “mere participant” and not as  leader of  NPA.

Jocom said her client’s bail was canceled and Ujano would be brought to  Correctional Institution for Women in Mandaluyong City.

Ujano, described by rights groups as  child rights advocate, would appeal  decision, Jocom said.

Ujano was arrested in November 2021 for alleged acts of rebellion committed in Lucena City in 2006.

Aghon, makes 8 landfalls

“By Tuesday morning, it is expected to be 415 kilometers east of Calayan, Cagayan and then to move northeastward, and by Wednesday morning, it will already be 1,000 kilometers east-northeast of extreme Northern Luzon,” Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) senior weather specialist Benison Estareja  said severe Tropical Storm Aghon is expected to intensify into  typhoon before it leaves  Philippine area of responsibility (PAR) by midweek after having made eight landfalls since Friday.

As of 4 in the afternoon yesterday, Aghon (international name Ewiniar) had intensified into  severe tropical storm.

Based on  latest track of PAGASA, Aghon is expected to develop into  typhoon when it reaches  coastal waters of Casiguran, Aurora and before it exits PAR on Wednesday, Estareja said at  press conference.

Estareja added that by noon of May 29, Aghon is expected to be outside PAR.

He said  Aghon slightly intensified over Sariaya, Quezon with maximum sustained winds of 75 kilometers per hour near  center, gustiness of up to 125 km/h, as it is moving northwestward at 10 km/h.

First  landfall of Aghon was at 11:20 in the evening on May 24 in Homonhon Island, Eastern Samar; followed by Giporlos, Eastern Samar at 12:40 in the morning on May 25; Basiao Island in Catbalogan, Samar at 4 in the morning; Cagduyong Island, Catbalogan at 5 in the morning; Batuan, Masbate at 10:20 in the morning ,Masbate City at 10:45 in the morning ,Torrijos, Marinduque at 10 in the evening and Lucena City, Quezon at 4 in the morning on May 26.

Based on  latest bulletin issued at 5 in the afternoon. yesterday, tropical cyclone wind signal No. 3 was hoisted in  eastern section of Quezon including Polillo Islands.

Tropical cyclone wind signal No. 2 was raised in Aurora,  northern and central portions of Quezon, Laguna, eastern portion of Batangas, eastern and central portions of Rizal, and northern portion of Camarines Norte.

Meanwhile, tropical cyclone wind signal No. 1 was hoisted in  eastern portion of Isabela, eastern portion of Quirino, southern portion of Nueva Vizcaya, eastern and southern portions of Nueva Ecija, southern portion of Bataan, eastern portion of Pampanga, Bulacan, Metro Manila,  rest of Quezon, rest of Rizal, rest of Batangas, northern and central portions of Oriental Mindoro, Marinduque, extreme northern portion of Romblon,  rest of Camarines Norte, and Camarines Sur.

Estareja added that PAGASA does not discount  possibility that Aghon will pass Laguna, Rizal, and eastern side of Bulacan, Aurora and Polillo islands.

He said  Aghon could bring 100 to 200 millimeters of rain over Aurora, Bulacan, Rizal, Laguna, Metro Manila, Camarines Norte until noon today.

Meanwhile, 50 to 100 millimeters of rains are expected in eastern Isabela, Nueva Ecija, rest of Bulacan, eastern Pampanga, Batangas,  Oriental Mindoro, Romblon, Burias Island, Masbate, western Camarines Sur, Cuyo island, Palawan, Aklan and Antique.

Estareja warned of possible flooding and rain-induced landslides in affected areas.

‘These include those areas in Pasig and Marikina as  Marikina River may overflow… next 24 hours will be crucial in terms of rains brought by Aghon,” he said.

He said gale warning is hoisted over  coastal waters of Aurora, Quezon and Marinduque,  southern coastal waters of Batangas, and northern coastal waters of Camarines Norte.

