Tougher policies vs. trafficking ratified

BOTH Senate and House of Representatives ratified bicameral conference committee report on measure strengthening policies on anti-trafficking in persons.
As bicameral conference committee reconciled disagreeing provisions of House Bill 10658 and Senate Bill 2449, or “Expanded Anti Trafficking in Persons Act of 2022, this time to improve existing law and address trafficking activities committed in the advent of new technologies.
Senator Risa Hontiveros said salient points of the reconciled report provides additional tools to law enforcement agents to allow them to act with agility to run after human traffickers, both offline and online; holds internet intermediaries, including social media networks and financial intermediaries, liable for knowingly or with gross negligence allowing their platforms to be used for trafficking; increases protections to victims of trafficking, including Filipino victims of trafficking overseas; introduces additional aggravating circumstances, as when victim is survivor of crisis, disaster, or pandemic or public health concern; and lastly, aligns it with recently passed, and soon to pass laws, such as the Department of Migrant Workers Law of Senator Joel Villanueva, and the Foundling bill by the Committee on Women.

Law makers reconciled versions of their bills fixing validity of firearms’ licenses.
House Bill 10610 and Senate Bill 1155 aim to fix validity period of license to own and possess, registration, and permit to carry firearms outside residence or place of business.
The bicameral committee adopted Section 2 of the House version to increase validity period of firearms licenses from two years to five or ten years at the option of the licensee, unless sooner revoked or suspended.
Senate Committee on Public Order and Dangerous Drugs chairman Senator Ronald “Bato” Dela Rosa ensured that the Philippine National Police, which he previously led, would be authorized to draft implementing rules and regulations to ensure that extension is not abused by any licensee.
The bicameral panel also adopted proposal of House Committee on Public Order and Safety Chairman and Masbate Representative Narciso Bravo Jr. to include in those exempted from submitting Threat Assessment Certificate requirement the elected incumbent and former officials as well as active and retired military and other law enforcement personnel.
