Emergency employment for displaced workers under AL 3

“We are preparing for an emergency program, meaning emergency employment for ten (10) days for these displaced workers,” Department of Labor and Employment (DOLE) Secretary Silvestre Bello III said DOLE is preparing its emergency employment program to serve up to 200,000 workers who may lose their jobs due to implimentation of Alert Level 3.
Bello said currently, around 100,000 employees have already lost their jobs but the number may still increase.
In his coordination with Tourism Secretary Bernadette Romulo-Puyat, Bello said workers in tourism sector and restaurant businesses would be the most affected by the additional restrictions under Alert Level 3.
Beneficiaries may receive daily minimum wage of P537 for Metro Manila or P5,370 for 10-day work, according to Bello.
The government has placed Metro Manila under Alert Level 3 from January 3 to 15, 2022 as well as Bulacan, Cavite, and Rizal from January 5 to 15, 2022, amid increase in COVID-19 cases.
Under Alert Level 3, several establishments will be allowed to operate at 30% indoor venue capacity only for fully vaccinated individuals and 50% outdoor venue capacity, provided that all employees are fully vaccinated.
Face-to-face classes, contact sports, funfairs/perya, and casinos are among activities and establishments that are prohibited under Alert Level 3
Employers have to submit list of their workers who lost their jobs due to the implementation of stricter quarantine classification, Bello said.
Workers may also apply through their city’s or municipality’s Public Employment Service Office (PESO) or call DOLE’s hotline 1349, he added.
The provinces of Bulacan, Cavite and Rizal has been placed under Alert Level 3 from January 5 to 15, 2022, due to a sharp increase in COVID-19 cases.
“Due to a sharp increase of COVID-19 cases in the particular localities, the Inter-Agency Task Force (IATF) approved yesterday, January 3, 2022, the recommendation of its sub-Technical Working Group on Data Analytics to escalate Bulacan, Cavite, and Rizal to Alert Level 3,” acting presidential spokesman Karlo Nograles said.
“This shall take effect from January 5, 2022, until January 15, 2022,” he added.
The government earlier placed Metro Manila under Alert Level 3 from January 3 and will last until January 15.
Under Alert Level 3, several establishments will be allowed to operate at 30% indoor venue capacity only for fully vaccinated individuals and 50% outdoor venue capacity, provided that all employees are fully vaccinated.
Work at government offices is limited to 60% of their onsite capacity.
On Monday, the Department of Health (DOH) registered 4,084 additional COVID-19 infections, bringing the Philippines’ total tally to 2,855,819.
Of the new infections, DOH data showed 4,057 occurred within 14 days from December 21, 2021 to January 3, 2022. The top regions with infections in the recent two weeks were Metro Manila with 2,831 or 70%, followed by Calabarzon with 571 or 14% and Central Luzon with 273 or 7%.
The Philippines’ positivity rate rose to 20.7% with 18,587 total conducted tests. This is much higher than World Health Organization standard of less than 5% positivity rate. If the rate is 5% or higher, it means there is a high transmission rate of the virus.
The number of new cases on Monday was also higher than the expected prediction of OCTA Research of 3,000 to 3,500 new infections.
From only eight on Monday, the number of new COVID-19 cases among Philippine National Police (PNP) personnel climbed to 107 on Tuesday.
Based on PNP data, these new infections brought the total of active cases among police ranks to 164.
On December 26 and 27, 2021, the PNP reported zero new COVID-19 infections in the police organization. New cases started emerging again on December 28.
The PNP has recorded total of 42,370 cases, of which 42,081 have already recovered from the disease. Meanwhile, 125 PNP personnel have died due to COVID-19.
According to the PNP, 215,916 (95.49%) of its personnel have already received their second dose of COVID-19 vaccine while 8,702 (3.85%) are still awaiting their second dose.
At least 1,492 (0.66%) of PNP personnel have yet to be vaccinated, according to its data.