At least four people were injured while around 513 families or 2,734 persons were affected by Aghon,  Office of Civil Defense (OCD) said.

Four  injured were in Legazpi City, Albay, including 30-year-old male  hit when  tree fell on him while  three others were children, according to OCD spokesman Edgar Posadas.

Of the affected, 2,669 are currently in evacuation centers.

National Disaster Risk Reduction and Management Council (NDRRMC) said 18 barangays in Bicol region and Eastern Visayas were affected by Aghon.

In addition, 5,969 passengers, 40 vessels, 10 motor bancas, and 987 rolling cargoes, were stranded in  ports of Calabarzon, Mimaropa, Bicol region, Central Visayas and Eastern Visayas, according to NDRRMC.

NDRRMC also reported that Aghon has affected three airports in Bicol and 48 seaports across the country.

Civil Aviation Authority of the Philippines spokesman Eric Apolonio confirmed several flights were cancelled including CEBGO DG 6031/6032 Manila-San Jose-Manila in San Jose Airport, 5J 821/822 Manila-Virac-Manila in Virac Airport, CEBGO DG 6113/6114 Manila-Naga-Manila and DG 6117/6118 Naga-Manila-Naga in Naga airport.

Meanwhile,  number of patients in San Juan District Hospital in Batangas were evacuated after  flash flood hit Barangay Talahiban due to continuous rain.

Flooding  came from  overflowing river along  Laiya-San Juan national road prompting  authorities to close it to traffic.

On May 24,  Philippine Coast Guard rescued 48 passengers and crew of motorized boat capsized in Masbate because of strong waves triggered by Aghon.

All of the passengers and crew were declared to be “in good condition” upon rescue.

Department of Human Settlements and Urban Development (DHSUD) has put on standby shelter clusters nationwide as  proactive measure to cushion impact of Aghon.

Human Settlements Secretary Jose Rizalino Acuzar placed  DHSUD’s regional offices on standby in Ilocos region, Cagayan Valley, Central Luzon, Mimaropa, Calabarzon, Bicol, Western Visayas, Central Visayas, Eastern Visayas, Cordillera Administrative Region, National Capital Region, Davao region and Caraga effective immediately.

DHSUD regional offices were instructed to closely monitor their respective areas of jurisdiction and facilitate emergency response and humanitarian assistance as needed.

Acuzar also cited DHSUD’s partnership with  International Organization for Migration,  provides shelter-grade tarpaulins thru DHSUD for deployment to affected local government units.

Water  levels of at least five dams in Luzon recovered while  drop in elevation of Angat Dam slowed down amid  rains brought by Aghon, according to  latest monitoring of PAGASA.

As of 8 in the morning on Sunday,  water level of Binga Dam in Benguet increased by 0.73 meters as it reached 566.94 meters compared to its previous level of 566.21 meters.

Ipo Dam in Bulacan also improved by 0.18 meters from its previous level of 99.62 meters; La Mesa Dam in Quezon City was up by 0.02 meters from its previous level of 75.09 meters; and Pantabangan Dam in Nueva Ecija also went up by 0.09 meters from its previous level of 174.41 meters.

Meanwhile, decrease in  water level of Angat Dam was only at 0.09 meters after it reached 178.90 meters compared to its previous level of 178.89. On Saturday,  decrease was recorded at 0.38 meters.

Angat Dam was 33.11 meters below its normal high water level of 212 meters and 1.11 meters below its minimum operating level of 180 meters.

Metropolitan Waterworks and Sewerage and System engineer Patrick Dizon of  water and sewerage management department said  MWSS started to reduce release of water from Angat Dam to Ipo Dam.

“Since  rainfall in  watershed is high right now, we will start to reduce Sunday Angat releases to Ipo so we can maximize  watershed inflows and mitigate  spilling,” Dizon said.

Dizon added  there will be no release of water for irrigation until today as agreed with  National Irrigation Administration amid  rains being experienced in Bulacan and Pampanga.

