” I will review recommendation and what they have achieved, the whole. biodata of the contenders, under their previous roles for the government,” President Rodrigo Duterte said new acting chief of Philippine National Police would be named on Tuesday and was chosen based on track record.
In a meeting with officials President Duterte said the acting PNP chief would be “made public tomorrow.”
Current PNP chief Gen. Dionardo Carlos is set to retire on May 8, a day before the national elections. His successor will serve in an acting capacity or as an officer-in-charge, said Interior Secretary Eduardo Año, who recommended 2 senior police officials to the President.
“He must be one with track record of performance,” the President said of the next leader of the 220,000 strong police force.
President Duterte said his choice of the next PNP chief maintaining peace and order in next week’s national polls.
“The Philippines is a bit chaotic during elections, so they are waiting for who will be the next PNP chief,” he continued.
The DILG has recommended to President Duterte 2 senior police officials for the position of Philippine National Police chief.
“Nakapag-submit na ako ng aking recommendation last Tuesday sa ating Pangulo… 2 senior police officials ang pangalan na ibinigay namin,” Interior Secretary Eduardo Año told media.
The recommendation was based on seniority and competency, he added.
As of now, the names of the 2 senior police officials in the National Police Commission resolution have not yet been released.
Año said Carlos’ successor would only serve in an acting capacity or as an officer-in-charge.
Under Section 15 of the 1987 Constitution, the President shall not make appointments, except temporary appointments to executive positions, 60 days before the presidential elections and up to the end of his term.
According to Año, President Duterte also has discretion to appoint any eligible police official outside the agency’s recommendation.
The President can extend Carlos’ term too, he said.
But under Republic Act 8551 or Philippine National Police Reform and Reorganization Act of 1998, the PNP chief’s tour of duty will only be extended in times of war or other national emergency declared by Congress.
“Nasa Pangulo ‘yan pero siyempre baka magtatalaga na lang ng acting chief PNP,” he added.
Should President Duterte pick new acting police chief before elections, Interior Spokesman Jonathan Malaya would only implement plans they have for elections.
These were already crafted since last year, so the transition will be “smooth,” he noted.
“Ang gagawin na lang po, kung saka-sakaling hindi ma-extend si General Carlos, ang gagawin na ng papalit sa kanya na OIC or acting chief PNP is just to implement what has already been determined by the PNP,” he said in a public briefing.
But if the President fails to appoint Carlos’ successor, the second-highest police official will take over the organization.
Police Lt. Gen. Rhodel Sermonia is the PNP’s deputy chief for administration.
