Bantag’s BJMP men turned to syndicate

“We had  morale problem because BuCor officials were put on floating status when  BJMP personnel entered…they took key positions, and superintendents or heads of penal colonies were replaced even at the national headquarters,” Bureau of Corrections (BuCor) Officer in Charge Gregorio Catapang said during Laging Handa public briefing ongoing investigation has uncovered  existence of “fiefdom” inside Philippine prison system.

Catapang said existing problems were exacerbated when Bureau of Jail Management and Penology (BJMP) personnel were deployed to augment BuCor staff following  appointment of Gerald Bantag as the agency’s director general in 2019.

“They started as a cabal; they were a group that came in and then they turned it into a syndicate,” he stressed.

Catapang said his first order as OIC was for all assigned BJMP officials to return to their mother unit.

“We were able to prove existence of fiefdom, as these BJMP personnel transformed their group into a syndicate…each of them established their own kingdoms.”

Justice Secretary Jesus Crispin Remulla ordered preventive suspension of Bantag and the appointment of Catapang as BuCor OIC in October upon  recommendation of President Ferdinand Marcos Jr. to ensure an impartial investigation on the death of Cristito Villamor Palana, an alleged middleman in the murder of broadcaster Percival “Percy Lapid” Mabasa, at the New Bilibid Prison (NBP).

Bantag, along with another BuCor official, was later charged with double-murder for their direct involvement in the Mabasa/Villamor case.

Besides  NBP, the other correctional facilities under BuCor’s jurisdiction include Abuyog Penal Colony in Leyte, Correctional Institute for Women in Mandaluyong City, Iwahig Prison and Penal Farm in Puerto Princesa City in Palawan, Sablayan Prison and Penal Farm in Occidental Mindoro, San Ramon Prison and Penal Farm in Zamboanga City, and the Davao Prison and Penal Farm.

Catapang also announced that BuCor is due to release an additional 500 to 700 persons deprived of liberty by the end of the year to decongest its prisons.
