COVID booster card , not requirement in highly vaccinated areas

“Sa ngayon hindi pa yan napapanahon,” Department of the Interior and Local Government (DILG) Secretary Eduardo Ano said proposal by Presidential adviser for entrepreneurship Joey Concepcion that areas with high vaccination rates should require COVID-19 booster cards for additional protection against disease.
Ano said while administering booster shots are already being administered to those who are fully vaccinated, government is still prioritizing administering COVID-19 vaccines to the population.
He noted at least 34 million Filipinos remain unvaccinated, including 565,888 in Metro Manila. “Gusto natin fully vaccinated,” he said.
Only 2.6 million in Metro Manila have received booster shots, he added.
“If we implement a no booster, no entry policy, our economy will suffer because only a few will be allowed in establishments,” he said.
Concepcion earlier said adding booster card requirement will be another way to move forward amid pandemic.
“We have to plan for this…in other words, we want to make sure that people are still protected with vaccines..,at a certain point in time, depending on when you take it, it will definitely wane and you maybe unprotected, ” he told media.
Government data as of Feb. 1 showed 7.5 million people in the country had received their booster dose. Of the figure, 2.1 million were administered in the National Capital Region.
Concepcion said proposal could be implemented in Metro Manila “in a month or two”. He said requirement to show proof of COVID-19 booster shot is being implemented in other countries, including United States.
Infectious disease expert Dr. Edsel Salvana, however, argued it would be “difficult” to require booster cards in Metro Manila.
“We have yet to boost too many people, and of course, we want to make sure the focus remains on the people who are not yet vaccinted.” reasoned Salvana, a member of the Department of Health technical advisory group.
The Department of Health reported 8,361 new COVID-19 cases, raising country’s case count to 3,609,568 as two laboratories failed to submit data on time.
The new infections brought the active cases to 126,227, of which 4,864 were asymptomatic; 116,598 were mild; 1,447 were severe; 310 were in critical condition.
Of the cases reported on Sunday, the DOH said 6,568, or 79%, occurred within recent 14 days from January 24 to February 6.
The top regions with cases in the last two weeks were National Capital Region with 863 or 13%, Region 11 with 683 or 10%, and Region 6 with 657 or 10%.
Total recoveries also climbed to 3,428,815 after 18,431 more patients recovered from illness.
The death toll rose to 54,526 with 312 new fatalities.
Of the 312 deaths, the DOH said 77 occurred in February, 56 in January 2022, seven in December 2021, 15 in November 2021, 31 in October 2021, 40 in September 2021, 42 in August 2021, 22 in July 2021, five in June 2021, six in May 2021, five in April 2021, four in February 2021, and one each in November and August 2020 due to the late encoding of death information to its system.
Meanwhile, the country’s positivity rate was at 21.5%. The total conducted COVID-19 tests were 38,675.
The DOH noted that 264 duplicates were removed from total case count, while 243 cases previously tagged as recoveries were reclassified as deaths after final validation.
The latest data from DOH also showed that 42% of the country’s intensive care unit beds are utilized, while 22% of the mechanical ventilators are also in use.
In Metro Manila, 35% of the ICU beds are utilized, while 20% of the ventilators are in use.
The average new daily COVID-19 infections in the country, from February 1 to 5, dropped to 8,422 from previous week’s 17,025, independent monitoring group OCTA Research said on Sunday.
In a tweet, OCTA Research fellow Dr. Guido David added that from January 18 to 24, the seven-day average was 28,666, a decrease from 34,958 recorded on January 11 to 17.
“The reproduction number in the entire country decreased to 0.55 as of February 2, down from 0.93 as of January 26,” David said.
Reproduction rate refers to the number of people infected by one case. A reproduction number below 1 indicates transmission of the virus is slowing down.
Moreover, David noted that the hospital bed occupancy in the country also decreased from 49% to 40%.
“The current trends project to a decrease to 4,000 to 5,000 cases per day by Valentine’s day and 1,000 to 2,000 by end of February,” he said.
Amid improved COVID-19 trend, David asked public to continue observing the minimum public health standards.
The Philippines on Saturday logged 7,689 new COVID-19 cases, taking the nationwide tally to 3,601,471.
The government is targeting to vaccinate about five million individuals for the national vaccination drive “Bayanihan, Bakunahan” on February 10 and 11.
But for the whole month of February, the government is targeting to vaccinate about 25 million individuals, including those who will be taking their booster shots, according to a 24 Oras Weekend report by JP Soriano.
The government has yet to reach its target of 90% population protection. However, it achieved its previous target of vaccinating 70% of the population.
Two hundred twenty-three thousand (223,000) individuals received their booster shots in Marikina City.
The COVID-19 vaccination rollout of children aged 5 to 11 will start on February 14 following its pilot implementation, the National Vaccination Operations Center said Saturday.
“Hinahanda rin natin ang national rollout. ito naman po ay mangyayari on February 14,” NVOC co-lead Dr. Kezia Lorraine Rosario said at the Laging Handa briefing.
Rosario said they were only expecting to vaccinate about 1,000 children during the pilot implementation, which starts this February 7-Monday.
“We are seeing how well will pilot rollout goes, its operations, as well as acceptance of vaccine recipients, which are the children and their parents,” Rosario said in Filipino.
Vaccination sites in Metro Manila, Region 3, and Region 4 would be expanded to 38.
Rosario said they were only expecting to vaccinate about 1,000 children during the pilot implementation, which starts this February 7-Monday.
“We are seeing how well will pilot rollout go, its operations, as well as the acceptance of vaccine recipients, which are the children and their parents,” Rosario said in Filipino.

Rosario said about 500,000 children had been registered for the vaccination rollout, mostly from urban areas.
Around 780,000 doses of COVID-19 vaccines for children have arrived, and around 1.5 million doses are still expected next week, she added.
At the same time, government targeted to vaccinate about five million individuals for the upcoming “Bayanihan, Bakunahan” to be held on February 10 and 11.
In total, more than 20 million individuals are targeted to be vaccinated against COVID-19 for this February, DOH said.
Rosario urged hesitant parents that vaccines are safe for children, and they needed it as protection against COVID-19.
Antique and Capiz have waived RT-PCR test requirement for inbound travelers and residents returning to the provinces who are fully vaccinated against COVID-19.
The new policy took effect Thursday, Feb. 3.
In Executive Order 004-A, Antique Governor Rhodora Cadiao said a negative RT-PCR test is no longer a requirement for travelers and returning residents provided that they show a vaccination card.
Children and those unvaccinated, however, still need and RT-PCR test before being allowed to enter the province.
Capiz Governor Esteban Contreras Jr., in his Executive Order no.002-A, also dropped the negative RT-PCR test requirement for all fully vaccinated travelers entering the province.
Those who are unvaccinated or have only gotten one dose of the COVID-19 vaccine need a negative RT-PCR test 72 hours before arrival in the province, he said.
The provincial Inter-Agency Task Force decided to waive the RT-PCR test requirement to help defray the cost of travel.
Antique and Capiz are under COVID-19 Alert Level 3.
