10-day registration period for BSKE

“Comelec will open registration this July, but we cannot have it for long period of time…only 10 days will be devoted for registration,we have 10 days to accommodate so many deactivated voters, voters that would want transfer of registration and young members of voting population,” Commission on Elections (Comelec) Chairman George Garcia said during official launch of Kaisa Project for 2025 BSKE. registration for Dec. 1 Barangay and Sangguniang Kabataan Elections (BSKE) will be held within 10-day period only.
Garcia said longer registration period is not possible, given limited time they have to prepare for BSKE.
Kaisa Project aims to seek assistance and cooperation of different sectors, such as citizens’ arms, youth, women and indigenous peoples, in line with preparation for BSKE.
Garcia said if registered voters for BSKE reached around 70 million, they will be printing at least three additional ballots per precinct.
“In manual elections, every precinct is provided three extra ballots because many of our kababayans, since they would be writing names of candidates, have tendency to commit errors, we give them chance since our existing law for BSKE is a bit old, that is why we have to follow distribution of three extra ballots per precinct as provided in our BSKE law…erasure is also allowed,” Garcia explained.
Apart from BSKE, Garcia said Comelec is also getting ready for Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Parliamentary Elections or BPE to be held on Oct. 13.
BPE was supposed to be held simultaneously with last May 12 midterm elections. However, President Ferdinand Marcos Jr. signed into law measure postponing first parliamentary elections in BARMM.
Meanwhile, Garcia said payment of 98 percent of honoraria for Electoral Board members has already been made.
About 800,000 members of Electoral Board that will receive honoraria.

Senators back FMJ sweeping revamp

“For me, this is good move because admittedly, not all secretaries of government agencies are efficient… other secretaries or government officials who don’t really do their jobs or their work has had no impact on people,” Sen. Sherwin Gatchalian supports for President Ferdinand MarcosJr.’s sweeping government reorganization, calling it necessary move amid concerns over inefficiency of some department secretaries.
“What’s important is action and decisiveness ,secretaries who know what to do, who choose to act and not just talk…sometimes these people are good in theory but in practice, they have nothing to offer,” he added.
Echoing Gatchalian’s sentiments, Senators JV Ejercito and Pia Cayetano said directive is necessary push for accountability and urgency within administration.
Ejercito described move as “good start,” but cautioned that merely reshuffling Cabinet is not enough to resolve deeper systemic issues in government.
“Reboot is good start but changing faces in cabinet isn’t enough…this should serve as wake-up call for everyone to be on their toes,” he said.
He added that under-performing officials who have hindered administration’s momentum should be removed.
“Cleansing must continue…those who have weighed down administration and wasted President’s goodwill must be removed… time to choose leaders who understand realities on the ground and who will serve with urgency, not excuses,” Ejercito stressed.
Cayetano, for her part, stressed that realignment should focus on improving lives of ordinary Filipinos.
“At the heart of this realignment must be commitment to providing families with quality public services that improve their daily lives and strengthen our communities,” she added.
In response to mounting criticisms, particularly from allies of former president Rodrigo Duterte, Malacañang defended call for Cabinet courtesy resignations and described detractors as “obstructionists.”
Presidential Communications Undersecretary Claire Castro said calls for President Marcos to resign are self-serving, as this would pave way for Vice President Sara Duterte-Carpio to assume presidency.
“They are the obstructionists who are not doing anything but to criticize things the President and government do…they do not see good things,” Palace press officer said.
“These are people we should not believe in because they do not make sense,” she added.
Earlier, former presidential spokesman Harry Roque claimed Philippines is “heading to hell” and said that Cabinet resignations would not solve country’s problems.
Roque, reportedly seeking political asylum in the Netherlands due to alleged political persecution, called on Marcos to step down and let Vice President Duterte lead the country.
Another Duterte ally, former executive secretary Vic Rodriguez, dismissed Cabinet reshuffle as “cosmetic change,” insisting that root of the problem lies with the President himself.
Castro claimed Roque’s legal cases might be dismissed if Duterte assumes presidency.
“I am not saying that will happen but it may happen so they are promoting Sara… that is so self-serving,” Castro said.
Citing the need to “realign government with people’s expectations,” President Marcos called for courtesy resignation of all Cabinet members, surprise move following what was seen as weak showing by administration allies during midterm elections.