Angat Dam supplies more than 90 percent of Metro Manila’s potable water needs and provides for  irrigation needs of 25,000 hectares of farmlands in Bulacan and Pampanga.

Pogi’s “twisted foot” kicked out Migz hit

“It was such  petty and useless reason… injured foot enough reason to remove Senate president?” Sen. Nancy Binay has branded as “petty”  rumor that her colleague Sen. Ramon Revilla’s twisted foot kicked out Sen. Juan Miguel Zubiri from Senate presidency.

Revilla himself confirmed  one reason for his grumblings against Zubiri’s leadership was his refusal to grant his request for virtual attendance because of his Achilles tendon injury.

Binay scoffed at Revilla’s reason to turn against Zubiri and vote for  new Senate President Francis Escudero.

 “I still don’t see how  deciding factor to boot out Zubiri was just because of Senator Bong’s foot?” she stressed.

Revilla’s issue with Zubiri, however, was  deciding factor in  swing vote for Escudero because he belongs to  four-member “Apat na Sikat” or “Artista” bloc with former action stars turned senators Jinggoy Estrada, Robin Padilla and Lito Lapid.

Binay also questioned  support of  14 senators who sided with Escudero for  Senate resolution commending Zubiri “for his excellent performance and outstanding leadership as Senate President in the First and Second Regular Sessions of  Nineteenth Congress of the Philippines.”

She asked why they passed resolution commending Zubiri when they voted to depose him from  Senate presidency.

In  separate interview, new Senate majority leader Francis Tolentino said  Senate resolution commending Zubiri was just part of  Senate tradition of parliamentary courtesy.

“That was  very statesman-like gesture to give praise to predecessors… parliamentary form of respect,” Tolentino said.

New  Senate majority would respect  ill feelings of  “Solid 7” Zubiri bloc and would give them time to adjust during  break, Tolentino said.

Offering variety of specialties, coffee and wine, embassy of France in Manila is going to treat Filipino food enthusiasts with  French Food Market along  streets of Makati City next week.

Taste  of French street food, crêpes, pastries and other delights with wines, liqueurs, coffees and beverages will be presented by  Goût de France (Good France) Street Market on tree-lined Paseo Avenue along Ayala Triangle on June 1 to 2.

French embassy said event will be  festival of French gastronomy offered in some of the best fine dining restaurants in the country and prepared by  best chefs, French and Filipino.

It will provide visitors  opportunity to experience or discover some of the most iconic specialties of French cuisine.

Goût de France was introduced in 2015 by French Ministry of Foreign Affairs in partnership with chef Alain Ducasse.

Chefs and apprentice chefs from Enderun-Ecole Ducasse will also conduct cooking demonstrations to entertain  public and introduce  preparation of some French dishes.

On June 2, Goût de France will treat runners and bikers on Car-Free Sunday on Ayala Avenue to  French breakfast of croissants and coffee at the French Market.

French embassy said  traditional race of waiters is being organized on Sunday afternoon.

Some 20 French restaurants and major hotels are participating in Goût de France by offering  special Goût de France menu for  whole week until June 9.

French embassy likewise announced that  dégustation or tasting of wines from  Maison Bukana will take place on June 13 at  Marketplace Supermarket in EDSA Shangri-la Plaza in Mandaluyong, coordinated by  French Chamber of Commerce.

Guo owns helicopter, not luxury car

OFFICE of the Ombudsman is looking into possibility of suspending Mayor Alice Guo of Bamban, Tarlac.

Guo  denied owning  luxury vehicle,  McLaren 620R, that was put on  car show contest in  nearby town of Concepcion and won.

She  merely borrowed  McLaren from  friend and made this  entry for Bamban in car show.

Guo, however, admitted owning  helicopter,  she said she sold this year to  British company.

She acquired  helicopter in 2019 for business purposes. She planned to operate it as motor taxi, noting how lucrative  business was at the time.

