Amid war, Israel needs more OFWs

“We hope Philippine government realizes it is now safe, except at the border in Gaza,” Israeli Ambassador Ilan Fluss said  Israel is looking for more overseas Filipino workers (OFWs) amid hundreds of repatriations and  war in Gaza. 

At  press briefing, Fluss said 800 of 28,000 OFWs in Israel had been repatriated after most of them fulfilled their contracts.  

“We need tens of thousands of workers in Israel…we brought in workers from India, Sri Lanka and Thailand, but we don’t have OFWs coming into Israel as of this time,” he said. 

Philippine government restricted deployment of OFWs into Israel due to  war  started on Oct. 7, 2023. 

He maintained  “everything is fine” in Israel and restaurants, schools, hotels and cinemas are open for business. 

Tel Aviv, Jerusalem, Haifa and other tourist destinations are open to visitors, he stressed. 

Israeli airstrike on May 26 reportedly killed at least 35 people and injured dozens at  tent camp in Rafah,  Israel’s military had designated  humanitarian safe zone for displaced Palestinians.  

Two days before  airstrike,  International Court of Justice ordered Israel to end its military operations in Rafah in southern Gaza. 

Islamist group Hamas had launched  attack against Israel after years of conflict, settler violence and displacement of Palestinians. 

Oct. 7 attack resulted in around 1,200 casualties and 250 hostages, according to Israeli figures. 

Among  casualties was Loreta Alacre, an OFW from Negros Occidental. 

Fluss met with Alacre’s family on May 31 in Barangay Cadiz Viejo, Cadiz City. 

“I want to make sure that they got all  assistance from Israeli government,” he said. 

Jimmy Pacheco, one of two Filipinos freed by Hamas, is now back in Israel, Fluss noted. 

Israel is  good employer  treats OFWs like citizens, eligible for pension and medical insurance, he added.

Rough sailing for SOGIE bill  in Senate

“Unless  proponents of  SOGIE bill accede to some amendments, it will continue to face rough sailing in  Senate… anti-discrimination bill, I believe, has  better chance of passing this year,” Senate President Francis Escudero said  anti-discrimination bill has  better chance of Senate approval than  sexual orientation, gender identity and gender expression (SOGIE) bill.

Escudero said SOGIE and anti-discrimination bills are different from each other but did not elaborate.

To date, five SOGIE and anti-discrimination bills have been pending at the Senate.

Senate Bill 1600 or  SOGIESC Equality bill is authored by Senators Risa Hontiveros, Loren Legarda and Mark Villar.

Hontiveros said 19 of 24 senators have signed committee report.

“That should speak to its acceptability across  aisle… I have asked  majority leader to look into  committee report,  has remained pending in  Committee on Rules, and he has promised to do so, I hope  new leadership of Senate will stand up for our LGBTQIA+ community this Pride Month and also in their daily lives as people,” she said.

Escudero recalled there are proposed amendments to the bill.

“It was related to interference of other people’s opinion that is contrary to  opinion of others that should also be respected, as far as I know, some of our colleagues had objections about  SOGIE bill before…it will continue to be difficult to get through  Senate,” he said.

UN Population Fund recently urged Congress to pass  SOGIE bill,  they said is  crucial step toward  “more inclusive and just Philippines.”

During  previous Senate leadership, former majority leader Joel Villanueva reverted  SOGIE bill to committee level, causing  measure’s sponsorship for plenary debate to be delayed.

“Citizens will be  ones to pressure platforms into taking down posts, and hopefully they will coordinate with us about it,” Commission on Elections (Comelec) Chairman George Garcia said despite  lack of manpower, Comelec expects its campaign against use of artificial intelligence (AI) and deepfakes in next year’s polls to succeed with public support.

Comelec Chairman George Garcia  expects  public to report candidates who will engage in  illegal use of deepfakes and AI during  campaign.

Comelec chief said  commission will also enter into  memorandum of agreement with different platforms for intensified efforts against AI and deepfakes.

According to Garcia, to succeed, commission needs  support of all sectors, including government agencies, in effort to regulate use of AI and social media.

He said  prohibition against use of AI and deepfakes should cover all nationwide candidates.

