Hse recalls committee report recommending raps vs DOH execs over ivermectin distribution

“The House of Representatives has always followed the rule of law…and  constitution enshrined  principle of due process… resource persons remain such and cannot be respondents unless he was able to attend all hearings and defend himself…so with this, the committee will conduct further hearings or get the side of Sec. Francisco Duque since he was not able to attend those hearings…then and only then we will be able to get the full picture,” Diwa Party List Rep. Michael Aglipay explained reconsideration of  adoption of  committee report, which was adopted Tuesday.

The House of Representatives has reconsidered its adoption of  committee report recommending charges against officials of the Department of Health over COVID-19 response.

During the plenary session Wednesday, lawmakers approved  motion by Manila Rep. John Marvin Yul Servo Nieto to reconsider  adoption of  findings and recommendations as contained in Committee Report 1393 on House Resolution 1711. The plenary then recommitted the report to the investigating committee, the House Committee on Good Government and Public Accountability.

The committee report was product of an investigation launched by House Resolution 1711 on the policies and guidelines of  DOH and FDA for the registration, utilization, manufacture, distribution or sale of drug products for the coronavirus disease, including ivermectin.

A copy of the committee report was released to media.

Among recommendations of the committee report is  filing of complaint for violations of Section 4, Republic Act no. 6713 and Section 38 Executive Order 292 or the Code of Conduct and Ethical Standards for Public Officials and the Administrative Code of 1987 respectively, against Health Secretary Francisco Duque lll and resigned Food and Drug Administration director general Eric Domingo.

Recalled  report recommends the filing of  complaint for violations of Sections 8 and 21 of RA No. 9485, as amended by RA No. 11032 or the Ease of Doing Business Act.

Philippines on Wednesday registered 15,789 new COVID-19 cases bringing  nationwide tally to 3,475,293.

Based on DOH’s latest bulletin, of 230,410 active infections logged, 6,902 are asymptomatic, 218,711 are mild; 2,982 are moderate, 1,507 are severe; and 308 are critical.

DOH said of the new cases, 15,061 or 95% occurred within recent 14 days from January 13 to 26,2022.

The top regions with cases in the recent two weeks were Region 4-A with 2,248 or 15%, followed by  National Capital Region (NCR) with 2,135 or 14% and Region 7 with 1,520 or 10%.

Total recoveries climbed to 3,192,219 with 32,712 new individuals defeating the viral disease.

The DOH reported 66 new fatalities, pushing the death tally to 53,664.

Country’s COVID-19 positivity rate was at 35.8%, which is higher than World Health Organization’s requirement target of less than 5% positivity rate.

The total conducted COVID-19 tests were at 48,725.

The latest data showed  48% of 3,900 intensive care unit (ICU) beds for COVID-19 patients nationwide are in use.

At least 53% of  15,200 ward beds in the country were utilized, while 47% of  4,000 ward beds in the National Capital Region (NCR) were in use.

DOH said all laboratories were operational since January 24, while there were three laboratories that failed to submit data to  COVID-19 Document Repository System.

The Health department reported 142 duplicates were removed from the total case count. Of these, 80 are recoveries.

At  least 10 cases that were previously tagged as recoveries were reclassified as deaths after final validation.