P130 M damages from Solid North

Land Transportation Office (LTO) emphasized that driving is privilege ,not a right and may be revoked for violations of traffic laws and safety regulations.
Relatives of victims died in road crash at Subic-Clark-Tarlac Expressway earlier this month have filed civil cases against Solid North Transit Inc., including its president and driver involved in the incident.
Case was filed at Quezon City Hall of Justice by the family of Philippine Coast Guard Seawoman 1 Dain Janica Alinas, 32, and her husband Jon-jon, 34, with support of Transportation Secretary Vince Dizon, whose department has supervision over PCG.
Alinas family is seeking P50 million in damages, citing wrongful death, loss of income and moral and exemplary damages.
Separate case was filed in Antipolo City by families of other victims, demanding P80 million in damages.
Ten people, including four children, lost their lives and over 37 others were injured in the crash.
Land Transportation Franchising and Regulatory Board ordered 30-day suspension of Solid North Transit’s operations earlier this month.
According to Dizon, suspension remains in effect, particularly after 15 of its bus units found to be not roadworthy.
LTO has revoked license of the driver involved in fatal crash at Ninoy Aquino International Airport on May 4.
In five-page decision issued by LTO chief Vigor Mendoza II, driver was found guilty of reckless driving and his license has been revoked for four years.
He was also fined P2,000 , maximum penalty allowed under existing laws.
According to LTO’s decision, driver’s failure to exercise due diligence resulted in fatal crash, injuries to other individuals and property damage.
These actions were deemed as violations of Rule I(e) of Joint Administrative Order No. 2014-01 and Republic Act 4136 or Land Transportation and Traffic Code.

Sara has numbers in Senate impeachment trial

“I am confident of acquittal because we are seeing our non-allies changing their stand… numbers are growing as far as our side is concerned,” Reelected Sen. Ronald dela Rosa has expressed confidence that emerging Duterte bloc in Senate will get more than enough votes to acquit Vice President Sara Duterte-Carpio in her upcoming impeachment trial.
Dela Rosa said they already have more than nine senators on their side, based on emerging composition of incoming 20th Congress.
Dela Rosa refused to name senators planning to vote to acquit Duterte even before evidence is presented by House of Representatives prosecution panel before Senate impeachment court, set to convene on June 3.
Full-blown trial is expected when 20th Congress opens in July.
“I don’t want to name them and then make them change their stance depending on course of impeachment trial, but as of now, I am confident we have more than nine votes,”Dela Rosa said.
Vice President Duterte was impeached by House for her alleged misuse of confidential funds and for her livestreamed remarks about assassin she had contracted to kill President Marcos, First Lady Liza Marcos and Speaker Martin Romualdez.
Incoming senators won Senate race are preparing to sit as part of impeachment court once 20th Congress starts.
“I’m quite prepared,” senator-elect Tito Sotto said by text message.
Sotto, former Senate president, vouched for his knowledge of impeachment rules, having sat through trials of the late chief justice Renato Corona and deposed former president Joseph Estrada.
“It’s my fifth round and my third for impeachment court…nothing can best prepare you than experience,” Sotto said.
First-time senator-elect Erwin Tulfo has been brushing up on rules and history of impeachment, “but at the end of the day, my decision will be based on pieces of evidence submitted by prosecution and defense and affidavits of both sides.”
“Remember, the second highest official of the land will be tried, and that is no small matter,” Tulfo said.
Tulfo did not sign impeachment complaint against Duterte when he was House member, citing conflict of interest in case he succeeded in his Senate bid.

DOJ junked complaint vs Abalos

“The records are barren of any factual or legal basis to sustain prosecution of respondents for offenses charged…their actions, as alleged, fall within realm of lawful performance of duty and are protected by presumption of regularity in official functions,” Department of Justice (DOJ) has dismissed criminal complaints filed by former president Rodrigo Duterte against former interior secretary Benhur Abalos and officials of Philippine National Police (PNP) in connection with manhunt operations conducted at the Kingdom of Jesus Christ compound in Davao City to arrest KOJC head Apollo Quiboloy.
In 12-page resolution, DOJ’s National Prosecution Office found no evidence to establish probable cause for complaint for malicious mischief and violation of domicile filed by Duterte as administrator of KOJC properties against Abalos, PNP chief Rommel Marbil and other police officials.
Complaint alleged large-scale police operation at KOJC compound, where police entered buildings and residences, was “excessive and unjustified” and was done without search warrant or reasonable belief that subjects of arrest were inside.
Some structures were likewise damaged during operations.
Complaint invoked principle of command responsibility, saying senior officers failed to prevent or correct alleged abuses during operation.
Quiboloy was arrested and is now detained in Pasig City on trafficking charge.
In May 13 resolution signed by Assistant State Prosecutor Angelica Laygo-Francisco, DOJ said complaints failed to show elements required to establish probable cause.
It said malice was “strikingly absent,” and that it is “legally insufficient” to say that malice was present based on scale and nature of operation.
Meanwhile, former interior secretary Benhur Abalos said dismissal of malicious mischief complaints filed by former president Rodrigo Duterte against him proves Quiboloy’s arrest was lawful.
DOJ’s ruling, he said, showed no laws were violated in Quiboloy’s arrest.