Comelec, Garcia said, will come out with proper guidelines governing  use of AI and social media.

“What we will propose to  Commission en banc is to include this with other election offences, and number two in disqualification,” he said.

However, Garcia said  Comelec is not inclined to impose absolute ban on use of AI and social media during  campaign.

“We are unable to stop people from using AI and social media…what’s better is that we regulate or prohibit one aspect of  campaign on social media…we cannot ban social media because, for me, it might intrude with what we call freedom of expression,” he said.

Garcia said  poll body can act motu proprio against deepfakes, but they would also encourage public reporting.

Quiboloy cases from Davao City to Quezon City

“Court found compelling reasons to justify  transfer of venue as  cases involve public interest, with  accused, well-known religious leader, being influential in the area,” Supreme Court (SC) has granted  request of  Department of Justice to transfer  child and sexual abuse cases of fugitive doomsday preacher Apollo Quiboloy.

SC granted  request of DOJ to “avoid  miscarriage of justice.”

 “As this could cause local biases and  strong possibility that witnesses cannot freely testify due to fear and influence of  accused,  Court found it prudent and judicious to order  transfer of  cases to Quezon City,” it added. 

SC also instructed judges in Davao City and other Mindanao stations, where future related cases involving Quiboloy and his co-accused might be filed, to independently order  transfer of  case records to  Office of  Clerk of Court of  RTC and Metropolitan Trial Court in Quezon City.

High  court also ordered  Quezon City RTC Executive Judge to raffle  cases.

Quiboloy and his associates have been charged for child abuse and sexual abuse offenses due to their alleged abuses of  members of  preacher’s “church”,  Kingdom of Jesus Christ or KOJC.

On April 3,  Davao court issued warrant of arrest against  preacher and his associates, namely Jackielyn Roy, Cresente Canada, Paulene Canada, Ingrid Canada and Sylvia Cemañes.

Aside from this,  non-bailable qualified human trafficking case is lodged before  Pasig City court against them.

Downpour expected in Luzon, Visayas starting Thursday

“We are experiencing monsoon break, meaning habagat is not affecting country and it is  easterlies…even though we are on onset of  rainy season, this monsoon break is still possible…every year, even when rainy season starts, there is always monsoon break,” Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) senior weather specialist Benison Estareja said rains are expected in Luzon including Metro Manila as well as in Visayas starting Thursday amid  start of  rainy season.

Estareja  said  country is currently experiencing monsoon break amid  hot temperature that continues to prevail despite  onset of  rainy season.

He pointed out monsoon break could only last for  few days, adding that many areas in the country will experience rains by Thursday.

“Before this weekend, rains will resume  means more areas will experience rains by Thursday and Friday…today ,Tuesday and tomorrow Wednesday areas that could experience rains are in northern section and by Thursday and Friday, rains are possible in most of Luzon and Visayas areas, including Metro Manila,” Estareja said.

Weather  specialist also said  rains were expected  in Batanes and Babuyan islands.

“By Tuesday,  big portion of Northern Luzon will have rains brought by  frontal system…  include Cagayan Valley, Cordillera Administrative Region, Ilocos provinces and even Aurora,” Estareja noted.

Metro Manila should expect rains in the afternoon and in the evening because of  localized thunderstorms, he added.

Earlier, PAGASA said one or two typhoons are expected to enter  Philippine area of responsibility this month. It is currently monitoring cloud clusters in Taiwan.

Writ of Kalayaan to improve penal system – Leonen

“Writ of kalayaan is extraordinary remedy for PDLs created through  Court’s constitutional power to promulgate rules protecting and enforcing our fundamental rights…it intends to protect  PDLs’ right to life, right to health, and right against cruel, degrading, and inhuman punishment… aims to rectify  conditions of confinement and address not only  congestion of facilities but any issue  frustrates inherent dignity and humane treatment of PDLs ”  Senior Associate Marvic Leonen said  proposed writ of kalayaan by  Supreme Court (SC) has  potential to “rectify” conditions of confinement in jails and humane treatment of persons deprived of liberty .

In  speech before  Integrated Bar of the Philippines Caloocan-Malabon-Navotas Chapter last May 25, Leonen emphasized  need to address  “colossal and perennial problem” of jail congestion in the Philippines. 