Guo  was compelled to sell her helicopter as things did not turn out as she expected.

Department of the Interior and Local Government (DILG) recommended putting Guo under preventive suspension for “serious illegal acts” involving Philippine offshore gaming operations.

DILG task force recommended Guo’s suspension to the Office of the Ombudsman.

‘Aghon’, halts air and sea travel

Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said tropical depression Aghon was forecast to intensify into  tropical storm and make landfall over parts of Quezon province this morning.

According  to  State weather forecasters  Aghon was monitored over  coastal waters of Sibuyan Island.

Aghon was packing maximum sustained winds of 45 kilometers per hour near  center and gustiness of up to 75 kph as it moved northwestward at 30 kph.

Around 100-200 millimeters of rain are forecast over Quezon including Polillo Islands, Camarines Norte, Camarines Sur and Catanduanes.

Meanwhile, around 50-100 millimeters of rain are expected over Aurora,  rest of Bicol Region and  eastern portions of Isabela, Laguna and Rizal.

Tropical cyclone wind signal No. 1 has been hoisted over Aurora, eastern portion of Nueva Ecija, eastern portion of Bulacan, Metro Manila, Quezon including Pollilo Islands, Romblon, Marinduque, Laguna, Rizal, Oriental Mindoro, parts of Batangas, Sorsogon, Albay, Catanduanes, Camarines Sur, Camarines Norte and Masbate including Ticao and Burias Islands.

Signal No. 1 is also up over Northern Samar and Samar.

Wind signal No. 2 may be  highest possible wind signal during Aghon’s passage.

Aghon was forecast to move generally northwestward over Sibuyan Sea and Tayabas Bay.

While it could weaken to low-pressure area, Aghon could possibly re-intensify into tropical storm category again this morning.

It could continue northward and may possibly make another landfall over Lucena City or Pagbilao, Quezon and emerge over Lamon Bay this morning.

PAGASA said by afternoon or early evening, it would begin its re-curve towards  northeast as it continues to intensify.

It can reach typhoon category Tuesday evening or Wednesday morning as it exits  Philippine area of responsibility by Tuesday.

Effects  of Aghon, meanwhile, left 6,554 travelers stranded at seaports after authorities suspended sea travel.

Philippine Coast Guard (PCG)’s Eastern Visayas district recorded 3,649 passengers, drivers and helpers, five vessels, four motor bancas and 1,118 rolling cargoes stranded, with seven vessels taking shelter at four ports.

At 16 ports under  PCG’s Bicol district, there were 1,484 people, seven vessels and 259 rolling cargoes stranded, while 48 vessels and 10 motor bancas were taking shelter.

There were 1,326 people, 10 vessels and 238 rolling cargoes stranded, and 10 vessels and seven motor bancas taking shelter at 12 ports in PCG’s Southern Tagalog district.

In addition, 95 people and 49 rolling cargoes were stranded at two ports covered by PCG’s district in Northeastern Mindanao, while six vessels were taking shelter.

Philippine Ports Authority reported giving rice porridge or lugaw to 92 stranded passengers at Nasipit Port in Agusan del Norte, as well as fastfood meals and bread to 214 stranded passengers at ports in Catanduanes and in Pio Duran, Albay.

PPA also declared sea travel from its port management offices in Batangas, Mindoro, Marquez (trips going to Romblon, Marinduque and Masbate), Bicol, Masbate, and Eastern Leyte/Samar cancelled as of 5 in the afternoon.

Civil Aviation Authority of the Philippines (CAAP), for its part, has advised its airport managers in Bicol Region to secure airport facilities under their jurisdictions to keep them from possibly getting damaged during storm.

CAAP issued  directive to managers of  Bicol International Airport, Legazpi Airport, Naga Airport, Virac Airport, Masbate Airport, Daet Airport, Sorsogon Airport and Bulan Airport.

