Foreigners wanting to stay for over 30 days, IATF allows entry

“Ibig sabihin, yung citizens coming from 157 countries under EO408 series of 1960 as amended, who intend to stay beyond 30 days for purposes other than tourism or leisure, may enter Philippines through an entry exemption document issued under existing IATF rules and regulations,” acting presidential spokesman Karlo Nograles said Inter-Agency Task Force (IATF) has allowed entry of foreigners who would like to stay in the Philippines beyond 30 days.
At the Laging Handa public briefing, Nograles said IATF amended its guidelines under Resolution 160-B with newly issued Resolution No. 160-D.
These travelers should be fully vaccinated except only for children below 12 years of age traveling with their fully-vaccinated parents.
They must have acceptable proof of vaccination and negative RT-PCR test taken within 48 hours prior to the date and time of departure from the country of origin or first port of embarkation.
Earlier, Nograles said IATF approved Department of Foreign Affairs recommendation to recognize COVID-19 vaccination certificate four more countries including Brazil, Israel, South Korea, and Timor Leste.
Health Secretary Francisco Duque III said National Capital Region (NCR) remains at moderate risk for COVID-19.
Duque said though NCR has negative 2-week growth rate at -83% its average daily attack rate is still at high risk.
High risk means ADAR is more than 7 per 100,000 population.
“NCR is still at 12.22 which means it is still at high risk…if you add this with 2-week growth rate of -83%, it will still be moderate, so if this is moderate risk level classification, it means the alert level is still 2, we hope alert level 1 will be achieved sooner rather than later but again we can’t say for now that when we deescalate to alert level 1 because as I’ve said we are guided by our metrics,” Duque said.
Duque said region may only deescalate to alert level one once its ADAR decreases to below 7 per 100,000 population.
Meanwhile bed utilization rate in the region is at 28% while ICU utilization rate is at 32.28%.
“So mababa na…hopefully, this will tilt balance in favor of an earlier de-escalation but not before reaching ADAR of less than 7 cases per 100,000 population,” Duque said.
The OCTA Research group earlier said NCR is now classified as “low risk” for COVID-19 transmission as the situation in the region continues to improve.
National Task Force Against COVID-19 special adviser Dr. Ted Herbosa said local government units may extend their vaccination past schedule of the third wave of national vaccination drive.
“Bayanihan, Bakunahan” III is scheduled from February 10 to 11, and that in past rounds some LGUs had to extend due to high demand for vaccination…they may do so as long as there are available vaccine doses…nag-extend ang ibang LGU dahil sa demand sa dami ng pumunta…gusto nila tapusin lahat ng available…habang may bakuna pwede naman mag-extend ang LGU kung marami pa sa ating kakabayan ang gustong magpabakuna”, Herbosa said at the Laging Handa briefing.
Also, he said some areas in Mindanao have low vaccination turnout.
“So we have areas in Mindanao, yung sa BARMM, and outside different areas…in only five regions, they have already hit the 75% target”, Herbosa pointed out.
The government is seeking to inoculate 5 million individuals during the vaccination drive.
At present, a total of 60.6 million Filipinos have received at least one dose while 59.8 have been fully vaccinated against the illness.