China ship uses water cannon, harassed, sideswipes BFAR vessel

“This incident marks first time water cannons have been used against DA-BFAR research vessels in the area of Pag-asa Cay,” Bureau of Fisheries and Aquatic Resources (BFAR) said in statement BFAR research vessels in West Philippine Sea were blasted with water cannons by China Coast Guard (CCG), marking first attack on Philippine civilian vessels.
BFAR condemned “aggressive” interference by CCG against its two vessels that were conducting routine marine scientific research mission in the vicinity of Pag-asa Cay 2 (Sandy Cay) on May 21.
Philippine Coast Guard (PCG) also lambasted CCG for its latest episode of aggression toward Philippine vessels in West Philippine Sea.
BRP Datu Sanday and BRP Datu Pagbuaya were on mission with Filipino scientific team collecting sand samples as part of their marine research initiative.
At approximately 9:13 in the morning. on Wednesday, CCG vessel 21559 blasted with water cannon and sideswiped Datu Sanday twice, resulting in damage to the latter’s port bow and smokestack as well as putting at risk lives of civilian personnel on board, according to BFAR.
Despite interference by Chinese maritime forces, Philippine scientific team was able to complete its research operations in Pag-asa Cays 1, 2 and 3, BFAR said.
BFAR reiterated that incident occurred within territorial sea of Philippines in West Philippine Sea.
Presence of two CCG vessels 21559 and 5103, as well as two Chinese maritime militia vessels that “supported harassment,” added to hostile situation, PCG Commodore Jay Tarriela, spokesman on West Philippine Sea issues said in an online media briefing.
Chinese maritime authorities have carried out similar acts in the past, even deploying helicopter from People’s Liberation Army – Navy and flying at low level seemingly to disturb activities of Filipino researchers, he noted.
Tarriela said crew of two BFAR ships, mix of PCG and BFAR personnel and marine science researchers, remained in high spirits despite harassment.
European Union and United States expressed concern over CCG’s actions.
“ EU stands with Philippines and reiterates importance of upholding UN Convention on the Law of the Sea and rules-based international order, including 2016 South China Sea arbitration,” EU Ambassador Massimo Santoro said.
US Ambassador MaryKay Carlson said “China Coast Guard’s aggressive actions against lawful Philippine civilian mission near Sandy Cay recklessly endangered lives and threaten regional stability.”
Teaming up for event that seeks to promote peace and assert Philippine sovereignty, various local and international artists including Korean pop group are set to perform aboard civilian ship while sailing waters of West Philippine Sea next week.
“Concert at Sea” organized by civil society coalition Atin Ito will feature renowned folk artist Noel Cabangon,revealed that acclaimed Filipino acts Ebe Dancel, all-women rock band Rouge, rap collective Morobeats, and P-pop group HORI7ON will be joining him.
Also performing aboard TS Kapitan Felix Oca are Japanese artist Fumi, Indonesian and Malaysian musicians Viona and Kai Mata, and South Korean K-pop girl group I:Mond.
Atin Ito convenors behind first two successful and historic civilian missions to WPS said its latest voyage features “sea concert to promote peace, unity, and solidarity in contested waters.”
Media, will be covering the activity civilian ship sailing to Kalayaan Island Group including Pag-asa Island.
Atin Ito convenors Ed dela Torre and Rafaela David announced third mission is set for May 26 to 30, which will not only see renowned Filipino and international artists rocking at sea but also sunset musical event at the jump-off point in El Nido, Palawan along with dialogue sessions and cultural exchanges.
Incoming Akbayan party-list Rep. Chel Diokno, in pre-voyage press briefing in Quezon City, lauded artists and volunteers joining Atin Ito’s latest civilian mission.
Diokno reiterated Akbayan’s commitment to push for mandatory teaching of West Philippine Sea history and geography in schools he will push for in House of Representatives.

PH consulate warns vs illegal recruitment of low-skilled workers

“Philippine government maintains that any recruitment activities circumventing existing regulations are considered illegal,” Philippine Consulate General in Dubai has warned Filipinos in Dubai and Northern Emirates against new illegal recruitment scheme targeting low-skilled workers.
The consulate said scheme lures Filipinos to accept jobs in countries Philippine government deployment ban is in place, including Pakistan.
These offers are often disguised as legitimate employment opportunities but are facilitated through tourist visas.
Consulate urged public to exercise caution and avoid dealing with individuals or groups offering jobs in countries where deployment of Filipino workers is currently prohibited.
To ensure legitimacy of job offers, Filipinos are encouraged to check official list of licensed recruitment agencies available on website of Department of Migrant Workers.
Consulate urged Filipinos to report any suspicious recruitment schemes to appropriate authorities.

Gov’t officials failing their duty will all be fired

Palace’s statements come after President Ferdinand Marcos Jr. proclaimed he is considering adopting harsher, more confrontational stance against corruption in the government.