CAAP spokesman Eric Apolonio said concerned managers had also been instructed to ensure fuel is in sufficient supply and equipment and documents secure.

Meanwhile,  Manila International Airport Authority (MIAA) announced  cancellation of 19 domestic flights due to bad weather at destinations.

But AirAsia Philippines, according to spokesman Carlo Carongoy, has no flight cancellations. “As we speak all flights are a go,” he said.

‘Accept divorce bill or be sore loser,’

“An ordinary bill like reinstituting divorce needs  approval on third reading of only at least  majority of one more affirmative yes vote over  negative no votes when there is  quorum, while  abstentions are not considered in  counting as they are neither ‘yes’ nor ‘no’ votes,” Albay Rep. Edcel Lagman  described as “sore losers” those who continue to question  newly-approved House Bill (HB) 9349 or Absolute Divorce Act.

Lagman said “more than adequate and extended time” was given to “interpellate and expound” on detractors’ opposition to  divorce bill.

And yet, he noted  “more vociferous detractors are sore losers as they continue to trample on clear and well-accepted rule on reckoning of winning votes.”
Lawmaker   underscored  majority of  entire membership of House or majority of  quorum is “not required for  approval on third reading of  simple divorce bill.”
He cited Section 117 of Rule XVII, of  Rules of  House, provides “ abstention shall not be counted as  vote.” It stated that “unless otherwise provided by  Constitution or by these rules,  majority of those voting, there being  quorum, shall decide  issue.”
“Whether  winning margin is 126 to 109 as initially reported or 131 to 109 as later corrected by  Office of Secretary General does not affect  ultimate legality of final approval of  divorce bill,” Lagman said.
He maintained that  “Engrossed copy of  divorce bill must be transmitted without further delay to  Senate.”
This, Lagman points out, is  mandate by  House on Secretary General.
For him, whatever inconsequential correction can be reported to and acted upon by  Plenary when  Congress opens session on July 22.
“It is completely baseless to assert ‘sacramental marriage’ or church wedding will not be covered by  future divorce law. Church  marriage is recognized as civilly valid marriage under  Family Code and is regulated like civil marriages by  secular laws on marriage,” Lagman undescores  “hypocritical for  church to seek recognition of canonical dissolution of marriage,  akin to civil divorce, and yet reject  coverage of  divorce law on church marriages which are recognized civilly.”

Another congressman  has been opposed  HB 9349 has questioned  increase in  affirmative votes for  controversial measure from 126 to 131 votes.

In  statement, Leyte Rep. Richard Gomez said  House secretariat had already “recorded and announced” during  plenary on May 22  bill got 126 affirmative, 109 negative and 20 abstentions.

However,  voting was changed to 131-109-20.

“I am puzzled about  changes in  number of lawmakers who voted ‘Yes’ to House Bill No. 9349… from 126 to 131, but now they are saying  there was error in  counting…how did that happen?” Gomez said.

He added there were not enough votes to implement divorce bill.

Lawmaker  said, in his personal assessment, he believes approval of  divorce bill was lost when it failed to get  majority approval of  lawmakers present when it was put to  vote.

“For me, as we speak, HB 9349 has not been approved on third and final reading,” Gomez added.

This, as former deputy speaker and BUHAY Partylist representative Lito Atienza admonished  Senate not to join “congressional bandwagon” and reject bill because it “will destroy  Filipino family  genuine strength of our nation… we have been through such political and economic trials and have always survived because of Filipino family… separation of some couples should not affect  welfare of  entire nation”

He urged  lawmakers to study  Constitution, claiming that this will be violated if  bill is made into law.

Atienza underscored  Constitution, under Article XV, Sections 1 and 2, recognizes  Filipino family as  foundation of the nation and that marriage, “as  inviolable social institution, is  foundation of  family and shall be protected by the State.”

“Children should be protected from  negative impact of having separated or divorced parents,” he added.
