Lawmaker wants NCAP regulated

“The intended benefits of NCAP are outweighed by negative effects on motorists…motorists are being issued citation tickets and excessively fined without valid cause,” the bill’s explanatory note read another member of House of Representatives is seeking regulation of no-contact apprehension policy being implemented by some local government units (LGUs) in Metro Manila, saying NCAP appears to be more detrimental to motorists.
In filing House Bill 5136, Manila Teachers party-list Rep. Virgilio Lacson proposed regulation of New Car Assessment Program (NCAP) to “ensure rights of motorists are protected.”
Surigao del Norte Rep. Robert Ace Barbers has sought an inquiry into the implementation of NCAP amid complaints from motorists.
Barbers had questioned excessive fines imposed on motorists even for minor traffic violations.
Albay Rep. Joey Salceda had also questioned legality of NCAP as system allows private sector to implement program under private-public partnership with LGUs.
Lacson’s proposed measure seeks to clarify “appeal process for those who are apprehended and fined under questionable and invalid grounds.”
The bill requires traffic authorities to designate areas of operation where NCAP will be implemented.
It also mandates issuance of “notice of violation to drivers or operators within seven days from the time of commission of traffic infraction.”
