Chambers ratify 2023 budget bicam report

“Today, 19th Congress missed an opportunity to show its independence…we failed to demonstrate that we do hold power of the purse,” Senator Ana Theresia “Risa” Hontiveros voted “no” she questioned restoration of P150-million confidential fund to the Department of Education (DepEd).
Both Senate and House of Representatives ratified bicameral conference committee report on the proposed P5.268 trillion budget for 2023.
Senators Aquilino “Koko” Pimentel 3rd and Hontiveros voted “no” as they questioned restoration of P150-million confidential fund to DepEd.
The House held voice vote in the plenary, after which Speaker Ferdinand Martin Romualdez declared bicam report officially ratified.
The 2023 General Appropriations Bill can now be sent to Malacañang for President Ferdinand Marcos Jr.’s signature.
Hontiveros decried restoration of confidential and intelligence funds.
Congress, she said, “has shown its malleability to the whims of administration and has squandered an opportunity offered by the Senate for more transparency and accountability and less opportunities for corruption.”