Citing  latest World Prison Brief, he said  Philippines has third highest prison occupancy in the world with 362%.

He also mentioned that 323 out of 478 jails experience  high occupancy rate  leads to poor conditions of PDLs.

Leonen also emphasized  proposed writ is not intended to resolve all  issues affecting penal facilities, nor is it meant to replace existing programs and policies implemented by other government agencies. 

“This remedy is designed to complement ongoing efforts of  executive and legislative branches… identifies  role of courts and empowers them to contribute to addressing this social problem holistically and collaboratively, writ of kalayaan is active step for  judiciary to fulfill  same responsibility, ” Leonen said.

On Dec. 19, 2022, SC’s panel on human rights recommended  approval of  writ of kalayaan  aim to bolster  protection of basic human rights in the country.

However,  judicial relief has also been assailed by  Bureau of Corrections saying  government is already addressing  predicaments in the country’s prisons.

Allowance of teachers hiked to P10K

“Since start of my term, I have placed great emphasis on need to boost our educational system and  urgency with which this should be done,” President Ferdinand Marcos Jr. said in his speech  bill raising  annual teaching allowance of public school teachers to P10,000 beginning next school year has been signed into law.

Under Republic Act 11997, or  Kabalikat sa Pagtuturo Act,  teaching allowance will increase from P5,000 to P10,000 beginning school year 2025-2026.

Law  exempts  teaching allowance from income tax.

Vice President and Education Secretary Sara Duterte-Carpio was not seen during  signing ceremony at Malacañang.

Among those present at the event were Senate President Francis Escudero, Speaker Martin Romualdez and members of  Cabinet.

 “And while it might seem inconsequential to those who are already used to having  steady supply of basic materials for work, this amount makes  enormous difference for our beloved teachers and for  students,” he stressed.

FMJ, however, hailed Duterte and  men and women of Department of Education (DepEd) for laying down  building blocks for  modern and responsive educational system.

“Kabalikat sa Pagtuturo Act comes as  welcome support for  advancement of  MATATAG Agenda,” Marcos said.

MATATAG Agenda comprises four critical components: MAking  curriculum relevant; TAking steps to accelerate  delivery of basic education facilities and services; TAking good care of learners by promoting learner well-being, inclusive education and  positive learning environment; and Giving support to teachers to be able to teach better.

Under  new law,  teaching allowance will cover  purchase of tangible and intangible teaching supplies and materials,  payment of incidental expenses and  implementation or conduct of various learning delivery modalities.

Signing  of  Kabalikat sa Pagtuturo Act will eliminate out of pocket expenses and help teachers perform their duties better, according to Sen. Sonny Angara, one of the authors of the law.

“Increasing  teaching supplies allowance or  chalk allowance will result in fewer instances when teachers have to make out of pocket expenses in performance of their duties, our overworked and underpaid educators should always be supported, and initiatives such as these will go  long way in showing our appreciation of what they do for our children’s development,” Angara, who also attended  signing at the Palace, said.

Initial amount necessary for  implementation of  law will be charged against  DepEd’s current budget.

Thereafter, such amounts shall be included in  annual General Appropriations Act, according to the law.

DepEd, in consultation with  Department of Budget and Management, is tasked to come up with  implementing rules and regulations within 60 days from approval of the law.

First-ever regional peer review exercise on export controls in Southeast Asia and the Pacific will be hosted by Philippines with Singapore..

Regional  peer review was hosted through  Department of Foreign Affairs (DFA) under  United Nations Security Council Resolution (UNSCR) 1540 through  tabletop exercise in Manila last Tuesday and Wednesday.

Japan, represented by its Ministry of Foreign Affairs, served as observer to exercise.

Considered as  milestone in UNSCR 1540 implementation, Amanda Cowl, United Nations Office for Disarmament Affairs (UNODA) 1540 regional coordinator for Asia, pointed out that  exercise has generated interest among Indo-Pacific states, donor countries and international stakeholders, with resulting conversations in  two-day workshop having “rippling effect” in the region.

Exercise  compared UNSCR 1540 implementation between Philippines and Singapore, presented by experts from both countries’ border security and export control authorities and moderated by UNODA.
